CI /- / Cv RESOLUTION DENYING CONSENT TO ANY NEW TRUNK HIGHWAY 12 CORRIDOR WITHIN THE CITY OF MEDINA WHEREAS, the Minnesota Department of Transportation (MnDOT) has initiated a study regarding upgrading of Trunk Highway 12 (T.H. 12) between Wayzata and Delano; and WHEREAS, the current alignment of T.H. 12 extends for a short distance through the southern portion of Medina; and WHEREAS, as a current corridor city, Medina has participated in the policy, technical and citizen committees established by MnDOT to review and comment upon various alternatives regarding T.H. 12; and WHEREAS, MnDOT recently expanded the number of alternatives for T.H. 12 to include two additional northerly corridors (Northern Corridors) transversing the City; and WHEREAS, both of the Northern Corridors would have a significant impact on Medina; and WHEREAS, city staff, consultants and the city council have reviewed the Northern Corridors as they relate to the City's plans for development and have carefully considered the impact of each on the City; and WHEREAS, the city council has sought and received substantial input from the citizens of the City regarding their views on the Northern Corridors. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Medina makes the following findings of fact: I 1. Medina's comprehensive plan, which was adopted in 1980 and which guides development in the City until an amended plan is approved by both the City and the metropolitan council, calls for development of Medina to be concentrated within the sewered portions of the City. The comprehensive plan calls for the central and western portions of the City to remain low density residential. 2. The City in 1990 adopted and sent to the metropolitan council a revised comprehensive plan. The revised comprehensive plan, which is currently under review by the metropolitan council, continues to call for development to occur in the sewered areas and to preserve other portions of the City for low intensity uses. 3. Neither the current comprehensive plan nor the proposed revised plan contemplates a major new transportation corridor such as would occur if either of the Northern Corridors were selected by MnDOT. 4. The Medina planning commission has not made the finding required by Minn. Stat. Section 462.356, subd. 2, regarding the compliance of the Northern Corridors with the City's comprehensive plan. 5. Construction of either of the Northern Corridors would bring added development pressures to Medina which are inconsistent with the City's goals and objectives and which are contrary to the metropolitan council's objectives of restricting development in central and western Medina to a residential density no greater than 1 house per 10 acres or its equivalent. 6. Construction of either of the Northern Corridors would result in the need for additional north/south arterials to serve T.H. 12, which is inconsistent with the stated and demonstrated intent of the City. 7. Preliminary traffic analysis indicates that neither of the Northern Corridors will satisfactorily meet the goals of the project as they have been presented by MnDoT. 8. The proposed Co. Rd. 11 corridor would constitute a concrete curtain between the northeast and southwest portions of the City, would foster a sense of division between those areas, and would disrupt numerous natural areas and preserves. 9. The proposed T.H. 55 corridor will exacerbate the already serious traffic problems on that route. 10. Large areas of the City are currently owed by public bodies, including Baker Park Reserve, Wolsfeld Woods and the Elwell Farm. Hennepin County is desirous of locating a multi -purpose facility within the City. In addition, Woodlake Landfill occupies a large area within Medina. All of these uses represent land which has been taken off the tax rolls because of public ownership or are otherwise ineligible for development and contribution to the tax base. They also largely represent metropolitan area burdens which are shouldered by Medina. Selection of either of the Northern Corridors would only compound these inequities. 2 11. The City has attempted to elicit the comments of residents regarding the proposed Northern Corridors and the overwhelming consensus, as expressed at the special city council meeting of February 2, 1991, and in other contacts with members of the city council, has been in opposition to the Northern Corridors. In addition, almost 81 percent of those Medina residents responding to a recent survey indicated opposition to either of the Northern Corridors. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina, Minnesota as follows: 1. The City does hereby deny its consent to either of the proposed Northern Corridors, which approval is necessary pursuant to Minn. Stat. Section 161.172. 2. The City expresses its intent to contest vigorously any further or future consideration of either of the Northern Corridors by MnDOT or any other entity responsible for making a decision regarding T.H. 12. 3. The city clerk -treasurer is authorized and directed to transmit copies of this resolution to all relevant persons and agencies. Dated: /?i t , z) / 7 , 1991.
