5. COST ALLOCATION PLAN FOR THE BUILDING AND SAFETY
DEPARTMENT
Comments:
To have the City Council consider a fee increase for the Building and
Safety Division of the Community Development based on information
presented in the Cost Allocation Plan and User Fee Study conducted by
DMG Maximus. ~
Recommendation:
Staff recommends that after consideration, the City Council direct staff) to
bring back a resolution with a new fee schedule reflecting the Council's
direction concerning an increase.

To have the City Council consider a fee increase for the Building and Safety Division of
the Community Development Department based on information presented in the Cost
Allocation Plan and User Fee Study conducted by DMG Maximus.

FACTS
1. On February 20, 2001 DMG Maximus presented the City with the Cost allocation
plan and. user fee study.
2. The Plan recommended a 29% increase in Building and Safety fees
ANALYSIS
Pursuant to the Cost-Allocation Plan.and User Fee Studyprepared by DMG Maximus, ""

the Building and Safety fees are being subsidized from the General~Fund~by 29%0: These "`
permits and services. are user specific, meaning the benefit is not community wide, but
-very specific to the property owner with the permit. Hence, the General Fund is

The above analysis is especially true for residential permits and fees. However, in the '
commercial area, it maybe that a business may be a benefit to the community as a whole
and therefore should be .subsidized through. the D.D.A. or O.P.A. process on a case by
case basis.
~' ~ The City Council could -consider various- options that could`include
• Continue using the current fee schedule.
• Modify the fee schedule across the board by the recommended 29%.
• Modify the fee schedule across the board by a different percentage.
• Modify. the fee schedule by 29%, however phase in the increase over a three
period, approximately 10% per year.
• Modify particular items on the fee schedule.
