Stat. Sec. 13D.021. Park Commission Vice Chair Mary Morrison presided. 1) Call to Order Commissioners Present: Mary Morrison, John Jacob, Terry Sharp, Angela Bernhardt, Nila Norman, Steve Lee (left at 7:16 p.m.) Commissioners Absent: Troy Hutchinson Also Present: City Council member Joseph Cavanaugh, Public Works Director Steve Scherer, Assistant City Administrator Jodi Gallup 2) Introduction of New Park Commissioner A brief introduction of members took place. 3) Appointment of Officers: Chair, Vice Chair & Secretary Nominated by Lee, seconded by Bernhardt to nominate John Jacob as Chair. Nominated by Lee, seconded by Jacob to nominate Mary Morrison as Vice Chair. Nominated by Lee, seconded by Jacob to nominate Terry Sharp as Secretary. A roll call vote was taken: Park Commissioner Mary Morrison - aye Park Commissioner Terry Sharp - aye Park Commissioner Angela Bernhardt – aye Park Commissioner Steve Lee - aye Park Commissioner John Jacob – aye Park Commissioner Nila Norman – aye Motion passed unanimously. Chair John Jacob presided. 4) Additions to the Agenda: None. 5) Approval of the Minutes from:  November 18, 2020 Meeting A motion was made by Jacob and seconded by Lee to approve the minutes from November 18, 2020 as presented. A roll call vote was taken: Park Commissioner Mary Morrison - aye Medina Park Commission Meeting Minutes January 20, 2021 Page 2 of 3 Park Commissioner Terry Sharp - aye Park Commissioner Angela Bernhardt – aye Park Commissioner Steve Lee - aye Park Commissioner John Jacob – aye Park Commissioner Nila Norman – aye Motion passed unanimously. 6) Public Comments (on items not on the agenda): None. 7) City Council Update Cavanaugh introduced himself to the Park Commission and provided an update on recent City Council actions. 8) 2021 Park Commission Goals The Park Commission discussed their list of annual goals for 2021. The following goals/actions were created in addition to the goals that were already on the list:  Calendarization of park asset replacement – review the Municipal Park Fund asset inventory to schedule out needed replacements in the five-year capital improvement plan. Subcommittee: Lee and Jacob.  Deerhill Preserve Trails – identify trail corridor and plan trail construction schedule.  Hunter Lions Park Concept Plan – the following discussion took place on the final staging plan for Hunter Lions Park: o Full reconstruction of the ball field in phase one could be completed down the road since the Hamel Athletic Club is only using this field as a practice field and has focused most of their resources on the fields in Hamel Legion Park. o Create an updated projected cost sheet before bringing final plan to the City Council to show the potential cost savings for improvements done internally by Public Works staff. o When planning the expanded play area in phase four, accessible play features should be incorporated in the design. The Park Commission will work with the playground vendor to study going beyond the minimum accessibility requirements.  Research land opportunities for future dog park. Subcommittee: Lee, Bernhardt, Norman.  Park Assignments for 2021: o Holy Name Park – Angela Bernhardt o City Hall – Angela Bernhardt o Maple Park – Mary Morrison o Hunter Lions Park – John Jacob o Rainwater Nature Area – Mary Morrison Medina Park Commission Meeting Minutes January 20, 2021 Page 3 of 3 o Hamel Legion Park – John Jacob & Nila Norman o Medina Morningside Park – Steve Lee o Lakeshore Park – Troy Hutchinson o Walnut Park – Troy Hutchinson o Tomann Preserve – Steve Lee o Medina Lake Preserve – Nila Norman o The Park at Fields of Medina – Terry Sharp o Harriet Woods – John Jacob o Shawnee Woods – Terry Sharp 9) Staff Report  Park Commission Representation at City Council Meetings – Gallup stated that the 2021 roster for Park Commission representation at City Council meetings was included in the packet. She requested that commissioners add their dates to their calendars or switch dates with another commissioner if they have a conflict.  Hamel Athletic Club – Ball Field Lights Grant (presentation in February) – Gallup provided an update that the City had been awarded a ball field lights grant in the amount of $148,490, which is approximately half of the overall project cost to light the Paul Fortin Field in Hamel Legion Park. The Hamel Athletic Club will be presenting a funding strategy proposal at the February Park Commission meeting.  General Items – Gallup provided an updated on the Diamond Lake Regional Trail Corridor planning, noting that staff is working with Three Rivers Park District to schedule a joint meeting with the Park Commission and City Council to review the preferred trail route based on the public feedback. 10) Adjourn A motion was made by Sharp, seconded by Bernhardt, to adjourn the meeting. A roll call vote was taken: Park Commissioner Mary Morrison - aye Park Commissioner Terry Sharp - aye Park Commissioner Angela Bernhardt – aye Park Commissioner John Jacob – aye Park Commissioner Nila Norman – aye Motion passed unanimously.
