COST ALLOCATION PLAN FOR THE BUILDING AND SAFETY DEPARTMENT Comments: To have the City Council consider a fee increase for the Building and Safety Division of the Community Development based on information presented in the Cost Allocation Plan and User Fee Study conducted by DMG Maximus. ~ Recommendation: Staff recommends that after consideration, the City Council direct staff) to bring back a resolution with a new fee schedule reflecting the Council's direction concerning an increase. On February 20, 2001 DMG Maximus presented the City with the Cost allocation plan and. user fee study. 2. The Plan recommended a 29% increase in Building and Safety fees ANALYSIS Pursuant to the Cost-Allocation Plan.and User Fee Studyprepared by DMG Maximus, "" m,., v the Building and Safety fees are being subsidized from the General~Fund~by 29%0: These "` permits and services. are user specific, meaning the benefit is not community wide, but -very specific to the property owner with the permit. The above analysis is especially true for residential permits and fees.
