DUI CHECKPOINTS Comments: The County Sheriffs Department will report on the outcome of the Day DUI checkpoint conducted on March 21, 2001 between the hours of 2:00 p.m. - 8:00 p.m. This is in conformance with Goal 3, "To Create and Maintain an Attractive Community", Strategy 2, "Ensure Enforcement of DUI Checkpoints at Corridors in the City of Lynwood". Recommendation: Staff recommends for the City Council to receive and file this presentation. 6. COMMERCIAL VEHICLE ENFORCEMENT Comments: The County Sheriffs Department will report on two arrangements to secure a commercial truck scale. This is in conformance with Goal 1, "To Create and Maintain a Clean Community", Strategy 2, ""Regulate Commercial Truck on Lots and Streets". Recommendation: Staff recommends for the City Council to receive and file this presentation. 7. PARKING METERS Comments: The Environmental Services Department will provide the City Council a report on the parking meter programs at City of Compton and City of Huntington Park. This is in conpliance with Goal 1, "To Create and Maintain a Clean Community", Strategy 5, "Implement Meter Parking at Ceasar Chavez Lane" and Goal 6, "To Create=_and-Maintain aSelf-reliant Community", Strategy 1, "Install Parking Meters at Park Areas", and Strategy 2, ".Install Parking Meters Along Business Corridor". Recommendation: Staff recommends for the City Council to provide staff with directions on the location for the Parking Meters in order for staff to prepare a cost estimate at the next Special Council Meeting. 8. PRESENTATION OF HARDSCAPE (STREET FURNITURE INCLUDING BUS SHELTER) BY CORPORACION INTERNACIONAL DE MOBILIARIO URBANO INC. Comments: To present the Lynwood City Council with information on a variety of Street Furniture designs including bus helters for consideration to be installed within city boundaries. Recommendations: It is recommended that the City Council receive the presentation of Corporacion Internacional de Mobiliario Urbano Inc. and direct staff to negotiate an agreement. • 9. CITY OF LYNWOOD 80T"ANNIVERSARY CELEBRATION Comments: To commemorate the City of Lynwood's 80th Anniversary and to instill pride in the community's heritage and progress, staff proposes to establish ` a "Blue Ribbon Committee" charged with organizing City activities, promotions, and events relating to the 80th Anniversary celebration. Recommendation: Staff respectfully recommends that the City Council authorize the following actions: the $139,700 from the unappropriated General Fund. 10. NAMING OF SOCCER FIELD IN HONOR OF THE LATE MR. GEORGE MARTIN I Comments: In the past twe have named buildings and other related facilities, after individuals whom have contributed to the quality of life for the residents of the City of Lynwood. Mr. George Martini was a Park & Recreation Commissioner since 1965 and continued in this capacity until his passing. Mr. Martini assisted in instituting the City of Lynwood's first Youth Soccer program located in Lynwood City Park. He immersed himself in all recreation facility issues and programs to insure that every resident of Lynwood received the utmost in quality programming. Recommendation: Staff respectfully .recommends that the Honorable Mayor and Members of the City Council: 1) Approve the naming Soccer Field #3 in Lynwood City Park in concept. 2) With assistance from the Lynwood YQUt#~ Soccer League, establish a tournament during the month of November to honor Mr. Martini's work for the City. 3) Authorize staff to develop and bring back for approval a, budget to prepare the soccer field appropriately. • • 11. DIAL A RIDE PROGRAM COMPARISON Comments: The City of Lynwood has been operating the Dial A Ride Program since the early 1980's. The program has grown from a single van and driver to .its present level of one dispatcher, three drivers and three vans. Currently the program operates Monday through Saturday from 8:30 a.m. to 4:00 p.m. Riders pay $.25 for a one way trip and $.50 for a round trip. The Dial A Ride Program has been funded through various sources including; grants from the Office of Aging and Air Quality Management District, Prop A Transportation funds, and the City of Lynwood General Fund. Staff is requesting that the City Couricil review the following program comparison to determine feasibility of having the City of Lynwood continue to operate the Dial A Ride Program vs operation by an independent contractor. Recommendation: 1) Staff respectfully recommends that the Honorable Mayor and Members of the Lynwood City Council, upon reviewing this information, provided by staff and approve the concept of operating the City of Lynwood Dial A Ride Program through the use of a private vendor as opposed to a function operated directly by the City of Lynwood. 2) Staff respectfully requests authorizing to review proposals submitted by three vendors including: Fiesta Taxi, Diversified Paratransit, and the Old Timers Foundation for the .purpose of bringing back a recommendation to the Mayor and Members of the City Council for a proposed operator of the program for their final selection. 12. AUTO ALLOWANCE Comments: On February 5, 2001 the City Council adopted a resolution that recommendations made by the City Manager for auto allowance at $300 per month shall be ratified by the City Council. Based on the extensive use of a personal vehicle in the course of employment, the following positions are recommended for auto allowance: • Project Manager/Housing • Project Manager/Redevelopment Code Enforcement Manager Recommendation: That the City Council adopt the attached resolution entitled, "A .RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AUTO ALLOWANCE FOR IDENTIFIED POSITIONS". Background The City of Lynwood was incorporated on July 16, 1921. The year 2001 marks an important milestone for the City of Lynwood as we commemorate 80 years of incorporation. Discussion To commemorate the City of Lynwood's 80`" Anniversary and to instill pride in the community's heritage and progress, staff proposes to establish a "Blue Ribbon Committee" charged with organizing City activities, promotions, and events relating to the 80` Anniversary celebration. "Blue Ribbon Committee" - 70`h Anniversarv A similar committee was formed 10 years ago when the City celebrated its 70`" Anniversary. This committee consisted of members of the Lynwood City Council, City commissioners, the Lynwood Unified School District, and various members from the residential, business and religious community. The Mayor selected the chairperson for this particular~committee. The. cox~mitt~e assisted with the planning and implementation of events relating to the City's 70`" Anniversary. "Blue Ribbon Committee" - 80`" Anniversarv To assist staff in the planning and implementation of activities, staff recommends that a similar committee be established in which the Mayor appoints :the chairperson. Currently, the Mayor Pro Tem serves as the Chairperson for the Cultural Affairs Committee, the umbrella for which the developments of activities such as the 80`" Anniversary should fall under. "Publicity and Marketing" Staff has developed sample designs for an 80`" Anniversary logo, as well as slogans suggestions for City Council to review and make appropriate selection. The :logo and slogan will be displayed on all of the publicity materials that would be produced this year. , To generate community enthusiasm and excitement about the 80`" Anniversary Celebration, staff proposes several promotional ideas for further development by the 80`" Anniversary Blue Ribbon Committee, if the City Council so designates, including: ^ 151 Annual Anniversary Cookie Contest in which residents, using the 80`" Anniversary logo, compete to bake the best cookies ^ "Pioneers Of Lynwood" Awards, recognizing longtime residents of 20 years or more y j. ~~ 9 • ^ "80`h Anniversary Award of Distinction," recognizing Lynwood residents that are 80 years and older Staff proposes that the kick-off for the City's 80th Anniversary be held at the Lynwood City Council meeting of June 19, 2001, with a presentation of a proclamation and a reception. Bateman Hall after former resident and Councilman. 4.) Caesar Chavez Lane after former Farm Labor Leader. 5.) Pancho Gonzalez Tennis Courts after former Tennis Profession FACTS 1.) George Martini was born June 3, 1927. 2.) George Martini came to Lynwood with his wife Marge in 1950 to start a family. . 3.) George Martini became a Park & Recreation Commissioner 1965 and continued in this capacity until his passing. 4.) Davis, III, City ager BY: Jim Given, Director of Recxe tion & Community Services DATE: March 26, 2001 SUBJECT: 1 DIAL A RIDE PROGRAM MPARISON - "CITY OF LYNWOOD OPERATED AS OPPOSED TO BEING OPERATED BY AN INDEPENDENT CONTRACTOR" BACKGROUND The City of Lynwood has been operating the Dial A Ride Program since the early 1980's. The Dial A Ride program initially began with a single van and driver. The driver would handle both the dispatching duties as well as the driving duties. The program grew to its current level of a single sedentary on-site dispatcher and three (3) drivers. The Dial A Ride Program has been funded through such sources as; a granf from the Office on Aging, Proposition A Transportation Funds, a grant from the Air Quality Management District, the City of Lynwood General Fund as well as to a small extent through fees for service. This service was designed to provide PERSONAL DOOR TO DOOR SERVICE for Lynwood residents fifty-five (55) years and older as well as to residents of any age with a physical disability. This program has expanded over the years. The current service is Monday through Saturday from 8:30 a.m. to 4:00 p.m. The cost $ .25 one-way and $ .50 round trip for each individual rider. Dial A Ride provides transportation to such locations as: • Supermarkets • Medical centers and related medical appointments • Banks and related financial institutions • Shopping Centers - _ __ ~__- - • Misc. personal appointments The Dial A Ride program transports persons within the City Of Lynwood as well as to surrounding communities such as: • South Gate • Compton • Downey • Cudahy • Huntington Park • Paramount • Bellflower The supervisor must authorize the transportation of a client to a destination out of the local area. "THE DIAL A RIDE SERVICE IS CHARGED WITH THE MISSION OF IMPROVING THE QUALITY OF LIFE FOR SENIOR CITIZENS AND THE PHYSICALLYDISABLED HERE IN THE CITYOFLYNWOOD BYPROVIDING TRANSPORTATION THAT ALLOWS FOR CONTINUED DIGNITY THAT COMES FROM CONTINUED INDEPENDENT LIVING. " X11 ~ ~ Page 2 This program saw a decline in ridership during the 1999 calendar year as well as during the first nine (9) months of the 2000 calendar year. However, the program has seen a forty percent (40%) increase in ridership between the months of September 2000 to March 2001. This increase in ridership can be attributed to enhanced program marketing and publicity. The Dial A Ride Program currently operates three (3) vehicles, incorporating three (3) drivers and a dispatcher. The dispatcher position involves one of the drivers that rotates into the office on a monthly basis. Currently there is one (1) position vacant. The program's other positions are classified as thirty-five (35) hour part time employees and include the following: One has been a city employee for 20 years One has been a city employee for over 6 years One has been a city employee for over 5 years. ANALYSIS Recently, the Recreation staff has been requested to prepare a report comparing and contrasting different methods of operating the Dial A Ride Program. Staff received information from three (3) different vendors with information relative to how they would operate the program. Attached please find a matrix comparing the various different potential methods of providing the service. In preparing its recommendation included in this report, staff concerned themselves with many different issues such as the following: • Accessability of the service to the clientele • Cost effective service provision • Service maximization • Ability of potential service provider to provide said service CONCLUSION/RECOMMENDATION 1. Staff respectfully requests that the Honorable Mayor and Members of the Lymvood City Council review the information provided by staff and approve the concept of operating the City of Lynwood Dial A Ride Program through the use of a private vendor as opposed to a function operated directly by the City of Lynwood. 2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AN AUTO ALLOWANCE FOR IDENTIFIED POSITIONS WHEREAS, the duties of the position of certain management staff requires the extensive use of a personal vehicle; and WHEREAS, the City should compensation these managers for their expenses; and WHEREAS, the City Manager recommends the approving of auto ahowance for the positions of Project Manager/Housing; Project Manager/Redevelopment and Code Enforcement Manager. NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, determine, order and resolve as follows: Section 1. That the position of Project Manager/Housing; Project Manager/ Redevelopment and Code Enforcement Manager shall be provided with an ;automobile allowance of $300 per month. Section 2.
