Additions to Agenda If any Park Commissioner wishes to add an item to the agenda after the agenda has already been posted, the agenda item must be proposed at this point in the meeting. The Park Commission must agree to add the item by motion. No attachments for this item. 5. City Council Update This is a reoccurring agenda item to have the City Council Liaison to the Park Commission give an update at each meeting on what is happening at the Council level. City Council member Joseph Cavanaugh has been appointed as the Liaison to the Park Commission for 2021. No attachments for this item. 6. Diamond Lake Regional Trail – Process Update Park Commissioners will hold a concurrent meeting with the City Council at 6 PM on February 16th to review the preferred route for the Diamond Lake Regional Trail based on the comments received by Three Rivers Park District during the public engagement/comment period. The Park Commission should use this time to discuss the trail planning process and next steps. See special meeting packet. Recommended Action: Discuss next steps. 7. 2021 Park Commission Goals The Park Commission created the 2021 goals list at their January meeting, which has been updated to reflect discussion from that meeting. The Park Commissioners will have another opportunity to provide any final revisions prior to adopting the 2021 goals at this meeting. See attached list of goals. Recommended Action: Adopt 2021 Park Commission Goals. 2 8. Hunter Lions Park Final Concept Plan The Park Commission worked with Landscape Architect Candace Amberg in 2020 to establish a phased concept plan for Hunter Lions Park. At the January meeting, the Park Commission directed staff to put together updated cost estimates showing where the city could save money by utilizing our Public Works staff to complete some of the work. Public Works Director Steve Scherer has prepared the updated sheet outlining the cost savings. See attached memo, cost estimates, and plans. Recommended Action: Recommend to the City Council the adoption of the Hunter Lions Concept Plan and recommend beginning the implementation of phase two. 9. Staff Report a. Hamel Athletic Club - In November 2020, the Hamel Athletic Club applied for a grant to light the Paul Fortin Field. The City was recently informed that we had been awarded the ball field lights grant in the amount of $148,490, which is approximately half of the overall project cost. The Hamel Athletic Club will be presenting a funding strategy proposal at the March Park Commission meeting. b. Park Asset Inventory – The Municipal Park Fund asset inventory was created in 2020 to help us better determine the life of each park asset, replacement year, and the needed funds for future replacement. If time permits at the end of the meeting, we will walk through the asset inventory for our new members and as a refresher for others. c. General Items. This agenda item is to give a verbal update on any other general park items. Staff representation at the February 17th Park Commission meeting will be Assistant City Administrator Jodi Gallup and Public Works Director Steve Scherer. The following goals/actions were created in addition to the goals that were already on the list: • Calendarization of park asset replacement – review the Municipal Park Fund asset inventory to schedule out needed replacements in the five-year capital improvement plan. Subcommittee: Lee and Jacob. • Deerhill Preserve Trails – identify trail corridor and plan trail construction schedule. • Hunter Lions Park Concept Plan – the following discussion took place on the final staging plan for Hunter Lions Park: o Full reconstruction of the ball field in phase one could be completed down the road since the Hamel Athletic Club is only using this field as a practice field and has focused most of their resources on the fields in Hamel Legion Park. o Create an updated projected cost sheet before bringing final plan to the City Council to show the potential cost savings for improvements done internally by Public Works staff. o When planning the expanded play area in phase four, accessible play features should be incorporated in the design. The Park Commission will work with the playground vendor to study going beyond the minimum accessibility requirements. • Research land opportunities for future dog park. Attached is a modified cost estimate showing potential savings for these items. Please be mindful that public works has numerous projects, above and beyond their normal schedules, to juggle and complete. The estimated cost savings would be absorbed in labor and equipment costs. Pacing ourselves over the course of five years has the potential to result in significant cost savings for the Municipal Park Fund. Staff Recommendation Recommend to the City Council adoption of the Hunter Lions Park Concept Plan and recommend beginning implementation of phase 2 (tennis and pickle ball courts) utilizing public works resources to reduce costs.
