CITY OF MEDINA
RESOLUTION NO. 91-24
RESOLUTION TO ADOPT A SOURCE REDUCTION PLAN
Member Thies introduced the following resolution
and moved its adoption:
WHEREAS, Waste Reduction is at the top of the heirarchy in the
State of Minnesota's Solid Waste Master Plan; and
WHEREAS, opportunities may exist to both reduce waste and costs
within the City's departments; and
WHEREAS, A Municipal Source Reduction Plan is required by
Hennepin County to maintain eligibility for county recycling
funding; now
THEREFORE BE IT RESOLVED that the City of Medina
adopt the Solid Waste Source Reduction Plan drafted by West
Hennepin Recycling Commission.
Motion was duly seconded by member Scherer , and upon
vote taken the following voted in favor:

WEST HENNEPIN RECYCLING COMMISSION
SOLID WASTE SOURCE REDUCTION PLAN
I. DEFINITION
"Solid waste source reduction" means creating less solid
waste in the day-to-day business of our cities.
II. GOALS
A. Create a plan outlining workable source reduction ideas
for each part of the cities' operations with the
following objectives:
- eliminating unnecessary purchases;
- reducing the amount of waste being disposed of;
- purchasing products with longer, more useful lives;
- purchasing non -hazardous products whenever possible;
- purchasing products made from recyclable or recycled
materials;
- reusing materials for original or new purpose.
- identifying and removing barriers to source reduction
practices.
B. Reduce cost of operations through use of above
objectives and through reduced garbage disposal fees.
C. Comply with Hennepin County requirements.
III. EXISTING SOURCE REDUCTION ACTIVITIES
A. List, for each city, the existing source reduction
activities already in place, and those attempted.
IV. PLANNED SOURCE REDUCTION ACTIVITIES
A. Measure the current waste stream of each city by volume
or by weight.
B. Evaluate the waste stream for possible source reduction
opportunities, and for source reduction systems already
in place
C. Evaluate and select practical and attainable source
reduction opportunities.
D. Implement, or prepare a timeline for implementation of
the selected source reduction opportunities.
E. Educate city employees and other users of the facilities
on how to implement the source reduction activities.
V. IMPLEMENTATION
A. Each city will identify a facilitator of the solid waste
source reduction plan. Some cities may also establish a
committee to carry out the objectives of the plan.
B. Implementation will begin when this plan is approved by
Hennepin County and member cities.
VI. ROLE OF WEST HENNEPIN RECYCLING COMMISSION
A. Assist in start-up of each city's program.
B. Provide technical assistance and training sessions on
solid waste source reduction to city facilitators.
C. Assist in employee education or promotion programs as
requested by a city.
D. Assist in evaluating the cities' source reduction
programs.
E. Gather reports on source reduction activities from all
cities, and prepare that information for the Semi -Annual
and Annual reports to Hennepin County as outlined in the
county's funding assistance policy.
