Mayor Sternquist called the City Council Regular Meeting to order at 7:10p.m. in
the City Hall Community Room located at 9701 Las Tunas Drive, Temple City.

A. UPDATE OF CITY OF TEMPLE CITY PAVEMENT MANAGEMENT
PROGRAM AND ADOPTION OF RESOLUTION NO. 13-4951
ESTABLISHING GUIDING PRINCIPLES FOR PAVEMENT MANAGEMENT
As part of the City's on-going efforts to proactively address long-term
infrastructure needs, the City Council is being requested to consider
adoption of a strategy to ensure the long-term maintenance of City streets.
This strategy would establish appropriate street conditions (i.e., Pavement
Condition lndex-PCI) as well as a funding mechanism for the on-going
repair, reconstruction and preventative maintenance.
The City Council is requested to approve Resolution No. 13-4951,
establishing guiding principles for pavement management and setting a
general goal of an average PCI level of 75 (Good = B) for all city streets, or
as determined by City Council; adopt a six-year funding program to achieve
the ~elected PCI goal; and direct staff to move forward with the necessary
steps of developing and subsequently implementing a Benefit Assessment
District for the purpose of repairing, reconstructing, and providing of annual
preventative maintenance of the City's street network.
Randall Bliss, Harris & Associates Operations Manager, provided a brief
overview on the draft Pavement Management Program Update.

Mayor Sternquist opened public comment.
Ousama Nimri, Temple City resident, asked how PCI is calculated.
Mayor Sternquist closed public comment.
Councilmember Vizcarra left the meeting at 8:10 p.m . and returned to the
meeting at 8:14p.m.
Councilmember Yu left the meeting at 8:11 p.m. and returned to the meeting
at 8:13p.m.
Administrative Services Director Hause gave a brief presentation on the
possible funding sources for street repair and or reconstruction.
Mayor Pro Tern Blum made a motion to approve:
a) Resolution No. 13-4951 establishing Guiding Principles for Pavement
Management (Attachment "B") to maintain the City street network at an
average Pavement Condition Index (PC I) of 75 (Very Good= B); and
b) Directed staff to move forward with the necessary steps to develop and
implement a Benefit Assessment District for the purpose of repairing,
reconstructing, and providing for annual preventative maintenance of
the City's street network that maintains a City-wide average PCI of 75
(Very Good = B)
Seconded by Councilmember Chavez and unanimously carried by the
following roll call votes:
