L r • • Recommendation: Staff respectfully requests that after further review, the Chairman and members of the Board hereby authorizes staff to pursue a month to month lease agreement with Pat Shields, Dominoes Day Care of Agency Property for the development of a day care center to be brought back for Agency review and consideration. 2. DEVELOPMENT CONCEPT REVIEW. Comments: To have the Agency review and approve a development concept to incorporate the church property located at 3221 Beechwood Avenue and convert the church into a bona fide restaurant. Recommendation: Staff respectfully requests that after consideration the Agency approve the development concept and direct staff to meet with interested operators and perform the necessary studies to determine the feasibility of a conversion. 3. Executive Director BY: Bruno Naulls, Community Development SUBJECT: LEASE OF AGENCY PROPERTY PURPOSE: To seek from Agency authorization to pursue a month to month lease agreement with Pat Shields, Dominoes Daycare, for the development of a daycare center on Agency owned property located at the North West corner of Atlantic Avenue and Josephine Street. FACTS: 1. Subject Agency owned property is approximately 10,320 sgft and is identified by Los Angeles County Assessor as plot number 6189-013-900. (See attachment) 2. Agency has been approached by Ms. Shields to lease subject property to show site control in order to secure State and/ or Federal funding for the development of a new daycare center. APIALYSIS: The leasing of subject Agency property is consistent with the Strategic Plan whereas the development will provide for new jobs and a needed economic resource in the targeted area. The lessee will take over the responsibility of site maintenance, which will cut Agency costs for up keep of property. If Agency decides to lease the property., the lease amount will be a nominal rate based on a month to month tenancy. Once Ms. Shields funding for the development of the project is secured, Agency may then pursue the possibilities of either selling the property or entering into along-term lease agreement with Ms. Shields. Staff finds benefit from pursuing this project. A lease agreement would assist Ms. Shields in the preliminary phases of securing funds from State and Federal resources to finance this new development while adding a needed use within the area. Executive Director By: Louis Morales, Community Developmeht Subject: DEVELOPMENT CONCEPT REVIEW Purpose: To have the Agency review and approve a development concept to incorporate the church property located at 3221 Beechwood Avenue and convert the church into a bony fide restaurant. Facts: The Subject Property is located on the north side of Beechwood mid block between Peach Stree and Long Beach Boulevard and is approximately 35,500 sq. ft. (See attached Assessor's Map). t 2. l"he Property is located within the sphere of influence of the Marketplace Redevelopment Project. The existing church building matches the architectural theme that is proposed under the Marketplace project. 3. The Agency has been approached by a restaurant operator who-expressed an interest in converting the existing church to a restaurant. Analysis: Adaptive re-use projects in recent memory have been very successful. The idea of converting industrial buildings to lofts, historical commercial buildings to retail establishments has been very popular. The existing church building provides the Agency with the opportunity to capitalize on this trend and to establish a viable business while adding a vital component in the form of a large formal sit-down restaurant to the Marketplace project. In the addition to the church, the Property is also developed with private school which will have to be relocated. Thus, it will be necessary to determine the cost associated with relocating the church. and the school. Therefore, if the Agency approves the concept ,staff is requesting that the Agency authorize staff to commission the necessary studies to determine the relocation and goodwill benefits for the existing uses and to determine the cost of the rehabilitation for the project. Recommendation: Staff respectfully requests that after consideration the Agency approve the development concept and direct staff to meet with interested operators and. perform the necessary studies to determine the feasibility of a conversion.
