The Park Commission of Medina, Minnesota met in regular session on May 20, 2020 at 7:00
p.m., which was held telephonically pursuant Minn. Stat. Sec. 13D.021. Park Commission Chair
Ann Thies presided.
1) Call to Order
Commissioners Present: Ann Thies, Terry Sharp, Mary Morrison, Steve Lee, John
Jacob, Angela Bernhardt (joined at 7:26 p.m.)
Commissioners Absent: Troy Hutchinson
Also Present: Public Works Director Steve Scherer, Assistant City
Administrator Jodi Gallup, Planning Director Dusty Finke,
City Council Member John Anderson
2) Additions to the Agenda: None.
3) Approval of the Minutes from:
April 15, 2020 Meeting
A motion was made by Lee and seconded by Jacob to approve the minutes from April 15,
2020 as presented.
A roll call vote was taken:
Park Commissioner Ann Thies - aye
Park Commissioner Terry Sharp - aye
Park Commissioner Mary Morrison - aye
Park Commissioner Steve Lee - aye
Park Commissioner John Jacob – aye
Motion passed unanimously.
4) Public Comments (on items not on the agenda): None.
5) City Council Update
City Council Member Anderson provided an update on recent City Council actions.
6) Roehl Estate – Preliminary Plat – 1735 Medina Road – Park and Trail Review
Planning Director Dusty Finke provided a presentation on the Estate of Robert Roehl’s
request to subdivide approximately 28 acres of property into two lots at 1735 Medina
Road. He noted that the City’s park and trail plan does not identify the need for park
space in this area. The trail plan identifies bikeable shoulders along Medina Road, which
staff has determined that these shoulders could be accommodated within the dedicated
right-of-way.
Finke noted that the City’s park dedication ordinance allows land, cash, or a combination
to be dedicated for parks, trails and public open spaces purposes. The ordinance allows

up to 10% of buildable land to be dedicated, which would be 2.18 acres for this
subdivision. The cash-in-lieu of land dedication would be 8% of the pre-developed
market value up to a maximum of $8,000 per new residential units. For this application it
would be approximately $8,000.
The Park Commission discussed the subdivision; there was a consensus that there is
sufficient right-of-way for the roadside trail and there was no need for a public park at
this site.
A motion was made by Lee and seconded by Jacob to recommend cash-in-lieu of land
dedication for the Roehl Estate subdivision.

7) Park and Trail Asset Inventory
Park Commissioners began reporting on visits to their assigned parks. The following
observations and suggestions were made:
Fields of Medina Park – suggestion to use Fibar; noted holes in rubber mats
Tomann – tree trunk protection tubes are popping off as the trees grow; cable
hanging in northwest corner
City Hall – Pioneer Memorial sign needs work; pavilion looked weathered;
Wolsfeld cabin has soft wood/rotting behind lilacs
Hamel Legion Park – Lee created detailed list of all assets that will be a
supplemental spreadsheet to main spreadsheet
8) Staff Report
2020 Park Commission Goals – Park Commissioners reviewed the 2020 goals.
Thies asked that the city keep moving forward on hiring a consultant to start the
park concept planning for Hunter Lions Park and for Lakeshore Park.
General Items:
o Medina Celebration Day – Gallup reported that Celebration Day has been
cancelled for 2020 as there is no way to safely social distance at this event.

o Clean-up Day – Gallup reported that the event date had been moved to
July 18th with modifications to the event to make it a limited contact
event.
o General Items: Gallup announced that the Hamel Athletic Club would be
starting their youth baseball season in June.

A motion was made by Sharp, seconded by Morrison, to adjourn the meeting.
