The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting, March 19, 2009, was held
on March 5, 2009, 6:00 P.M., Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Iris Colon

" Joseph W. Sitarz
Noted Absent was Councilmember Vincent Bellino.
Also noted present was Municipal Clerk Kathleen M. Barney and
Borough Attorney Robert J. Bergen.
The Clerk stated that the 2009 Annual Notice was mailed to The
Home News Tribune, The Star Ledger and posted on the Bulletin
Board on January 5, 2009 and was published on January 8, 2009.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.

present, the Minutes of January 22 and February 5 & 19, 2009 were
approved and transcribed and engrossed by the Clerk.
PRESENTATION
Contest Winners - "What You Can Do for Our Community."
Mayor Reiman eXplained that this contest was sponsored by the
Mayor's Children Charity Trust Fund, which is a fund
approximately seven (7) years old and their hope is to raise funds
to support children's youth activities in sport's education. He said
they have raised and contributed close to $150,000.00 in the form
of scholarships, helping children with local athletics, academics,
donations to the Library and programs to support school programs,
trips throughout the world and history trips throughout the states
and region. He went on to say the current contest "What You Can
Do for Our Community" gave grammar and middle school
children the opportunity to either write a poem, letter, report or
paint or draw or sketch something to represent what they thought
they could do to improve our community saying there were many
and they were all well received and they all did a wonderful job.
He said the committee narrowed it down to a first and second
winner for each school. He then asked Council President Naples to
join him in presenting the awards, explaining besides the
meritorious award the first place winners will receive four (4)
tickets to Ringling Brothers Circus for Saturday and the second
prize winner will receive two (2) tickets.
Council President Naples then spoke, thanking the Mayor for the
educational way the contest was conducted.

PROCLAMATIONS:
Mayor Reiman asked Michelle Chubenko, the leader of local Girl
Scout troop #8159, to come forward with her troop.
Mayor Reiman also recognized Mrs. Tucker as co-troop leader of
the troop.
Mayor Reiman then read the Girl Scout. Week Proclamation into
the record:
"WHEREAS, Thursday, March 12, 2000, marks the 97'h
anniversary of Girl Scouts of the USA, founded by Juliette Gordon
Low in 1912 Savannah, Georgia and;
WHEREAS, throughout its distinguished history, Girl Scouting
has helped build millions of girls and women of courage,
confidence and character, and;
WHEREAS, through the dedication, time and talent of volunteers
of different backgrounds, abilities and areas of expertise, the Girl
Scout organization thrives for girls in so many settings, and;
WHEREAS, through Girl Scouting's unique leadership
development program, girls defme leadership by making the world

nationwide will be celebrating 96 years of this American tradition,
with nearly 50 million women who grew up participating in Girl
Scouting and exemplify the impact of this amazing movement,

Mayor Reiman then read the Proclamation for Carteret Disabilities
Awareness Day into the record:
WHEREAS, the Carteret Office for the Disabled will hold its
twenty-forth Annual "Carteret Disabilities Day" on Sunday, March
8, 2009 at the St. Demetrius Hall, Roosevelt Avenue, Carteret,
New Jersey from 12:00 Noon to 4:00 P.M.; and
WHEREAS, Carteret Disabilities Awareness Day is held as an
information and social gathering to be enjoyed by all who choose
to attend; and
WHEREAS, this event is only made possible through the
combined efforts of many volunteers from non-profit organizations
and Borough Departments and businesses within our community;
and
WHEREAS, the Office for the Disabled continued to expand
opportumtles for Disabled Persons to achieve their goals,
developing and using their capabilities.
NOW, THEREFORE, I DANIEL J. REIMAN, MAYOR OF
THE BOROUGH OF CARTERET, in the County of Middlesex,
State of New Jersey do hereby proclaim

WOMEN I S HISTORY
MONTH
"WHEREAS, New Jersey women of every race, class and ethnic
background have made historic contributions to the growth and
strength of our State in countless recorded and unrecorded ways:
'WHEREAS, New Jersey women have played and continue to play
a critical economic, cultural and social role in every sphere of the
life of the State by constituting a significant portion of the labor
force working inside and outside of the home;
'WHEREAS, New Jersey women have played a unique role
throughout the history of the State by providing the majority of the
volunteer labor force of the State;
'WHEREAS, New Jersey women were particularly important in
the establishment of early charitable, philanthropic and cultural
institutions in our State;
WHEREAS, New Jersey women of every race, class and ethnic
background served as early leaders in the forefront of every major
progressive social change movement;
WHEREAS, New Jersey women have been leaders, not only in
securing their own rights of suffrage and equal opportunity, but
also in the abolitionist movement, the emancipation movement, the
industrial labor movement, the civil rights movement and other
movements, especially the peace movement, which create a more
fair and just society for all; and
WHEREAS, despite these contributions, the role of women in
history has been consistently overlooked and undervalued, in the
literature, teaching and study of American History
WHEREAS, the Department of Community Affairs, specifically
the Division on women's goals are to remember and celebrate New
Jersey women and to:
Ensure that NJ women are offered equal opportunities in
education, the workforce and healthcare regardless of age,
sexual orientation, income ethnicity, race or religion.

Identify, implement, measure and coordinate programs that
address the needs ofNJ women.
Engage in continuous study and research on issues affecting
NJ women and their families; develop policy papers and
legislative recommendations.
NOW, THEREFORE, BE IT RESOLVED by the Governing
Body in the Borough of Carteret, State of New Jersey, that March
2009 is designated as "Women's History Month" under the
National Women History Project's 2009 theme: Women Taking
the Lead to Save our Planet. "
ORDINANCE #09-03 was introduced and adopted on First
Reading and the Clerk authorized and directed to advertise same
for Public Hearing be held on May, 7, 2009, upon MMS&C by
Councilmembers Sitarz and Krum. Upon individual roll call vote
Councilmembers Colon, Diaz, Krum and Sitarz voted in the
Affirmative. Councilmember Bellino was noted Absent and
Councilmember Naples Abstained..

The Clerk stated that on ordinance #09-02 was introduced and
adopted on First Reading at an Agenda Meeting of the Borough
Council of the Borough of Carteret held on February 19,2009. It
was duly published in The Home News Tribune on February 25,
2009 with notice that it will be considered for final passage after
Public Hearing to be held on March 5, 2009 at approximately 6:00
P.M. The Ordinance was posted on the bulletin board and copies
were made available to the general public and according to law,
she read the Ordinance by title.

unanimous affirmative vote of the five (5) Councilmembers
present the Mayor declared the Public Hearing to be opened.
There were not comments from the public.

the Mayor declared the Public Hearing to be closed upon MMS&C
by Councilmembers Sitarz and Diaz and unanimous affirmative
vote of the full Council present.

Mayor Reiman then asked if there was any questions from the
Council on Resolutions G 1 thru G6.
Councilmember Krum referred to Resoltuion G3, "Naming Section
of Germak Drive as PC Richards Way", asking if Germak Drive
would be coming all the way out to Minue Street.
Mayor Reiman said just the portion that is landlocked, from
Orchard to Pekola area, explaining it is the front entrance to PC
Richards headquarters and warehouse facility and they will also
allow them the retail center up on the street. .
Resolutions #09-70 through #09-74 were introduced by the Mayor
and referred to the Council for action.

Council President Naples reminded everyone of Disabilities
Awareness Day, which is Sunday 12:00 noon to 4:00 P.M., at St.
Demetrius and also the High School History Club is having a fund
raiser at the Carteret Elks beginning at 4:00 P.M., on Saturday,
$10.00 per adult and $10.00 per student.
Councilmember Krum spoke about the 100th anniversary for the
career fIrefighters explaining they will be having a big event and
advertisements are being sold to help it get going. He said he was
not aware of the date yet, but will have it by the next meeting.
Mayor Reiman said it will be hosted at the Holiday fun and he also
mentioned they would be having a wet down for the new fIre truck
that was donated from Kinder Morgan.
Councilmember Diaz said while they were on the topic of the Fire
Department, he mentioned he had a memo from the Chief
notifying 1lS that Mark Hruska was the Firefighter of the Year and
asked if there was something they could do to recognize him.

Mayor Reiman said they would do a Proclamation.
Upon MMS&C by Councilmembers Naples and Sitarz and
unanimous affirmative vote of the five (5) Councilmembers
present, the meeting was opened for Public Discussion.
Kevin Urban, then spoke. He asked if there was any plans to
change the meeting time.
Mayor Reiman explained to him that the attendance has been the
same on and off even when the meetings were later or earlier,
commenting that we make it as open as we possibly can. He also
explained that our Agenda and Council Meetings with all the
Ordinances and Resolutions are put up on the Internet.

Kevin Urban said that the Ordinances are discussed after they are
voted on.
Mayor Reiman told him he was wrong, explaining relative to an
ordinance there are two (2) opportunities for the public to speak on
it, at the First Reading the public can speak on it and at the Public
Hearing, prior to the Council voting on its Adoption, there is a
public portion at which the public can speak.
Kevin Urban then asked if the road improvement was for Lower
Roosevelt Avenue.
Mayor Reiman said it was not.
The Public Hearing was then closed.
Upon MMS&C by Councilmembers Diaz and Sitarz and
unanimous affirmative vote of the five (5) Councilmembers
present, after no further discussion, at approximately 6:30 P.M.,
this meeting was Adjourned.
