W~ No. 09-114 n"e of Adopt'" Mljl19, '2!J:fJ Resolution Approving the 2008 American Recevery and ReinvestmentAct .HUD's Ecenomic Stimulus Package (CDBG - R) Middlesex "Urban County" CDBG Program WHEREAS, the Borough of Carteret has been allocated $29,970 from the Middlesex County Housing and Development Program for the 2008 CDB year; and WHEREAS, current federal regulations governing the CDBG program remain in full force and effect, HUD is imposing additionat regulations and reporting requirements, including use of funds for hard devetopment costs, project must be bid within 120 days from notice HUD makes funds available, and project funds must be reported on and kept cempletely separate from any other CDBG Projects; and WHEREAS, no municipal public hearing is required to be eligible to receive these funds; and WHEREAS, this project - Carteret Park BasketballfTennis Courts Rehab was unanimously approved the Community Development Board during the 2009 public meeting. NOW, THEREFORE, BE IT RESOLVED Ihat the Mayor and Council of the Borough of Carteret hereby censent to the submission of the above named project proposal to Middlesex County Public Housing Agency, Housing and Community Development. Daniel Reiman, Mayor Borough of Carteret 61 Cooke Avenue Carteret, NJ 07008 MAR 0 g 2009 0Ff1CE OF THE MAY0R Re: American Recovery and Reinvestment Act RUD's Economic Stimulus Package (CDBG - R) Middlesex "Urban County" CDBG Program Dear Mayor Reiman: RUD has just released guidance on the funding for the Economic Stimulus Package. These funds are being treated as 2008 program year funds and your municipality will receive an allocation of $29,970. Although the current federal regulations governing the CDBG program remain in full force and effect, HUD is imposing additional regulations and reporting requirements for anyone who will be receiving these extra funds and listed below are highlights of some of the additional rules: -HUD is strongly urging grantees to use these funds for hard development costs to stimulate job creation and retention activities. -A project must be bid within 120 days from the time HUD makes the funds available to us. Our office is estimating that we will receive these funds in early August. -HUD is requiring that your municipality must estimate the number of full-time and part-time to be created or retained by the project. Middlesex County... "The Greatest Couuty ill the Laud" -Ten days after each calendar quarter a report must be submitted to our office detailing funds obligated or expended, completion status of the project, the number of jobs created or retained and rationale for funding the project. -Our office will draft an agreement that must be executed by each municipality receiving these funds. In order for your municipality to receive these funds please adopt a Council Resolution choosing your specific project and send completed Project Proposal CDBG - R, copy enclosed, to our office as soon as possible. Your municipality can choose a new project or an existing CDBG project. If you elect to fund an existing project these funds must be reported on and kept completely separate from any other CDBG projects. Please note that your municipality is not required to hold a public hearing to be eligible to receive these funds. please return the completed project proposal to our office by May 18, 2009. Our office is under a very strict timetable and must submit this amended application to HUD by June 5, 2009 so if you know the project your municipality is going to fund please contact this office immediately.
