The Park Commission of Medina, Minnesota met in regular session on August 21, 2019 at 7:00
p.m. at Medina City Hall. Park Commission Chair Steve Lee presided.
1) Call to Order
Commissioners Present: Steve Lee, Ann Thies, John Jacob, Jeff Rumsey, Terry
Sharp
Commissioners Absent: Elizabeth Weir, Mary Morrison
Also Present: Public Works Director Steve Scherer, Assistant City
Administrator Jodi Gallup
2) Additions to the Agenda: None
3) Approval of the Minutes from:
June 19, 2019 Regular Meeting
A motion was made by Sharp and seconded by Rumsey to approve the minutes from June
19, 2019 as presented. Motion passed unanimously.
4) Public Comments (on items not on the agenda): Mathew Cole with the Hamel Athletic
Club (HAC) provided highlights from the 2019 baseball season, stating that HAC had
over 400 players, played over 300 games, and had five tournament teams. Cole thanked
the Park Commission for their support. He stated that the HAC board is looking into field
enhancements and is currently pricing out costs with contractors. HAC will be back
before the Park Commission with a proposal in September.
5) City Council Update
Scherer provided an update to the Park Commission on recent City Council actions.
6) Municipal Park Funding – Resident Engagement Events
The Park Commissioners reviewed the events they had attended in 2019 and the
overwhelming support they received to fund the Municipal Park Fund. Resident
engagement events included Medina Clean-up Day, Park Tour, Police Bike Rodeo, and
four Night to Unite Parties. Thies and Sharp volunteered to attend Medina Celebration
Day on September 21st.
Lee stated that the City Council had requested a summary/recap of the resident
engagement events, which he had prepared a rough draft. Lee read the draft summary and
requested Gallup tally the number of signatures to include in the summary.

7) Walnut Park
Scherer explained how Walnut Park functions as a drainage and filtration basin. Gallup
showed two example educational signs for stormwater ponds in other communities and
suggested creating something similar for Walnut Park to explain the drainage and
filtration basin.
Park Commissioners provided direction on creating the educational sign and suggested
adding language to the existing “Walnut Park” sign to state “Filtration Basin”.
8) 2020-2024 Capital Improvement Plan (CIP)
Gallup presented the updated CIP based on the June Park Commission meeting and City
Council budget work sessions. She stated this would be the Park Commission’s final
opportunity to suggest changes to the draft 2020-2040 CIP. The Park Commission
reviewed the CIP and suggested the following changes:
Lakeshore Park – add $15,000 to $20,000 for a design consultant in 2020
Hunter Lions Park – increase the design consultant from $10,000 to $20,000
Arrowhead Drive Trail – add trail connection from railroad crossing to Loram
Sioux Drive/Hwy 55 Pedestrian Crossing – add line item to study the possibilities
for a pedestrian crossing
A motion was made by Sharp, seconded by Jacob to recommend accepting the 2020-2040
Capital Improvement Plan Changes. Motion passed unanimously.
9) Staff Report
General Items – Scherer stated that he plans to purchase thick rubber mats from
Tractor Supply for underneath the swing sets instead of ordering through a
playground equipment catalog to save on cost. He will test these mats at a few
parks to determine durability.
10) Adjourn
A motion was made by Sharp, seconded by Jacob and passed unanimously, to adjourn the
meeting.
