B. Roll Call
The City Council of the City of Tiffin, Johnson County, Iowa, met in special session on August 10,
2016 at 6:02 p.m. Mayor Steve Berner called the meeting to order. Upon roll being called the
following named council members were present: Peggy Upton, Al Havens, Jo Kahler, Jim Bartels,
Mike Ryan. Absent: NONE Also present: City Administrator/Clerk Doug Boldt, City Attorney
Crystal Raiber, City Engineer Ben Carhoff, Public Works Director Brett Mehmen, Building
Official Brian Shay, Deputy Clerk Ashley Platz and other visitors.

Motion to approve agenda by Havens.
Second by Ryan.
All ayes, motion carried.

K. Motions for Approval
1. Discussion and Consideration of Park Place Development and Agreement(s) with Andersen
Development to Proceed with Project and Council Action as Needed
Doug Boldt gave a brief background and introduction of proposed development.
Scott Andersen Developer- introduced the concept of Park Place Development and gave
history of the last few years of work to get to this point.
Clark Snider with Simonson & Associates —Architect of Development — presented a
PowerPoint of the 265 acres development by the Forevergreen Road interchange. The
master plan of the development will consist of Single Family, Townhome, Multifamily,
Commercial, Restaurants and Services. The single family & townhome development will
consist of 76 acres where they are projecting 188 single family lots, 28 townhome units (5.7
acres of townhomes) and an optional church site. Lower density Single Family and
Townhomes will be buffered by 54.2 acres of Multi -Family and 25.6 acres of Mix -use
Commercial/Residential units (1500-2000 units). These will be apartments/condos above
bottom floor of commercial. The Mix -use will buffer the Commercial development which
will consist of 108 acres and 26 acres of Mixed-use. In the commercial development they
anticipate Big Box retail, Specialty Shops, Restaurants, Hotel, Theater, Town Center,
Grocer, Bank, Pharmacy and other similar services.
Motion to approve Mayor and City Administrator to begin discussion to develop a
Memorandum of Understanding and to move forward with the preliminary work of Park
Place Development with Anderson Development to bring back for Council approval by
Ryan.
Second by Kahler.
All ayes, motion carried.
