ORDINANCE NO. 1411
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE AN AGREEMENT WITH SIRCAL CONTRACTING, INCORPORATED FOR THE
REGIONAL WATER RECLAMATION FACILITY PROJECT.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS:
WHEREAS, Sircal Contracting, Inc. has become the apparent lowest and best bidder on the Upgrade
to the Regional Water Reclamation Facility Project;
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. The bid of Sircal Contracting, Inc. is declared to be the lowest and best bid and is
hereby accepted.
Section 2. The Mayor and City Clerk are hereby authorized to execute an agreement with Sircal
Contracting, Inc.for the Upgrade to the Regional Water Reclamation Facility project.
Section 3. The agreement shall be substantially the same in form and content as that agreement
attached hereto as Exhibit A.
Section 4. This Ordinance shall be in full force and effect from and after the date of its passage
and approval.

Re: Upgrade to RWRF
Project No. 31096
Wastewater Division has completed a review of the bids opened at 1:30 PM on May 4, 2010 for the
above noted project. As part of the review all the bids were tabulated to check for math errors and to
compare unit price quotes of the various contractors. Attached to this memo is the tabulation of the five
(5) bids that were received for the project.
Based on our review, we recommend acceptance of the base bid and alternate A from the low bidder
Sircal Contracting, Inc.; 1331 Monroe St., Jefferson, MO 65101. The bid is $5,542,200 ($5,018,700 for
the base bid and $523,500 for Alternate A).
The project will be expensed as follows:
