SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF NOVEMBER 26,
2013
RECOMMENDATION:
The City Council is requested to receive and file actions of the Planning Commission
from their meeting of November 26, 2013.
BACKGROUND :
On November 26, 2013, the Planning Commission held their special meeting .
ANALYSIS:
The following is a summary of actions taken at the November 26 , 2013 Planning
Commission meeting:
1. ROLL CALL:
Present: Commissioner-Curran , Horton, O'Leary, Vice-Chairman Leung
Chairman Cordes
Absent: Commissioner-None
Excused: Commissioner-None
2. CONSENT CALENDAR
The Planning Commission approved the minutes from their Special Meeting of
November 7, 2013 and Special Joint Meeting of November 12, 2013 .

3. UNFINISHED BUSINESS-None
4. NEW BUSINESS
A. The Planning Commission held a public workshop to introduce and kick-off
the 2014 Sign Code Update. Consultants Bruce Jacobson, Jacobson &
Wack, and Laura Stetson, MIG Hogle-lreland, provided a powerpoint
presentation and provided an overview of signage objectives, why sign
regulations are important, brand recognition, and aesthetic improvement, all
of which are goals of the proposed Sign Code Update. Various purpose of
signage described include: onsite signs; offsite signs; free standing signs;
monument signs; pole or pylon signs; canopy signs; projecting and blade
signs; roof signs; banners; pennant signs; A-frame signs; window signage;
painted wall signs; changeable copy signs; channel letter signs; cabinet
signs; and raceway signs. The overal l objective expressed by Mr. Jacobson
and Ms. Stetson is to improve the commercial district, a l low creativity, and
provide clea r sign regulations for the City.

D. UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR AND
PLANNING MANAGER
Community Deve lopment Director Persico updated the Planning
Commission regarding City Council actions on the Site Plan Review process.
The City Council reso lved that Zoning Clearances are ministerial for small
scale additions over the counter and first story additions less than 500 feet.
Second story additions would be require a Minor Site Plan review including a
100 foot radius noticing. No Public Hearing would be required. Major Site
Plan Reviews include Multi-Family, Commercial, and Industrial projects. The
City Council introduced the 2014 Building Code at their last meeting. The
2014 Building Code will go into effect in January if it is app roved.
Planning Manager Starns announced that the Olson Project , two land use items,
and the Housing Element will be heard at the December 10, 2013, Plann ing
Commission Meeting.
E. ADJOURNMENT
The Planning Commission meeting was adjourned at 9:18 p.m .
