Park Commission Chair Steve Lee presided. 1) Call to Order Commissioners Present: Steve Lee, Lori Meehan, John Jacob, Dino DesLauriers, Michelle Beddor, and Lisa Cole Commissioners Absent: Nate Pearson Also Present: Assistant City Administrator Jodi Gallup, Public Works Director Steve Scherer and City Council member Lorie Cousineau. 2) Additions to the Agenda None 3) Approval of the Minutes from: October 19, 2016 Regular Meeting A motion was made by Jacob and seconded by Beddor to approve the minutes from October 19, 2016 as presented. Motion passed unanimously. 4) Public Comments (on items not on the agenda): None. 5) City Council Update Lorie Cousineau gave the Park Commission an update on recent City Council actions. 6) Excelsior Group – 2212 and 2120 Chippewa Road – Concept Plan Review for Park Dedication Gallup presented the staff report stating that the applicant has submitted a concept plan review for a 61-lot residential development north of Chippewa Road and west of Mohawk Drive. The subject site is a total of 37 acres with 31 net acres. She noted that the property is identified as Low Density Residential (LDR) within the 2025 staging period in the draft Comprehensive Plan update, but the applicant is advocating changing it to an earlier staging period. Gallup explained that the City could take land, cash or a combination of the two for park dedication purposes. If the City took 10% of the land for park dedication it would be approximately 3.3 acres. If the City took the 8% cash-in-lieu it would be $215,000 to $400,000, depending on the market value of the land. Medina Park Commission Meeting Minutes November 16, 2016 Medina City Hall Page 2 of 3 The Park Commission reviewed the future land use map and the park and trail map to determine that a park in this general area would be needed for this development and future developments. Gallup stated that staff strongly recommends a park on one of the residential sites around Mohawk Drive and Chippewa Road. Staff also recommends an off-road trail east-west along Chippewa Road. The Park Commissioners discussed the two future residential properties to determine which site should contain the future park. It was noted that a 3.3 acre park would be similar in size to Medina Morningside Park, which the Park Commission felt was adequate in size. Lee stated that he would be inclined to grab land now with the proposed site, because eventually land will develop further west. It is also uncertain when the residential property to the east of Wealshire would develop. It was noted that the residential property to the east of Wealshire is a little larger and could take up to five acres of park land, but it is uncertain when that property will develop. It was also noted that the east site is in the Rockford School District, but the subject site is within the Wayzata School District. There was a general consensus of the Park Commission that they would like to see at least a 3.3 acre park on this site or the site to the east of Wealshire, whichever lot develops first. The Park Commission would also like to see a trail connecting the two residential developments to each other and the future park. 7) Staff Report Scherer reported the following improvements:  The curb has been installed in Hamel Legion Park.  The Public Works crew was able to add drain tiles around the dugouts.  The Hamel Hawks and Heritage Christian Academy did field maintenance on November 12th.  Concrete slabs were poured for benches at Lakeshore Park. Scherer noted that the Public Works Department has spent an incredible amount of time on parks this year. He plans on documenting that time. A brief discussion took place on considering naming rights for future parks and trails.
