PUBLIC HEARING
September 1, 1981
The council of Bal Harbour Village met Tuesday, September 1, 1981
at 5:00 P.M. for the purpose of discussing the 1981-82 proposed budgets.
Present: Miss Gray and Messrs. Beatty, Printup and Sherman
Absent: Mr. Taplin
Also present were Fred W. Maley, Village Manager, and Mary T. Wetterer,
Village Clerk.
Mr. Maley discussed the possibility of adding police officers in the
budget, which would provide personnel for the Collins Avenue foot patrol.
He told those present that the cost of each officer amounts to apprux-
imately $22,000. After comments from Chief Staubesand it was moved by
Mr. Sherman, seconded by Miss Gray and voted that three additional officers
be added to the proposed budget.
Mr. Maley reported that the proposed budgets have been available since
July and with the approved change in the police department the tax millage
would be 3.70 mills, which equates to a 13.4% increase in taxes, due to
the increased assessments. The Village Manager read from his budget letter
and asked if there were any questions. Mr. John Cherin of Arthur Andersen
and Co. said he had been asked by Mr. Sherman to review the proposed
budgets, but that he did not know what kind of a review was desired and the
scope of work will determine the cost. He told those present that he had
read the budgets and talked to Mr. Maley and Miss Wetterer, and a full depth
study could cost as much as $6,000. It was decided that a committee from
those present could be appointed to review the budgets with the village
manager before the next meeting instead of a review by Arthur Andersen and
Co. It was moved by Mr. Beatty, seconded by Mr. Sherman and voted that
Messrs. Rubin Prussin, Joe Brown and Max Feldman be appointed to meet with
the Village Manager at 2:00 Friday, September 4th to go over the budgets.
Mr. Stanley Whitman, Chairman of the Resort Tax Advisory Committee explained
the use of the Resort Tax funds in the past and some proposed expenditures
in the 1981-82 Tourism budget.

BUDGET HEARING
September 8, 1981
The Council of Bal Harbour Village met Tuesday, September 8, 1981 for
the purpose of discussing the 1981-82 proposed budgets.
Present: Messrs. Beatty, Printup and Miss Gray
Absent: Messrs. Sherman and Taplin
Also present we Fred W. Maley, Village Manager and Mary T. Wetterer,
Village Clerk.
Mr. Maley Deported that with the addition of the three officers the
tax millage in the proposed General Fund Budget would be 3.70, a 13.4%
increase, and that this meeting had been advertised in accordance with the
Florida Statues.
Mayor Printup advised that representatives from the Kenilworth and
Balmoral, Messrs. Brown and Prussin, met with the Village Manager, Miss
Gray and himself, to discuss the budgets on last Friday. Nr. Prussin
said that he had made a fairly good examination of the figures and feels
it is a good budget. Mr. Maley said that our Insurance Brokers will be at
the regular council meeting to explain any insurance items and that the
schedule for promotional advertising in the Tourism Budget had been sent
to the council. The Village Mananger said that three capital prujects
not underway in the 1980-81 budgets would be placed in reserve for next
year. After additional discussion on the budget items the Village Clerk
read the ordinance adopting the General Fund Budget by title. On motion
of Miss Gray, seconded by Mr. Beatty and voted the ordinance was adopted
on first reading.
The council reviewed the proposed Water Department Budget. Mr. Maley
said that he hoped that water rates could be reduced during the next fiscal
year after we have some experience with Dade County selling us water directly.
The Village Clerk read the ordinance adopting the Water Department Budget
by title. On motion of Mr. Beatty, seconded by Miss Gray and voted the
ordinance was adopted on first reading.
Mr. Maley reported that the Sewer Department needed additional
subsidies this year due to the increase in sewer charges to pump the
sewage down to Virginia Key. After discussion the ordinance adopting
