He requested I revisit the site as I was driving back on the island this afternoon. I gave him three comments. 1) The swale in the rear (south side next to the 6th St. neighbor was barely acceptable. While I accept it, based on his engineer's letter, this does not mean that in the event of neighbor complaints the City would not request future action in this area from him. This is simply a borderline issue I do not have basis to reject at this time. Should their be side yard complaints from the neighbor, we can take action at that time. 2) The photo shows a trench in the 6th Street City ROW. I explained to Terry these 6 -8" depth trenches are unacceptable. He agreed to slope them at 4:1 from the edge of the bottom of the trenches in each direction (toward the street and toward the lot). The flow in the bottom appears acceptable. The only issue is the steep side slopes. Terry advised he'll have this ready for reinspection by loam tomorrow morning. As I'll be leaving around or before then, Joe agreed to review this and advise you of his findings as he has to.... 3) Evaluate the amount of stone left from the previous Co- Construction Exit on 5th Street. While a suiltable stand of grass should be able to grow through and around it, I want to make sure Joe is OK with the cutting of grass over this much gravel. I concur with this only if he does as its his ROW. 4) If 2 & 3 are acceptable to Joe, then only the bare are from the sloping of the trench to convert it to a swale is an issue. Terry has agreed to place a hay or straw bales at the west end of the trench swale. As this is an E &S issue and the area is small, I'm fine with the permit being closed out before the temporary grass is established. My time for these two meetings are 1/2 hour for the first meeting and 1/2 hour for today's site visit and this report. While the deficiencies are not necessarily the fault of the Owner or his agent, they are their responsibilities. The two areas of deficiencies are in the two most basic and common BMPs on local projects. They are: Co — Construction Exit Sdl — Sediment Barrier Correct installation information can be found not only in the "Green Book" but in the Field Manual for Erosion and Sediment Control in Georgia, Fourth Edition 2002, 4310 Lexington Road, P.O. Problems with the Co is not limited to the installation, but to the material. Specifically, the job site personnel are telling me the stone delivered is the 1.5 " -3.5" stone they requested. I have experienced on my own projects suppliers not adhering to the specs they are given with the orders. While I regret this situation, I will no longer be accepting any deviation from the State requirements. The stone will be a representation of 1.5 " -3.5" stone or larger. Gradations that are obviously smaller will no longer be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the construction exit. Similarly, I am finding Type A sediment barriers installed where Type C is required and shown on the permit drawings. I have attempted to work with the Owners through increased inspections, additional backup BMPs, etc. This has evidently become common knowledge based on the installations I am finding. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant; steel or wood posts, post spacing, Type C or A. There has been no discharge into state waters due to previous occasional deficiencies. However, the increased frequency has created unnecessary exposure to: 1) Sediment discharge into nearby waters of the State, 2) Increased maintenance efforts by the DPW on downstream lines. 3) Due to #2, higher cost to island taxpayers. I will be adhering strictly to the manual on all BMPs and not just these two. While it is my observation that a portion of the adjacent lot to the south drains onto this lot the survey information doesn't reflect this so I added silt fence along the south property line. 5. The owner acquired some additional topographic survey information which I have added to my plan. I also added finish contours and adjusted the grading to tie into the existing swales. 6. While Diane,normally forwards my comments or as I believe some of this may come as a surprise to you, I'm sending this directly to you only for your consideration until Diane resends it with any additional comments she may have. 1)Tybee has a requirement for all driveways to be porous/previous. Recent ordinance changes eliminated the use of open graded stone (no fines to allow for larger voids). Currently, only porous modular brick pavers or porous concrete is allowed. Crushed stone is not allowed. 2) Ground cover must be specified. Straw mulch is allowed only in planting beds and to the limits of drip lines of trees. An established stand of grs is the normal method of addressing all other areas. If your client prefers another method please show that for our review. Use the proper E&S symbols for such. 3) While your driveway location may be changed, specify at least one location with the COo symbol. 4)Based on my field review, it is my opinion that Shc-A is also needed on the south side of the lot. Unless you can provide topographic informatic of why it is not,please add this. 5)Your basic drainage concept is acceptable. However, I could only find what appears to be finished grades. Existing ones are needed to support t proposed finished elevations. While it appears the contouring will only add an'8" finished contour, is is required. A complete drainage design is required that shows how your lot will tie into the City's roadside swales. In 2 emails to follow I'll sent you two pics I took this morning. One from 12th& 6th looking west and one form the NW corner looking west. I1 pretty obvious that water is standing along the pavement edge on 12th Street. Based on the presence of timbers at the west end of your lot's 12th St frontage you may want to consider grading closer to 12th than the swale/ditch on the lot to the west. That's your call. What the City is looking for clear design that demonstrates that the increased flow from this lot will be conveyed properly to the City's storm system. With the adjacent well defined swale to the west,this should not be difficult. 6)M.S.L. datum is not allowed. The current flood maps adopted 3&1/2 years ago are on '88 datum. Existing and proposed topo is to be on this san datum. 7)Provide simple drainage as necessary to show that the swales have the capacity to carry the flow. Please advise if you have any questions. I look forward to working with you again and I hope this is the first of many. As this is your first drainage and S&EC submittal, the comment list is longer than I expect on future submittals. While Diane, normally forwards my comments on, as I believe some of this may come as a surprise to you, I'm sending this directly to you only for your consideration until Diane resends it with any additional comments she may have. 1) Tybee has a requirement for all driveways to be porous/previous. Recent ordinance changes eliminated the use of open graded stone (no fines to allow for larger voids). Currently, only porous modular brick pavers or porous concrete is allowed. Crushed stone is not allowed. 2) Ground cover must be specified. Straw mulch is allowed only in planting beds and to the limits of drip lines of trees. An established stand of grass is the normal method of addressing all other areas. If your client prefers another method please show that for our review. Use the proper E&S symbols for such. 3) While your driveway location may be changed, specify at least one location with the COo symbol. 4) Based on my field review, it is my opinion that Sdl-A is also needed on the south side of the lot. Unless you can provide topographic information of why it is not, please add this. 5) Your basic drainage concept is acceptable. However, I could only find what appears to be finished grades. Existing ones are needed to support the proposed finished elevations. While it appears the contouring will only add an '8" finished contour, is is required. A complete drainage design is required that shows how your lot will tie into the City's roadside swales. In 2 emails to follow I'll sent you two pits I took this morning. One from 12th& 6th looking west and one form the NW corner looking west. Its pretty obvious that water is standing along the pavement edge on 12th Street. Based on the presence of timbers at the west end of your lot's 12th St. frontage you may want to consider grading closer to 12th than the swale/ditch on the lot to the west. That's your call. What the City is looking for is a clear design that demonstrates that the increased flow from this lot will be conveyed properly to the City's storm system. With the adjacent well defined swale to the west, this should not be difficult. 6) M.S.L. datum is not allowed. The current flood maps adopted 3&1/2 years ago are on '88 datum. Existing and proposed topo is to be on this same datum. 7) Provide simple drainage as necessary to show that the swales have the capacity to carry the flow. Please advise if you have any questions.
