HomeMy Public PortalAbout1991-394 Member /_;/ �- " =V and moved its adoption: introduced the following resolution CITY OF MEDINA Resolution 9/ WHEREAS, Hennepin County has developed a model policy to provide guidance to cities in the adoption of comprehensive procurement and specification policies for publicly funded construction and remodeling projects which give reasonable and appropriate consideration to materials with recycled content, and WHEREAS, the Council of the City of Medina is in agreement with the Hennepin County recommendation of promoting the use of materials with recycled content in publicly funded construction and remodeling projects, and WHEREAS, The Hennepin County Funding Reimbursement Policy for the funding of recycling programs for 1991 has been adjusted from a possible maximum of 80% of eligible expenses to 70% of eligible expenses, and WHEREAS, an additional 10% funding is available to municipalities that have adopted, by July, 1991, a Procurement Specification Policy for Publicly Funded Construction or Remodeling Projects, according to and consistent with county requirements, NOW, THEREFORE, BE IT RESOLVED, the the Council of the City of Medina hereby adopts the .attached policy promoting the use of materials with recycled content in publicly funded construction and remodeling projects in accordance with the model policy provided by Hennepin County. YES P -e_P_,2 Clerk -Treasurer NO i� JHLF. viOUKty ILL:b12-40J-2 4U May •,U,Y1 12:2=4 No .r01 P.c5 MODEL POLICY GOAL: To ensure, wherever practical and appropriate, that materials with recycled content are used in the construction or remodeling of municipal facilities, for the City of / %�/�=,a ! , the council requires that: 1. within twelve months, subsequent to the effective date of this policy, the Purchasing Agent of the City of `il/1.-4Wi..J conduct a review of eAisting construction or remodeling projects and service specifications to determine whether such specifications promote or exclude the use of recycled products, reusable products, or products designed to.be recycledb for use by department agencies, offices, boards, and commissions. 2. In the event that such specifications prohibit or otherwise exclude the use of recycled products, such exclusions or requirements should be eliminated unless the operating department or entity can reasonably demonstrate that the recycled product would be impractical, is unproven, at would not achieve necessary performance or design standards. 3. Within the same 12 month period, all City departments and agencies must make recommendations to the Purchasing Agent to ensure that performance standards and specifications for products used in construction or remodeling of municipal facilities do not prohibit the use of products With recycled content. Departments are to initiate or recommend policy changes to ensure that specifications incorporate a requirement which promotes use of materials and products with recycled content wherever practical and appropriate, or they must reasonably demonstrate that either the performance requirements of the product will be compromised or that a product with recycled content is impractical or will otherwise negatively impact health, safety or operational efficiency.
