A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA,AUTHORIZING THE CITY MANAGER
TO PAY THE FEDERAL EMERGENCY MANAGEMENT AGENCY
(FEMA) REIMBURSEMENT IN THE AMOUNT OF FIVE
THOUSAND FOUR HUNDRED NINETY-FIVE DOLLARS AND
FORTY THREE CENTS($5,495.43)FOR OVERPAYMENTS MADE
IN RELATION TO HURRICANE WILMA (FEMA-DR-1609 FL,
PW#2280), PAYABLE FROM ACCOUNT NO. 45-541493;
PROVIDING FOR INCORPORATION OF RECITALS;PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS,the City of Opa-locka received money from Federal Emergency Management
Agency(FEMA) for costs incurred relative to Hurricane Wilma; and
WHEREAS, FEMA performed a final audit of the City's records, and determined that the
City of Opa-locka was paid $183,495.43, but was only eligible to receive $177,558.46, an
overpayment of$5,495.43; and
WHEREAS,the City of Opa-locka received an invoice from FEMA for reimbursement of
the overpayments made in relation to Hurricane Wilma; and
WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City
Manager to reimburse Five Thousand Four Hundred Ninety-five Dollars and Forty -three Cents
($5,495.43) to FEMA, for overpayment of Hurricane Wilma expenses, (FEMA-DR-1609 FL,
PW#2280).
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.

Section 2. The City Commission of the City of Opa-locka hereby authorizes the City
Manager to reimburse FEMA in the amount of Five Thousand Four Hundred Ninety-five Dollars
and Forty-three Cents ($5,495.43), for overpayment of expenses related to Hurricane Wilma
(FEMA-DR-1609 FL, PW#2280), payable from Account No. 45-541493.
Section 3. This resolution shall take effect immediately upon adoption.

Staff Summary:
FEMA performed a final audit of the City's records related to Hurricane Wilma, FEMA-DR-1609 FL, Project
Worksheet (PW) # 2280. This PW was written to address hurricane damage at City Parks. It was determined
that FEMA paid the City $183,053.89; however eligible expenses totaled $177,558.46, a difference of
$5,495.43.
Proposed Action:

OVERPAYMENTS MADE IN RELATION TO HURRICANE WILMA.
Description: Hurricane Wilma was the most intense tropical cyclone ever recorded in the Atlantic
basin. Wilma was the twenty-second storm (including the subtropical storm
discovered in reanalysis), thirteenth hurricane, sixth major hurricane, and fourth
Category 5 hurricane of the record-breaking 2005 season. Wilma made several
landfalls, with the most destructive effects felt in the Yucatan Peninsula of Mexico,
Cuba, and the U.S. State of Florida. At least 62 deaths were reported, and damage is
estimated at $29.1 billion (2005 USD, $34.6 billion 2012 USD), $20.6 billion (2005
USD, $24.5 billion 2012 USD) of which occurred in the United States alone. As a
result, Wilma is ranked among the top five most costly hurricanes ever recorded in
the Atlantic and the fourth most costly storm in United States history. (Wikipedia)
One area of damage in the City of Opa-locka was to the parks systems. The storm knocked
over 75-foot light poles, blew out over 100 fixtures at all three parks, destroyed flood lights
and wiring between poles.
Financial Impact: $5,495.43 payable from account #45-541493. Will be included in upcoming FY 2011-
2012 budget amendment.
Implementation Timeline: Immediately.
