SUBJECT: PLANNING COMMISSION ACTIONS-MEETING OF DECEMBER 10,
2013
RECOMMENDATION:
The City Council is requested to receive and file actions of the Planning Commission
from their meeting of December 1 0, 2013.
BACKGROUND:
On December 10, 2013 , the Planning Commission held their regular meeting.
ANALYSIS:
The following is a summary of actions taken at the December 10, 2013 Planning
Commission meeti ng:
1. ROLL CALL:

Absent: Commissioner -None
Excused: Commissioner-None
2. CONSENT CALENDAR
The Planning Commission approved the minutes from their Regular Meeting of
December 10, 2013.

4. NEW BUSINESS
A. The Planning Commission approved a request to establish a beauty salon that
sells cosmetics, skin care products, and provides facials at 9548 Las Tunas
Drive. The proposed hours of operation are from 10:00 a.m. to 9:00p.m., seven
days a week. The 3,395 square foot business site is located in the City Center of
the Downtown Specific Plan, zoned commercial by the City's General Plan.
B. The Planning Commission approved a Tentative Parcel Map to allow the
subdivision of an existing R-1 zoned lot into two lots, one of which is a flag lot.
The subject property is zoned for single family residential developments and is
designated Low Density Residential by the City's General Plan .
C. The Planning Commission recommended that the City Council approve a
General Plan Amendment , Zone Change, Tentative Tract Map, Conditional Use
Permit, Site Plan Review, and a development agreement to build a 74-unit
single-family attached and detached residential project with associated on-site
recreational amenities . Steve Armanino, Olson Company, presented floor
plans , elevations , landscape plans, and composite plans in a PowerPoint
presentation. The target development completion date is targeted 2015.
D. The Planning Commission recommended that the City Council approve a
General Plan Amendment of the Temple City General Plan adopting the 2014-
2021 Housing Element. Genevieve Sharrow, MIG Hogle-lreland , briefed the
Planning Commission regarding amendments made to the previously drafted
Housing Element presented September 23, 2013 , in response to public input
and commission comments. Changes include redact ion of homeless shelters
by right and addition of the Handyworker and Brush with Kindness programs.
Housing and Community Development (HCD) awarded the City a letter of
certification on November 2013 The next Hp1 'SIDg----Eiem.enL Upda.te is due
February 2014.
E. COMMUNICATIONS
Chairman Cordes reported that the next meeting of the SR-710 North Study
Advisory Committee (SOAC) is scheduled February 2014.

G. UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR AND
PLANNING MANAGER
Community Development Director Persico advised the Planning Commission
that three subtitles (Youth Committee update by Serena Lin and Cynthia
Yong, SR-71 0 North Study Advisory Committee (SOAC), and Yard of the
Quarter) will be placed under Communications in future Planning
Commission Agendas . He announced that the Strategic Planning Workshop
will be held December 12,2013 at 7:00p.m. at Longden Elementary School.
Planning Manager Starns announced that the Planning Commission Meeting
of December 24, 2013, has been cance ll ed due to the Christmas holiday.
The Planning Commission wil l reconvene January 14, 2014, to consider a
Conditional Use Permit for a recycling center and plumbing in an accessory
structure .
H. ADJOURNMENT
The Planning Commission meeting was adjourned at 10:21 p.m.
CONCLUSION:
The City Council is requested to receive and file this report.
