SUBJECT: PUBLIC ARTS COMMISSION ACTIONS-MEETING OF DECEMBER 4,
2013
RECOMMENDATION:
The City Council (Council) is requested to receive and file actions of the December 4,
2013 Public Arts Commission (Comm ission) meeting.
BACKGROUND:
On December 4, 2013, artist Carole Oueijan (Oueijan) presented the Commission with
f ive preliminary ti le mural design concepts for Rosemead Boulevard directory
monuments. Furthermore, the Commission pri oritized Public Art Annual Plan (Annual
Plan) recommendations and received introductory information on a percent for art fee
ordinance, both of which w i ll be further discussed on January 15, 2014.
ANALYSIS:
The following is a summary of actions taken at the December 4, 2013 Commission
meeting:

2. UNFINISHED BUSINESS
A. FINALIZATION OF PUBLIC ART ANNUAL PLAN PRIORITIES
The Commission reviewed recommendations for the Pub l ic Arts Annual
Plan , which identifies specific program goals for the coming year, including
a schedule for execution and a plan fo r allocation of necessary resources.
The Commission approved Annual Plan recommendations 5-0.
Annual Plan recommendations and sub-goals listed below are prioritized
from first to last, and will be fina lized and elaborated upon for Counci l
approval on February 4, 2014 .
Annual Plan Recommendati ons:
1. Establish a Perce nt for Art Fee Ordinance.
2 . Complete the Rosemead Boulevard Art Walk.
a. Create a social media component f or the Art Walk.
b. Continually update the public art sub-site of the City's new
website.
3. Participate in City planning efforts.
a. Develop a public art visioning plan to identify art opportunities.
b. Participate in the strategic and general plan processes to
identify publ ic art as a key obje ctive.
4. ILientify=an=arHst furthe=t::arlm-ras=Projeefttesign=tea 111 .
5. Collaborate with the Parks and Recreation Commission to develop
art in the park, and potentially utilize $25,000 in allocated fund i ng.
6. Develop a formal policy document to summarize all municipal public
art policies, roles and procedures, and maintenance and
administrative guide I ines.
7. Identify alternative funding sources and small grants opportunities .
8. Formalize and complete the rotating library mural program.

3. NEW BUSINESS
A. DESIGN CONCEPT REVIEW OF ROSEMEAD PROJECT TILE MURALS
The Commission received a presentation from Oueijan on new preliminary
design concepts for five tile murals to be installed on Rosemead Boulevard
directory monuments.
Staff and the Commission provided Oueijan with design direction in way of
local context, narrative and intentionality. Oueijan will return to the
Commission on January 15, 2014, with ten new design sketches. The
Commission will recommend five design sketches for Council approval on
February 4, 2014 .
B. INTRODUCTION TO THE PERCENT FOR ART FEE ORDINANCE
Staff presented the Commission with introductory data and info rmation
regarding a percent for art fee ordinance in preparation for further discussion
on January 15, 2014.
4 . REPORTS FROM CITY STAFF
None.
5. COMMUNICATIONS
The Commission cancelled their regular meeting on January 1, 2014 in lieu of New
Year's Day. The Commission scheduled a special meeting for January 15, 2014.
Public Art Consultant Elwood also provided the Commission with an update on the
fabrication progress of Rosemead Project publ ic art.
