A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA,FLORIDA TO AUTHORIZE THE CITY MANAGER TO
ACCEPT THE MIAMI-DADE COUNTY ASSOCIATION OF CHIEFS
OF POLICE (MDCACP) COUNTYWIDE PRISONER PROCESSING
PROJECT,EDWARD J.BYRNE MEMORIAL JUSTICE ASSISTANCE
GRANT (JAG) PROGRAM — AMERICAN RECOVERY AND
REINVESTMENT ACT AWARD IN THE AMOUNT OF ELEVEN
THOUSAND THREE HUNDRED AND SIXTY-FOUR DOLLARS
($11,364); PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS the Miami-Dade County Association of Chiefs of Police (MDCACP)
Countywide Prisoner Processing Project Grant is funded by the Edward J.Byrne Memorial Justice
Assistance Grant (JAG)-American Recovery and Reinvestment Act (ARRA)
WHEREAS, the Miami-Dade County Association of Chiefs of Police (MDCACP)
Countywide Prisoner Processing Project Grant will allow the Opa-locka Police Department to
develop and implement an interface between the Thinkstream A-Form Solution and the
department's Records Management System (RMS); and
WHEREAS,the goal of MDCACP Prisoner Processing Project is to expedite the booking
process by having arrest data available to correction/detention facilities upon arrival of the arrestee;
and
WHEREAS,the City Commission of the City of Opa-locka desires to authorize the City
Manager to accept the award from the Miami-Dade County Association of Chiefs of Police
(MDCACP) Countywide Prisoner Processing Project Grant from the Edward J. Byrne Memorial
Justice Assistance Grant(JAG)-American Recovery and Reinvestment Act(ARRA).
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:

Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka, hereby authorizes and
directs the City Manager to accept, and execute the Miami-Dade County Association of Chiefs of
Police (MDCACP) Countywide Prisoner Processing Project Grant, in the amount of Eleven
Thousand Three Hundred and Sixty-Four Dollars($11,364),available through the Edward J.Byrne
Memorial Justice Assistance Grant (JAG)-American Recovery and Reinvestment Act (ARRA).
Section 3. This resolution shall take effect immediately upon adoption.

Staff recommends that the City Commission consent to the Edward Byrne Memorial Justice Assistance Grant (JAG)
Program -ARRA and authorize the City Manager to execute all documents associated with accepting the MDCACP
Project award.

Description: The JAG ARRA funds will allow the City of Opa-Locka Police Department (OLPD)
to develop and implement an interface between the Thinksteam A-Form Automation Solution and
the Police Department Records Management System (RMS). The development and implementation
of the interface will allow the OLPD to implement the objective of the Miami-Dade County
Association of Chiefs of Police (MDCACP) Countywide Prisoner Processing Project. The goal of
the MDCACP project is to expedite the booking process by having arrest information available to
correctional/detention facilities by the time the officer arrives with the arrestee by automating the
arrest affidavit (A-Form) for agencies utilizing a paper arrest affidavit or by collecting data from
existing automated solutions. This project will create a central repository for storing all arrest
information, allow for data sharing and facilitate investigative analysis of arrest information. Law
Enforcement Officers (LEO) will be able to enter arrest information in on-line and off-line modes
from a mobile or desktop environment.

Recommendation(s): Staff recommends that the City Commission consent to the Edward
Byrne Memorial Justice Assistance Grant (JAG) Program - ARRA and authorize the City
Manager to execute all documents associated with accepting the MDCACP Project award.
Analysis: The successful implementation of this project will significantly improve the quality of
arrest data and its maintenance, operational efficiencies related to arrest data usage and
accessibility, response times by LEO, data sharing capabilities, and community patrol visibility. It
will also bring a multitude of benefits to the entire MDC criminal justice community and provide a
model for replication to all law enforcement agencies across the State and the nation.
