HomeMy Public PortalAbout20100208 - Conservation Commission - Meeting Minutes Conservation Commission Meeting 25 January 2010 Page 1 of 2 MINUTES- 08 February 2010 Called to Order: 7:30 PM Hopkinton Town Hall, Room 211 Adjourned: 8:30 PM Members Present: Jeffrey Barnes, Michael Carmody, Robert Murphy, Marcus Waldron, Ellen Chagnon: Conservation Scientist, Don MacAdam: Conservation Administrator Members Absent: Andre Griben, Craig Nation 7:30 PM Commission Business • The Commission signed the following documents: - Hopkinton Parks & Recreation, 66 Fruit St. – Order of Conditions (188-1441) - Walsh, 1 Hidden Brick Rd – Invalid Certificate of Compliance (188-80) - Walsh, 1 Hidden Brick Rd – Invalid Certificate of Compliance (188-137) - Walsh, 1 Hidden Brick Rd – Certificate of Compliance (188-243) • Mr. Barnes made a motion to approve the Request for Payment dated 08 February 2010. The motion was seconded by Mr. Waldron and it passed unanimously. • Mr. Waldron made a motion to approve the minutes of 11 January 2010. The motion was seconded by Mr. Carmody and it passed unanimously. • A discussion was held regarding the draft sample conservation restriction (CR) submitted by Braim Farm, LLC, and the Hopkinton Area Land Trust for the parcels located on Front Street and on the west side of South Mill Street. The Commission determined to require the submittal of the CR application to the Executive Office of Energy and Environmental Affairs no later than 01 August 2010. 7:50 PM Xing, 38 Downey Street DEP File No. 188-1445 Notice of Intent Joyce Hastings, GLM Engineering; Polly Xing and Shan Lu, property owners Ms. Hastings provided an overview of the proposed construction of an addition and a deck onto the existing single family home. Ms. Hastings stated that a slab foundation and sonotubes are proposed as foundations for the addition and the deck, respectively. A discussion was held about properly handling the seasonal groundwater breakout that occurs within the 100 foot buffer zone. Ms. Hastings stated that there are no plans to deal with the groundwater seeps at this time. Ms. Hastings stated that the infiltration of roof runoff is not proposed due to the presence of ledge and high groundwater. Conservation Commission Meeting 25 January 2010 Page 2 of 2 Mr. Carmody made a motion to close the hearing and issue an Order of Conditions with the standard conditions and noted special conditions. The motion was seconded by Mr. Waldron and it passed unanimously. 8:00 PM Ellen Realty Trust, 0 Wilson Street DEP File No. 188-1444 Notice of Intent – continuation Joseph P. Marquedant, J.D. Marquedant & Associates, Inc.; Jon Rosenfeld, Ellen Realty Trust Mr. Marquedant submitted revised plan identifying the location of an isolated wetland that Ms. Chagnon observed during her site inspection. The plan shows the proposed relocation of the driveway to avoid direct impacts to the isolated wetland; the driveway will be located 15 feet from the wetland edge and the closest grading will be 10 feet away. A discussion was held regarding the limitations of relocating the driveway due to the extensive outcroppings of ledge. Ms. Chagnon stated that she has not had the opportunity to review the delineation of the isolated wetland. The hearing was continued to 22 February 2010 at approximately 9:15 PM. 8:10 PM Commission Business • A discussion was held regarding the Town Manager’s proposal for the creation of a Permanent Building Committee. • A discussion was held regarding the request for comments from the Executive Office of Energy and Environmental Affairs (EEA) under the Massachusetts Environmental Policy Act (MEPA) for the Environmental Notification Form (ENF) filed for the Alprilla Farm Wells. The Commission determined to draft comments on the ENF and submit them to EEA MEPA Office for their review. Minutes Approved: 08 March 2010
