DEVELOPMENT CONCEPT REVIEW Pur ose: To have the Agency review a development concept submitted for a commercial development at the northeast corner of Long Beach Boulevard and Alma. Recommendation: Staff respectfully request that after consideration the Agency approve the development concept submitted by Emilio Franco and direct staff to pursue the Owner Participation process and negotiate and prepare an Exclusive Negotiating Agreement to be brought back to the Agency for consideration. 4. DEVELOPMENT PROPOSALS FOR THE 10-ACRE RETAIL COMMERCIAL SITE AT IMPERIAL HIGHWAY AND STATE STREET. Comments: To have the Agency receive and file the development proposals submitted for the State Street, Imperial Highway and Fernwood Avenue Triangular site. Recommendation: Staff respectfully requests that the Members of the Agency, after hearing the presentations from the developers, receive the presentations and proposals as presented. IN THE COUNCIL CHAMBERS OF CITY HALL, 11330 BULLIS ROAD, LYNWOOD, CALIFORNIA. 3 LYNWOOD REDEVELOPMENT AGENCY REGULAR MEETING FEBRUARY 18, 2003 The Lynwood Redevelopment Agency of the City of Lynwood met in a Regular Meeting in the Council Chambers, 11330 Bullis Road on the above date at 6:20 p.m. Chairman Pedroza presiding. Members Byrd, Reyes, Richards, Rodriguez and Pedroza answered roll call. Also present were Executive Director Gonzales, Agency Counsel Montgomery, Secretary Hooper, and Treasurer Pygatt. Secretary Hooper announced that the agenda had been posted in accordance with the Brown Act. DATE: March 18, 2003 TO: HONORABLE CHAIRMAN AND MEMBERS OF THE AGENCY FROM: Faustin Gonzales, Executive Director Louis Morales, Director (Interim) Community Developme By: Shirley Wolf, Redevelopment Project Manager Subject: DEVELOPMENT CONCEPT REVIEW Purpose: To have the Agency review a development concept submitted for a commercial development at the northeast corner of Long Beach Boulevard and Alma Avenue. Facts 1. Staff received an unsolicited proposal from Emilio Franco to develop a 56,265 square foot site at the corner of Long Beach Boulevard and Alma Avenue. 2. The proposal is to develop a single story, 18,350 square foot, multi tenant retail center. 3. The proposal meets all of the Zone and Land Use requirements of the area. 4. The site is currently under third party ownership. Analysis: The proposal was submitted to staff by Emilio Franco, the owner of the EI Farallon Restaurant. He is proposing to build amulti-tenant retail center that would cater to the small business operator. The center could accommodate as many as 25 small businesses. As shown on the attached Parcel Map, the site is now developed with a used auto sales lot, two apartment buildings and a motel. These lots are all individually owned and would need to be assembled by the developer. At this time the developer has not submitted a proforma or a request for Agency Assistance. "* DATE: TO: FROM By: March 18, 2003 HONORABLE CHAIRMAN AND MEMBERS OF THE AGENCY Faustin Gonzales, Executive Director Louis Morales, Community Development Direct Shirley Wolf, Redevelopment Associate SUBJECT: DEVELOPMENT COMMERCIAL STREET Purpose: PROPOSALS FOR THE 10-ACRE RETAIL SITE AT IMPERIAL HIGHWAY AND STATE To have the Agency receive and file the development proposals submitted for the State Street, Imperial Highway and Fernwood Avenue Triangular site. Facts: 1. The Redevelopment Agency advertised a formal Request for Proposals (FRP) to develop the subject site. 2. The RFP deadline to submit proposals was November 20, 2002. 3. Staff received three proposals. The proposers are David Hidalgo Architects (Architects for M&D Properties), Comstock, Crosser & Associates, and M&A Gabaee, LP Development Company. 4. Comstock, Crosser & Associates have withdrawn their proposal as of March 13, 2003. Analysis: The RFP for this project advertised for very broad design criteria for the site, hence the proposal received differ immensely, as you will hear from the two presentations. The third developer has decided to withdraw their application at this time. Since the close of the RFP submittal period, there has been additional interest in the site. After receiving the two presentations, staff would like to offer the following options for discussion: 1. The Agency may choose to pursue one of the two proposals presented. 2. The RFP submittal period can be reopened and advertised for an additional time period to allow for additional developer interest. 3. The scope of the RFP can be enhanced and a new RFP can be issued. Recommendation: Staff respectfully requests that the Members of the Agency, after hearing the presentations from the developers, receive the presentations and proposals as presented.
