BUDGET HEARING
September 8, 1981
September 1, 1981
The Council of Bal Harbour Village met Tuesday, September 8, 1981 for
the purpose of discussing the 1981-82 proposed budgets.
Pie sent: Messrs. Beatty, Printup and Miss Gray
Absent: Messrs. Sherman and Taplin
Also present were Fred W. Maley, Village Manager and Mary T. Wetterer,
Village Clerk.
Mr. Maley reported that with the addition of the three officers the
tax millage in the proposed General Fund Budget would be 3.70, a 13.4%
increase, and that this meeting had been advertised in accordance with the
Florida Statues.
Mayor Printup advised that representatives from the Kenilworth and
Balmoral, Messrs. Brown and Prussin, met with the Village Manager, Miss
Gray and himself, to discuss the budgets on last Friday. Mr. Prussin
said that he had made a fairly good examination of the figures and feels
it is a good budget. Mr. Maley said that our Insurance Brokers will be at
the regular council meeting to explain any insurance items and that the
schedule for promotional advertising in the Tourism Budget had been sent
to the council. The Village Mananger said that three capital projects
not underway in the 1980-81 budgets would be placed in reserve for next
year. After additional discussion on the budget items the Village Clerk
read the ordinance adopting the General Fluid Budget by title. On motion
of Miss Gray, seconded by Mr. Beatty and voted the ordinance was adopted
on first reading.
The council reviewed the proposed Water Department Budget. Mr. Maley
said that he hoped that water rates could be reduced during the next fiscal
year after we have some experience with Dade County selling us water directly.
The Village Clerk read the ordinance adopting the Water Department Budget
by title. On motion of Mr. Beatty, seconded by Miss Gray and voted the
ordinance was adopted on first reading.
Mr. Maley reported that the Sewer Department needed additional
subsidies this year due to the increase in sewer charges to pump the
sewage down to Virginia Key. After discussion the oftlinance adopting

the Sewer Department budget was read by title. On motion of Miss Gray,
seconded by Mr. Beatty and voted the ordinance was adopted on first reading.
The council discussed the Tourism Department budget and noted the
number of inquiries received each year and other functions of the depart-
ment in relation to cooperative advertising and capital projects. The
Village Clerk read the ordinance adopting the Tairism Department by title
and on motion of Mr. Beatty, seconded by Miss Gray and voted the ordinance
was adopted on first reading.
The Village Manager and the council discussed the salary schedule
for the proposed budgets and allocation of personnel. Mr. Maley also
advised that our police cars would be repainted to reflect a higher
visability
On motion of Miss Gray, seconded by Mr. Beatty, the meeting was ad-
journed at 6:05 P.M.

The Council of Bal Harbour Village met Tuesday, September
29, 1981 at 9:30 A.M. in the Village of Bal Harbour.
Present: Miss Gray and Messrs. Printup and Sherman
Absent: Messrs. Beatty and Taplin
Also present were Fred W. Maley, Village Manager, Mary T.
Wetterer, Village Clerk; and Tony O'Donnell, representing the
Village Attorney.
On motion of Miss Gray, seconded by Mr. Sherman and voted
the minutes of August 25, September 1, and September 8, 1981
were approved as submitted.
Mr. Kevin McNaughton of the Dade County Traffic Department
said he had talked with Mr. DeLucca of the State Road Department
and the plans for the tour bus parking on Collins Avenue are
acceptable to the State. Mr. Maley said Mr. DeLucca had promised
to respond in writing this week. It was agreed that Mr. Maley
would meet with the Sheraton representative before the October
6th meeting.
Mr. Maley explained that the 1981-82 proposed Budget ord-
inances were ready for final adoption. There were no comments
on the budgets from those present.
