RESOLUTION NO. 12-8364
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA AUTHORIZING THE
CITY MANAGER TO ALLOW A FIVE (5) YEAR
LEVERAGE-MATCH OF GENERAL FUND RESOURCES, IN
THE AMOUNT OF $348,000 DOLLARS FOR
NEIGHBORHOOD REVITALIZATION PROJECTS, AS
PART OF THE STRATEGIC PLAN FOR THE CHOICE
NEIGHBORHOOD INITIATIVE (CNI) APPLICATION;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City of Opa-locka City Commission strongly supports the Opa-locka
Community Development Corporation's (CDC) Choice Neighborhood Initiative (CNI) application;
and
WHEREAS,the City of Opa-locka, over the next five(5) years, will expend General Funds,
in the amount of $348,000 Dollars in the Nile Gardens area, which will include 1) Housing
Inspector (40%) - cost of$16,000; 2) Water Meter Reader (40%) — cost of$21,200; 3) Parks and
Recreational Director(10%)— cost of$7,800; 4) Assistant Parks and Recreational Director(10%) —
cost of$7,600; 5) City Planner (10%) - $6,900; and 6) Community Development Director (10%) —
cost of$9,900, to assist with Neighborhood revitalization projects, such as housing, infrastructure,
elimination of blight, demolition, and/or hazmat cleanup; and
WHEREAS, The City Commission of the City of Opa-locka, desires to authorize the City
Manager to allow Opa-locka CDC to utilize a leverage-match from General Fund resources for the
Nile Gardens area, to be used specifically for revitalization projects.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.

Section 2. The City Commission of the City of Opa-locka, hereby authorizes the City
Manager to allow General Fund resources to be expended in the amount of$348,000 to be
utilized by Opa-locka CDC as leverage-match, to assist with Neighborhood revitalization
projects, in support of the Choice Neighborhood Initiative and Transformation Plan.
Section 3. This resolution shall take effect immediately upon adoption.

Short Title:
Resolution authorizing the Opa-locka Community Development Corporation (OLCDC) to use as a 5-year
leverage-match of general fund resources in the amount of$348,000 dollars in the Nile Gardens Area.
Staff Summary:
The Opa-locka Community Development Corporation has requested that the City of Opa-locka pass a
resolution supporting the Choice Neighborhood Initiative. The City will spend more than $348,000 over
the next five years within the Nile Gardens area. The following is a yearly breakdown:
1. Housing Inspector (40%), $16,000
2. Water Meter Reader (40%), $21,200
3. Parks and Recreation Director (10%), $7,800
4. Assistant Parks and Recreation Director (10%), $7,600
5. City Planner (10%), $6,900
6. Community Development Director (10%), $9,900
This allocation of general funds will be used specifically to commit to assist with Neighborhood
Revitalization projects such as housing, infrastructure, elimination of blight, demolition, and /or hazmat
cleanup.
Proposed Action:
Staff Recommends Approval of this resolution allowing OLCDC to use $348,000 dollars as a general fund
leverage match for the purposes of the Choice Neighborhood Initiative application
