HomeMy Public PortalAbout08-12-04a The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, December 18, 2008, was held on December 4, 2008, 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Cal'teret, New Jersey.. The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Iris Colon " Jorge Diaz " Susan Naples " Joseph Sitarz Also noted present is Municipal Clerk, Kathleen M. Barney and Robeli J. Bergen, Esq., Borough Attorney. Noted absent was Councilmember Randy Krum. The Clerk stated that on December 31, 2007 the 2008 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on December 31, 2007. The amended annual notice was posted on the bulletin board on February 25, 2008 and published February 26, 2008. The Meeting was opened with a Minute of Silent Prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. Upon MMS&C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the five (5) members present, the Minutes of December 4, 2008 Agenda Meeting Present Also Noted Present Noted Absent Statement of Meeting Notice Silent Prayer & Pledge of Allegiance Approved and 1 December 4, 2008 and engrossed by the Clerk Mayor ORDINANCE #08-42 Amending & Supplementing Section 160-43 Subdivision Fees ORDINANCE #08-43 Providing for Procedures for Application, A tproval & Administration of Tax Exemption & Abatement Agreerents M\YOR Novembel' 24, 2008 wel'e approved and transcribed and engrossed by the Clerk. Mayor Reiman said this is from the Zoning & Planning Board recommendation from the Construction Office. ORDINANCE #08-42 was introduced and adopted on first Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held December 18, 2008, upon MMS&C, by Councilmembers Sitarz and Naples. Upon individual roll call vote, Councilmembers Bellino, Colon, Diaz, Naples and Sitarz voted in the affirmative. Councilmember Krum was noted absent. ORDINANCE #08-42 "AMENDING & SUPPLEMENTING SECTION 160-43, SUBDIVISION FEES" ORDINANCE #08-43 was introduced and adopted on first Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held December 18, 2008, upon MMS&C, by Councilmembers Sitarz and Diaz. APPOINTING VARIOUS POLICE OFFICERS FROM CERTIFIED LIST Mayor Reiman said Resolution #10 is Appointing Various Police Officers from the Certified List: 1. Vincent Bellino, Jr. 2. Keith Cassens 3. Matthew Gomm MAYOR REIMAN All these individuals were interviewed by the Police Department; all had criminal background checks. Proper procedures, tests and other checks were preformed by the Police Department. The Mayor said he handled the final interviews with the Police Commissioner and these are the recommended gentlemen to be hired. ADOPTED Upon MMS&C, by Councilmembers Sitarz and Naples and upon individual roll call vote, Councilmembers Colon, Diaz, Naples and Sitarz voted in the affirmative. Councilmember Krum was noted absent. 6 December 4, 2008 Councilmember Bellino abstained from this Resolution because of a Councilman Bellino family member. Mayor Reiman said that he would not be giving' the new Police Mayor Reiman Officers their guns and badges this evening but wanted to congratulate them and told them to make sure the academy went well. In about twenty-two weeks once they graduate the academy they'll be back here for the swearing-in. PAYMENT OF BILLS PAYMENT OF BILLS Upon MMS&C by Councilmembers Diaz and Sitarz, all bills Adopted appearing on the prepared list properly audited and signed, were ordered to paid. Upon individual roll call vote, Councilmembers Bellino, Colon, Diaz, Naples and Sitarz voted in the affilmative. Councilmember Krum was noted absent. CLERK'S OFFICE-November 2008 Clerk I s Office BUSINESS TO BE ADDED BUSINESS TO BE ADDED Councilmember Bellino said he spoke to a few of the Traffic Guards, Counci lman Bellino they received vests and they have green reflective jackets and he told RE: Traffic Guards them that he would see if there were any grants or (inaudible) for any kind of safety equipment for them. The Mayor said they receive $550.00 a year for safety equipment as Mayor Reiman part of a salary stipend. We provide the initial set and if they are per- diem then we will celiainly provide them. We'll take a look and see if we can tap into some grant dollars. 7 DECEMBER 4, 2008 NO BUSINESS AT THIS TIME KEVIN URBAN 33 Atlantic Street DISCUSSION Borough Attorney Bergen and Councilmembers Colon, Diaz, Sitarz and Naples did not have any business to add at this time. Kevin Urban, 33 Atlantic Street, addressed Councilman Sitarz and said that his home was victimized and his wife was beside herself. He wanted to know what stand was being taken to diminish and eradicate the rash of burglaries in Carteret. Mayor Reiman said as you know, Mr. Urban after that particular incident, over the past few weeks we put out an emergency 911 Swift Reach call to notify all homeowners and business' in Carteret that are on our list, that there are burglaries going on. It is not uncommon for this time of the year. Was it a Home Invasion? Mr. Urban replied that the burglar pushed his way into his home. Mayor Reiman said Thank God no one was harmed. It is my understanding that your wife called the police. Were they there fairly quickly? Mr. Urban replied yes. Mayor Reiman said cars were providing patrols around the area to try to catch the perpetrator. Mr. Urban replied that it was not to his satisfaction. He was giving information by a neighbor that the possible perpetrator was riding a bicycle. This was the night of the Randolph Street water-main break. Mayor Reiman said Captain McFadden is our patrol division Commander. The Mayor then asked Captain McFadden if he had any information that could be shared and not pmi of the investigation. 8 December 4, 2008 Captain McFadden was inaudible. Mayor Reiman addressed Mr. Ul'ban and said ifin fact it is on the log RE: Mr. Urban sheet, which the Captain is saying, then it would have been provided to the patrol officer who would have responded to the scene. The next morning the Detective might not necessarily had a copy of that sheet. That does not mean that they did not provide response or look in the area. Captain McFadden will take a look at that. If it was called in they celiainly responded. Mr. Urban said he just didn't want this to be a (inaudible) to the economic and social times of the Borough. Mayor Reiman said it is the economic and social times of the l'egion. As you know, by reading the paper, breaking & entering is up in Woodbridge, Perth Amboy and Carteret; in any particular area. Crime overall is still down in the past few years. Unfortunately, it is a tough time and we have to make sure to stop... Mr. Urban said that is still no reason to come into somebody's house Mayor Reiman said there is no excuse for this. Mr. Urban said they are so at ease doing this-where do you go? Mayor Reiman asked if he and his family had met with the police department. Mr. Urban replied that he had been there that day. Mayor Reiman asked if there were any personal vendetta or issues. . . Mr. Urban said not against his wife. Mayor Reiman asked what about him. Mr. Urban said where he should stmi on the list. 9 December 4, 2008 DISCUSSION .CLOSED ADJOURNED Mayor Reiman said that was his point. Mr. Urban said the only money he had was a few hundred in a bucket. They knew exactly what they were looking for. The Mayor said it sounds like they knew what they were looking for. Mr. Urban replied that it could very well be. Mayor Reiman said hopefully, he'll come across additional information or have a suspect in mind and he'll go directly to the Police. Mr. Urban said the next person may not be so lucky and get away with their life. The Mayor said Thank God no one was injured. He then asked if there were any other questions or comments. Upon MMS&C, by Councilmembers Sitarz and Naples and unanimous affirmative vote of the five (5) members present, the public portion of this meeting was closed. After no further discussion, upon MMS&C, by Councilmembers Sitarz and Naples and unanimous affirmative vote of the five (5) members present, this meeting was adjourned at approximately 6:15 P.M.
