TO APPLY FOR GRAi'lT FUNDING \VHEREAS, the State of New Jersey Department of Environmental Protection through the Hazardous Discharge Site Remediation Fund, has grant funds available to municipalities for the purpose of funding preliminary assessments, site investigations and/or remedial investigations to determine the existence or extent of hazardous substance discharge conditions on properties; and 'WHEREAS, the Borough of Carteret wishes to conduct a preliminary assessment, site investigation, and/or remedial investigations with respect to the property, commonly known as Block 220, Lot 1, commonly known as 45-47 \Vashington Avenue; and \VHEREAS, Excel Environmental Resources, Inc. is qualified to prepare and submit said application for such funding. \VHEREAS, the Borough of Carteret intends to acquire the properties through voluntary conveyance or other means provided by law; NO\V, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex and State of New Jersey as follows: 1. Excel Environmental Resources, Inc. is hereby authorized and directed to apply far grant funding in order to conduct preliminary assessments, site investigation, and/or remedial investigations for the above-described parcel. 2. The Mayor and other appropriate Borough Ofticials are authorized to executlt any and all documents necessary in order to apply f~r the aforesaid Ii gra~t. ',.."1' ~ 3. In the event that funding is approved pursuant ta a grant issued in favor of the Borough of Carteret, Excel Environmental Resources, Inc. is hereby authorized and directed to implement preliminary assessments, site investigation, anci/or remedial investigations for the above described parcel, with payment for the aforesaid services to be made to Excel Environmental Resources, Inc. from the aforesaid grant funds in accordance with the contract to be approved by the Mayor and Council of the Borough of Carteret and the New Jersey Department of Environmental Protection. 4. The above property is part of a comprehensive redevelopment plan which provides a realistic opportunity for the redevelopment of the same within three years following completion of the remediation.
