The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Iris Colon " Jorge Diaz " Randy Krum " Susan Naples ,'N6tedAbsen(was Councilmember Joseph W. Sitarz. ... Also noted present was Municipal Clerk, Kathleen M.Barney and Borough Attorney, Robert Bergen. The Clerk stated that the 2009 Annual Notice was posted on the Bulletin Board on January 5 2009 and published in The Home News Tribune and the Star Ledger on January 8,2009. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. I AfRIL Zc., 2!JJ) AGENDA MEETING APRIL :8:, 2009 PRESENT . " STATEMENT OF MEETING NOTICE Minute of Silent Prayel Pledge APRIL 29, 2009 MINUTES FOR APRROV AL . Upon MMS&C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present, the Minutes of March 19, 2009 were approved and transcribed and engrossed by the Clerk. PRESENTATION Jose Aleman - Mayor's Children's Charity Trust Fund. Jose Aleman Mayor Reiman asked Mr. Aleman to come forward. He then spoke about his Children's Charity Trust Fund, which he explained had been an organization in Carteret since 2003. Mr. Aleman said he had a fundraiser on March 15, 2009, at the Center of Creative Arts, for fitness classes. He said they raised $200.00 towards the Mayor's Children's Charity Trust. Fund. He also said they would be having the same type of classes on Sundays between 10:00 and 12:00. Mayor Reiman thanked Mr. Aleman for taking the time to give ; back to (;arteri;;tand'presented him with a commendation. PROClAMATIONS Mayor Reiman then read the following proclamations into the record: Support Our Troops Day Support Our Troops Day: "WHEREAS, the people of Carteret support the New Jersey National Guard and Reserve are immensely proud of their accomplishments and are extremely grateful for their services to this State and to the nation, this day and throughout our history; and WHEREAS, in the highest American tradition, the patriotic men and women of the Guard and Reserve serve voluntarily in an honorable and vital profession by responding to their community and their country in time of need; and 2 WHEREAS, it is right and proper that we set aside time to honor these fine men and women for the sacrifices they make for us; and WHEREAS, the New Jersey National Guard State Family Readiness Council is honoring them by honoring "Support Our Troops Day" ; and . WHEREAS, the Carteret administration joins with residents and organizations throughout the State of New Jersey and with Autism New Jersey, to promote an awareness effort to educate parents, professionals and the general public about autism and it effects . NOW, THEREFORE, I DANIEL J. REIIVIAN, IVIAYOR OF THE BOROUGH OF CARTERET, affirm that this Governing Body honors the service men and women of the U.S. military and do hereby proclaim SUNDAY, APRIL 19, 2009 .to be SUPPORT OUR TROOPS DAY In the Borough of Carteret and further call upon all residents to join in honoring this day of appreciation and the recognition of the sacrifices made by our military personnel for the citizens of the United States." Mayor Reiman then spoke about the next proclamation he would be reading for Autism Awareness Month, commenting that it was brought to his attention by Email from Mr. & Mrs. Joseph Karatella. APRIL ;&., 2009 Support Our Troops Day Cont: Mayor Reiman 3 APRIL 8, 2009 PROCLAMATION Autism Awareness Month Autism Awareness Month: "WHEREAS, autism is a pervasive developmental disorder affecting the social, learning and behavioral skills of those effected by it; and WHEREAS, autism was once thought to be a relatively rare disorder, affecting only I in every 1,000 people, however we now know that autism rates are as high as 1 in 150 children nationally and I in 94 in New Jersey; and 'WHEREAS, although a cure for Autism has not been found, persons with autism can be helped to reach their greatest potential; and WHEREAS, accurate, early diagnosis and the resulting appropriate education and intervention are vital to the future growth and development of the individual; and 'WHEREAS, the Carteret administration joins with residents and organiziltions throughout the State of New Jersey and with Autism ;:., " "r'e" to p"''"'~'' . ....'ul.en.s..s e"'^il.'('O "u'ca'te"parelltc _'~\'\~"'U), i.....>..hJ..__,c.,,:l.ittvv t; LlU cu . REIMA1~, lVIAYOR OF THE BOROUGH OF CARTERET, do hereby proclaim the month of April 2009 to be AUTISM AWARENESS MONTH in the Borough of Carteret and further call upon the residents to become better educated regarding autism spectrum disorders. " 4 Mayor Reiman then presented the proclamation to Mr. and Mrs. Karatella. At approximately 6:15 P.M. the meeting was recessed and at approximately 6:16 P.M., this meeting was reconvened. Mayor Reiman said they would be adding another resolution, #GlO, which is a resolution for the Borough of Carteret authorizing the settlement of the condemnation action for Blocks 11.1, Lots 20, 23.01, 23.02, 31.01, 40 ,41, 42, 43, 50, 52, 58 and 60, for the CDI Settlement on the Titan, Panattoni Project off the Landfill, explaining several years ago the developer and the property owner agreed they would change ownership of the properties to proceed with the development of the warehouse and ultimately the courts would determine the value of the property and the courts have agreed on the value of the property and Titan, Panattoni will have to deposit that in the Borough Escrow to compensate CDI Enterprise for their relocation. He went on to say there is no cost to the Borough, it is allthibugh the escrow as part of a redevelopment project a,s per court ord~r..: ~.. . -'F",.", ,t Mayor Reiman then asked for a motion to Amend the Agenda for Resolution #G.IO. Upon MMS&C by Councilmembers Diaz and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the Agenda was Amended to include Resolution #G-IO. Mayor Reiman then asked if any of the Governing Body had any questions on any of the resolutions. Council President Naples asked how we go about selling the unneeded vehicles. Upon individual roll call vote, Councilmembers Bellino, Colon, Diaz, Krum and Naples voted in the Affirmative. Councilmember Sitarz was noted Absent. Please note that Resolution #Gl on the Agenda,"Directing the Issuance of Various Raffle Licenses" will be included in the April 23,2009 Council Meeting for action by the Governing Body. Upon MMS&C by Councilmembers Diaz and Naples and unanimous affIrmative vote of the five (5) Council members present, the public portion was closed. Councilmember Diaz then asked Mayor Reiman if at the next meeting there could be a presentation to recognize the wrestlers and coaches for the first season of the Jr. Wrestling Program of which fifteen (15) of the wrestlers placed in the end of the year tournaments. Mayor Reiman agreed to this and also told the Municipal Clerk that Mr. Beasley has to be sworn in at one of the next meetings. Councilmember Bellino said he had been in touch with Public Service, explaining he had sent them a letter requesting retired vehicles for om volunteer systyms. ~'.
