ORDINANCE NO. 14681
AN ORDINANCE SUBMITTING THE PROPOSED ORDINANCE PROHIBITING SMOKING
IN PUBLIC PLACES, AS SUBMITTED BY AN INITIATIVE PETITION FROM
REGISTERED VOTERS OF THE CITY OFJEFFERSON, MISSOURI,AND SETTING THE
DATE FOR SUCH ELECTION.
WHEREAS, the City has received a valid petition pursuant to Article IX of the City
Charter; and,
WHEREAS, the City Clerk has certified that the required number of valid signatures of
registered voters of the City appear on the petition and that the petition
otherwise complies with the provisions of the Charter; and
WHEREAS, the City Council has declined to enact the code provision proposed by the
petitioners in substantially the same form; and,
WHEREAS, the Charter requires the Council in such a case to place the issue before the
voters within one year;
NOW THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. The ordinance proposed by the petitioners shall be submitted to the
qualified voters of the City of Jefferson, Missouri, for their approval, at the Election to be
held on November 2, 2010, at the places designated by the County Clerk for said Election
and the ballot shall be in substantially the following form:
Proposition 1
Shall the City of Jefferson prohibit smoking in enclosed places of
employment, and enclosed public placesforthe purpose of promoting public
health by decreasing citizen's exposure to secondhand smoke and creating
smokefree environments for workers and citizens by amending Chapter 15,
Article III of the Code of Ordinance for the City of Jefferson, Missouri
effective ninety (90) days from and after the date of approval by a majority
of the voters of the city?

Section 2. The Mayor and City Clerk shall prepare and execute the form of the
Notice of said Election and shall transmit the same to the Election Authority for the City of
Jefferson, Missouri, and request said election to be conducted by law.
Section 3. This ordinance shall be in full force and effect from and after its passage
and approval subject to the provisions herein contained which provide for voter approval
or for specific dates of effectiveness.
