Alvarez, MMC age Clerk age of Key Biscayne, Florida 88 West McIntyre Street • Suite 220 • Key Biscayne, Florida 33149 • (305) 365-5506 • Fax (305) 365-8914 MISSION STATEMENT:'TO PROVIDEA SAFE, QUALITY COMMUNITY ENVIRONMENT FOR ALL ISLANDERS THROUGH RESPONSIBLE GOVERNMENT." www.keybiscayne.fl.gov RESOLUTION NO. 2017-12 A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING THE PURCHASE OF VEHICLES FOR THE BUILDING, ZONING, PLANNING, AND PUBLIC WORKS DEPARTMENT; WAIVING COMPETITIVE BIDDING PROCEDURES; PROVIDING FOR AUTHORIZATION; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the Village of Key Biscayne ("Village") Building, Zoning, Planning, and Public Works Department (the "Department") is in need of new vehicles to continue providing various services incidental to the functions of the Department and facilitating the provision of day-to-day operations of the Department; and WHEREAS, Code Enforcement is a division of the Depattuient; and WHEREAS, the Village Council desires to purchase two 2017 Ford C -Max (P5A) hybrid vehicles for use by the Code Enforcement Division ("Ford Hybrid Vehicles") and one Ford 1/2 Ton Extended Long Bed pickup truck for use by the Village's Public Works Division ("Ford Long Bed Truck"), collectively, the "Vehicles"; and WHEREAS, the Village Council finds that it is impractical to apply the Village's competitive bidding procedures for the purchase of the Vehicles as the type of purchase contemplated by the Village has already been competitively bid by the Florida Association of Sheriffs and the Florida Association of Counties ("State Bids"); and WHEREAS, the State Bids resulted in Florida Association of Sheriffs' Contract Numbers FSA16-VEH14.0 and FSA16-VEL24.0, which allow local governments statewide to utilize those contracts for their own benefit ("State Contracts"); and WHEREAS, the Village Council seeks to authorize the Village Manager to purchase the Ford Hybrid Vehicles from Hub City Ford -Mercury, Inc. and the Ford Long Bed Truck from Duval Ford, LLC by using the State Contracts pursuant to Section 2-85 of the Village Code ("Vehicle Purchase"); and WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare of the citizens of the Village. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA AS FOLLOWS: Section 1. Recitals. Each of the above -stated recitals are hereby adopted, confirmed, and incorporated herein. Section 2. Waiver of Competitive Bidding. The Village Council hereby waives the Village's competitive bidding procedures for the purchase of the Vehicles pursuant to Section 2-85 of the Village Code. Section 3. Approval of Purchases. The Village Council hereby approves the Vehicle Purchase. Section 4. Authorization for Vehicle Purchase. The Village Council hereby authorizes the Village Manager to make the Vehicle Purchase consistent with the terms and conditions of the State Contracts as set forth in the purchase orders attached hereto as Exhibits "A" and "B" in an amount not to exceed $71,009.00. Section 5. Implementation. The Village Council hereby authorizes the Village Manager to execute any purchase order or required documentation for the purchases described in this Resolution, subject to approval by the Village Attorney as to form and legality, and to take any action 2 VILLAGE ATTORNEY which is reasonably necessary to implement the purpose of this Resolution.
