DESIGNATION OF AUTHORIZED PERSONNEL FOR APPLICATION -FOR .FEDERAL ASSISTANCE Comments: The Governor's Office of Emergency Services (OES) is the State Agency that administers the Federal Assistance for local agencies in cases of natural disaster. ' To simplify the application process, OES has requested. that local agencies submit a list of personnel that are authorized. to execute the application and other related documents for this kind of assistance. Recommendation: It is .recommended that the City Council adopt the attached resolution .entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE ..DESIGNATION OF AUTHORIZED PERSONNEL FOR THE APPLICATION FOR FEDERAL ASSISTANCE". 6. EASEMENT DEDICATION FOR STREET PURPOSES 3335 ELIZABETH AVENUE Comments: The Conditional Use Permit for the development at 3335 Elizabeth Avenue requires the dedication of a five (5) foot strip of property, for street purposes. This dedication is necessary for future street widening project. Recommendation: It is .recommended that the City ..Council adopt the attached resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING AN .EASEMENT DEDICATION FOR STREET WIDENING PURPOSES AT 3335 ELIZABETH AVENUE". • 7. UTILITY USER'S TAX EXEMPTION AUDIT REPORT Comments: The purpose of this item into have the City Council review and approve certified list of Utility User's Tax Exemption, as required by Resolution No. 90-191, Section 5 (j), .Resolution No. 99-154. Recommendation: Staff respectfully recommends that. the City Council adopt the attached resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE CERTIFIED LIST OF THE UTILITY USER'S TAX EXEMPTIONS FOR PERIOD JANUARY 1, 2000 THROUGH DECEMBER 31, 2000. 8. UTILITY USER'S TAX AUDIT REPORT Comments: The purpose of this report is to provide the City Council an accounting of the total revenue .received for the ten percent (10%) Utility User's Tax for calendar year ending December 31, 2000:. Recommendation: Staff respectfully recommends that the City Council receive :and file the "Utility User's Tax Audit .Report for calendar year ending December 31, 2000". 9. YOUTH BASEBALL CARNIVAL Comments: The Recreation & Community Services Department received direction from the Lynwood City Council at their regularly scheduled meeting of February 7, 2001 to assist our Youth Sports Association in their efforts to raise funds. To assist the Lynwood Youth Sports programs the department is currently seeking opportunities through carnivals, circuses, etc. in which to raise funds to mitigate costs associated the improvement of our sports facilities such as fences for Baseball, Soccer, and gymnasium upgrades for Basketball. j To date the Recreation & Community Services Department has received $1,527 from J.A. Bash. Enterprises, Shamrock Shows for, a carnival presented at the Marketplace of Lynwood. These funds,] along with upcoming fundraising programs will go directly to the installation of fences for .Youth Baseball, Youth Soccer, and other Youth Sports requested upgrades of the athletic facilities. The City of Lynwood will celebrate its annual Youth Baseball Opening Day on April 7, 2001 in Lynwood City Park. a Staff has located a carnival company that is available from April 12 to April 15, 2001.. The City of Lynwood has conducted business with J.A. Bash Enterprises Shamrock Shows in the past. j Recommendation: ! Staff respectfully recommends that the Honorable Mayor and ;Members of the City Council authorize: ! I 1) A professional: carnival 2) Carnival location on Caesar Chavez Lane adjacent to Lynwood City Park i 3) Performance dates are from April 12 to April 15, 2001 4) Fee to City of Lynwood will be directed to Lynwood Youth Sports Association for installation of outfield fences on Baseball diamond #3. I i ik 10. LYNWOOD CONCERT SERIES `~ , Comments Lynwood High School Performing Arts Center is a state of the art facility. It has been an ideal location for holding a series of concerts in the City of Lynwood. The concerts have been held inside the Lynwood Performing Arts Center beginning at 7:00 p.m. and continuing through 9:00 p.m. the stage is large enough that a PA system has been needed. Prior to each concert, selected members of the Lynwood High School Student Body and other have had the opportunity to interact with the musicians for educational sessions. The Lynwood Concert Series has been an exciting opportunity to introduce the community to top names in Jazz, Latin Salsa and more. We have seized the opportunity to book headline performers; past performances have included well known national and !international performers, such as Poncho Sanchez, the Jazz Crusaders, Ronnie Laws, Bobby Rodriguez, Gerald 1Nitson and others. Our ~attendahce has increased tremendously; having standing room only for our! most recent concerts. { f Recommendation: f Staff respectfully recommends that the Mayor and Members of the City Council.: 1) Continue the Lynwood Concert Series. 2) Approve the expansion of the program to include more ~ professional opening acts. 3) Authorize staff to access a fee to the public in the amount of $10.00 per person for admission to an individual concert. 4) Adopt the attached resolution authorizing an appropriationiof ($35,500) from the unappropriated general fund balance to facilitate this program for the remainder of the 2000/2001 fiscal year. i 11. DIAL A RIDE .PROGRAM COMPARISON - "CITY OF ~ LYNWOOD OPERATED AS OPPOSED TO BEING OPERATED BY AN INDEPENDENT CONTRACTOR i Comments: { i The City of Lynwood has been operating the Dial A Ride Program since the early 1980's. The program has grown from a single van and driver to its present level of one dispatcher, three drivers and three vans. Currently the program operates Monday through Saturday from 8:30 a.m. to 4:00 p.m. Riders pay $.25 for a one way trip and $.50 for a round tr~p. The .Dial A Ride Program has been funded through various sources including; grants from the Office of Aging and Air Quality Management District, Prop A Transportation funds, and the City of Lynwood General Fund. r Staff is requesting that the City Council review the following program comparison to determine feasibility of having the City of Lynwood continue to operate the Dial A Ride Program vs operation by an :independent contractor. BACKGROUND: COUNCIL 1 ng the =ederal The Governor's Office of Emergency Services (OES) is the state agency~that administers federal assistance to local agencies in case of a natural disaster. 1n such case, local agencies can request for federal funds by submitting applications for .emergency grants with OES. '~ .Recently, staff has received notification from OES regarding revisions tol~the Project Application for Federal Assistance Form and the Designation of Applicant's Agent Resolution Form. The latter form has been modified to identify authorized agents by title, instead of specific names. This change eliminates the need to notify OES of personnel changes as previously required. ANALYSIS: Staff recommends that the Mayor, the City Manager and the Director of ,Public Works be designated as authorized ..personnel to sign for the project application~i and other related documents. BACKGROUND: The conditions of approval for the development at 3335 Elizabeth Avenue (Conditional Use Permit Case No. 2000-29) include an easement dedication of five (5) foot wide strip of property along Elizabeth Avenue for future street widening purposes. ANALYSIS: The above-mentioned easement is necessary for the future street widening. RECOMMENDATION: It is recommended that the City Council adopt the attached resolution entitled. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING AN - EASEMENT DEDICATED FOR STREET PURPOSES AT 3335 ELIZABETH AVENUE WHEREAS, the conditions of approval for the development at 3335 Elizabeth Avenue require the developer to dedicate an easement of five (5) foot wide strip of property along Elizabeth Avenue; and WHEREAS, the City Council of the City of Lynwood has determined that said easement is necessary for the convenience, welfare, and .safety of the public; and WHEREAS, it has been determined that .the best interest of the City shall be served by accepting said easement; and WHEREAS, said easement has been analyzed and approved by the City Engineer. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LYNWOOD AS FOLLOWS: Section 1. BACKGROUND 1. In November 1990, the City Council adopted Ordinance No. 1352 and Resolution .No. 90-191, levying a Utility User's Tax on electricity, gas, and telephone services. On February 4, 1992, the City Council removed the exemption on water service. The Utility User's Tax, rate has increased to 10% effective January 1, 1995. . 2. Utility User's Tax Exemption Resolution No, 90-191, Section 5, states that the Tax Administrator (D'irector of Finance) shalt review and certify each eligible applicant for , - waiver of Utility User's Tax. The criteria for exemption is as follows: a. Senior citizen status- 65 years of age or older. b. Use of Cogeneration (any technology for providing energy will be exempt from.. Utility User's Tax for portion of power produced by cogeneration). 3. In September 2000, the City Council adopted Resolution No. 2000-158 approving the tax exemption of Park Water customers. 4. In September 1999, the City Council approved and adopted Resolution 99-154 exempting the permanently disabled from Utility User's Tax. To date there have been no exemptions given for employing cogeneration technology. However, five hundred. and eighteen .(518) senior citizens and one (1) permanently disabled resident have been certified by the Director of Finance or designated staff. 5. A special exemption noted in Resolution 90-191 is cable services. The estimated loss in revenue for 2000 due to this exemption. is as follows: - a. The- Director of Finance and staff have reviewed and determined that all applicants noted. on exemption list have met the ~ criteria for exemption as established. by Resolution No. 90-191. YOUTH BASEBALL OPENING DAY CARNVIAL The'Recreation & Community Services Department received direction from the Lynwood City Council at their regularly scheduled meeting of February 7, 2001 to assist our Youth Sports Association in their efforts to raise funds. To assist the Lynwood Youth Sports programs the Recreation & Community Services Department is currently seeking opportunities through carnivals, circuses, etc. in which to raise funds to mitigate costs- associated with the improvement of our sports facilities such as fences for Baseball, Soccer; and gymnasium upgrades for Basketball. To date, the Recreation and Community Services Department has.received $1,527.00. from J.A. Blash Enterprises, Shamrock Shows for a carnival presented. at the Marketplace of Lynwood. These funds, along with upcoming fundraising programs will go directly to the installation of fences for Youth Baseball, Youth Soccer, and'other Youth Sports requested upgrades of the athletic facilities. The City of Lynwood will celebrate its annual Youth Baseball Opening Day on April 7, -2001 in Lynwood City Park. Staff has located a carnival company that is available from April 12 to April 15, 2001. The City of Lynwood has conducted business with J.A. Blash Enterprises, Shamrock Shows in the past. The Lynwood Concert Series has been an exciting opportunity to introduce the community to top names in Jazz,- Latin Salsa and more. As proposed. the concerts have been scheduled to take place on the third Saturday of each . - month. Each concert has had awell-known headliner. Because of the recent enormous success of the series and our efforts to present entertainment which represents the total make-up of our community, a variety of entertainers is being scheduled to perform as _ Opening Acts and Headliners for the remainder of the fiscal year. These concerts would lasts approximately 120 minutes. Prior to or following each concert, members of the Lynwood High School Student Body and others would continue to be allowed to interact with the musicians for educational sessions. Analysis The Lynwood Concert Series is an ideal program to promote the City of Lynwood and to encourage young people to learn more about music. It offers an excellent opportunity to introduce students acid the public to top name celebrities. The Lynwood Performing Arts Center is a facility which is state of the art and has been well utilized for events of this type. This is a program which brings an. entirely new identity to the City of Lynwood. Concert Artists/Dates: . Latin Legends In Concert Saturday, April 21 Spring Music Festival Saturday, May 26 Music and Arts Festival Saturday, June 16 Again, concerts are to beheld in the Lynwood Performing Arts Center.. The performing. arts center stage-and theatre is intimate and elegant: The concerts begin at 7:00 p.m. and continue through 9:30 p.m. Concerts would involve two (2) acts each evening. The Dial A Ride program initially began with a single van and driver. The driver would handle both the dispatching duties as well as the driving duties. The program grew to its current level of a single sedentary on-site dispatcher and three (3) drivers. The Dial A Ride Program has been funded through such sources as; a grant from the Office on Aging, Proposition A Transportation Funds, a grant from the Air Quality Management District, the City of Lynwood General Fund as well as to a small extent through fees for service. This service was designed to provide PERSONAL DOOR TO DOOR SERVICE for Lynwood residents fifty-five (55) years and older as well as to residents of any age with a physical' disability. This program has expanded over the years. The current service is Monday through Saturday from 8:30 a.m. to 4:00 p.m. The cost $ .25 one-way and $ .50 round trip for each individual rider. Dial A Ride provides transportation to such locations as: • Supermarkets • Medical centers and related medical appointments • .
