A. Roll Call
The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session July
19, 2016 at 6:33 p.m. Council Member Al Havens called the meeting to order. Upon roll
being called the following named council members were present: Jim Bartels, Al
Havens, Peggy Upton, Jo Kahler. Absent: Mike Ryan, Mayor Steve Berner. Also present:
City Administrator/Clerk Doug Boldt, City Engineer Ben Carhoff, Building Official
Brian Shay, and other visitors.
Motion to appoint Al Havens as temporary chair by Upton.
Second by Kahler.
Ayes: Upton, Kahler, Bartels. Nays: Havens, motion carried.
B. Alzenda Additions/Alienda Approval
Motion to approve the agenda by Bartels.
Second by Upton.
All ayes, agenda approved.
C. Discussion/Questions from Council Members regarding items on the Regular City
Council Agenda
Doug Boldt reviewed the revised Capital Improvement Plan.
Also discussion on the Metro Pavers change order regarding trail phase 5.

Call to Mike Ryan to attend the meeting at 7:03pm.
The City Council of the City of Tiffin, Johnson County, Iowa, met in regular session on
July 19, 2016 at 7:04 p.m. Mayor Pro -Tem Mike Ryan called the meeting to order. Upon
roll being called the following named council members were present: Peggy Upton, Al
Havens, Jo Kahler, Jim Bartels, Mike Ryan (by Phone). Absent: Mayor Berner Also
present: City Administrator/Clerk Doug Boldt, City Attorney Crystal Raiber, City
Engineer Ben Carhoff, Public Works Director Brett Mehmen, Building Official Brian
Shay, Deputy and other visitors.
Motion to approve Al Havens as Temporary Chair by Upton.
Second by Kahler
Ayes: Upton, Kahler, Bartels, Ryan. Nays: Havens, motion carried.

Agreement, Johnson County, Iowa, and as Legally Described Herein by Kahler.

2. City Council Reports — Al Havens advised Watershed meeting on Wednesday.
ICAD hosting event and invited City Council, Mayor & City Administrator.
Upton had a question regarding the progress on the new soccer fields.
3. Director of Public Work's Report -City is looking into a new splash pad surface to
stop the kids from running and sliding. Also will prevent slips and falls.
4. Building Official Report- Nothing to report
5. City Engineer's Report - Spoke about current projects progress and any issues.
6. City Attorney's Report — Ordered Title searches.
7. City Administrator's Report — Next meeting setting public hearing regarding
water rates. Next meeting's Work Session — Daryl High want to present a
proposed development next to the Villages.
