Reiman, Thursday, August 21, 200S, 6:00 P.M., Council Chambers, Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Councilmember Vincent Bellino " Iris Colon " Jorge Diaz " Randy Krum " Joseph W. Sitarz Noted Absent was Councilmember Susan Naples. j Also noted present was Linda A. Rivera, Assistant Municipal Clerk, in the absence of Kathleen M. Barney, Municipal Clerk and Borough Attorney, Robert J. Bergen. The Assistant Clerk stated that the 200S Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board on December 31, 2007. The Amended Annual Notice was posted on the bulletin board on February 25, 200S and Published on February 2S, 200S. Melvin Placensia - 1st Little League Homerun. - Melvin was not present at this time. Mayor Reiman explained that he will be receiving a commendation and a check for $200.00. .1 AUGUST 21, 2008 COUNCIL MEETING August 21, 2008 ROLL CALL STATEMENT OF MEETING NOTICE ffi'lMENDATIONS Melvin Placensia AUGUST 21, 2008 Chrome ?9.rk Basketball Tournament Chrome Park Basketball Tournament~ Mayor Reiman spoke about special commendations for the Chrome Park Basketball Tournament. He commended Councilmember Bellino for being the coordinator of the event and he then asked him to give out the commendations to the members of the team. Councilmember Bellino said this was the first annual Chrome Park Basketball Tournament and it was put together in ten (10) days.There were thirteen (13) teams and the members of the team from the High School took it upon themselves to coach the younger children and did a fantastic job and it was a great two (2) days and there were no issues at all. La Mont Repollet, Principal of Carteret High School and one of the main people who organized this tournament then thanked Councilmember Bellino and Dennis DeMascio for making the event happen. He spoke about how well the community came together, explaining how Center Bar donated ice and water and that hot dogs and buns were also donated. He spoke about the excitement and unity it brought to CIn'ome to have this tournament held in their park and also of how proud he was of all who participated and volunteered. The commendations were then given out to the patiicipants and they were as follows: Raheem Thomas Robert Jackson Dakar Hamlet Matmy Singh Ryan Joseph Shaquille Jackson Nasheed Hamlet Justin DeJ esus Robert Smith Isaiah Pitts 2 Councilmember Bellino said one the organizers Dennis DiMascio could not be present this evening and asked for a round of applause for him. He then presented commendations to the following for helping in the organization of the tournament: Jason Miles Curtis Minneweather Ricky Batts Ronald Morrison John Ashby Eddie Torres Murrel White Mayor Reiman then said there were three (3) additional proclamations to be presented to three (3) event coordinators, who went above and beyond to insure the success of the program. He then gave out the presentations to the following: J Councilman Vinny Bellino Lamont Repollet Ed Torres Lamont Repollet then went on to thank Councilmembers, Colon, Krum and Naples for being out there and supporting everyone and he thanked the Mayor for coming down, explaining his presence meant a lot to the two (2) teams who won the Mayor's cup. He said they all look forward to the second annual Chrome Mid- Summer Basketball Classic and thanked them all. Melvin Placensia, the recipient of the 1st Little League Homerun was then present and the Mayor presented him with a commendation and a check for two (2) hundred dollars. ORDINANCE #08-33 "AMENDING CHAPTER 182 ENTITLED PARKS AND CREATING A NEW ARTICLE, ENTITLED BACKGROUND CHECKS FOR ORGANIZATIONS USING PUBLIC FIELD WITHIN THE BOROUGH OF CARTERET" Mayor Reiman explained that the organizations that receive public dollars or if there is an organized event and public fields are used, they have the right to implement this ordinmce. He explained it would require criminal background checks on any coaches, educators, employees or volunteers who have direct supervision of students. ORDINANCE #08-34 was introduced and adopted on First Reading and the Assistant Clerk authorized and directed to advertise same for Public Hearing to be held on September 25, 2008 upon MMS&C by Councilmembers Diaz and Bellino. Upon individual roll call vote Councilmembers Bellino, Colon, Diaz, Krum voted in the Affirnmtive. Councilmember Sitarz Abstained. Councilmember Naples was noted Absent. ORDINANCE #08-34 "AN ORDINANCE OF THE BOROUGH OF CARTERET ADOPTING THE KINDER MORGAN REDEVELOPMENT PLAN" Councilmember Sitarz Abstained on Ordinance #08-33 because he worked for Kinder Morgan. 4 Public Hearing- The Assistant Clerk stated that Ordinance #08-08 was introduced and passed upon First Reading at an Agenda Meeting of the Borough Council of the Borough of Carteret held on February 21, 2008. It was duly published in The Home News Tribune on August 5, 2008 with notice that it will be considered for final passage after Public Hearing to be held on August 21, 2008 at 6:00 P.M. The Ordinance was posted on the bulletin board and copies were made available to the~eneral public and according to law, she read the Ordinance by title. REIMAN Advertised as Finally Adopted: August 29.2008 Upon MMS&C by Councilmembers Sitarz and Krum and unanimous affirnlative vote of the five (5) Councilmembers present, the public portion on Resolutions/Agenda Items and New Business was opened to the public. 10 James Failace. 13 Ginda Avenue, spoke. He told Mayor Reiman that he had a copy of the Financial Disclosure Forms from him, Ron Rios and Hand Diorsi, from prior years. He said he saw they are partners in HD Partners and that he has a 33% share in HD Partners. He then made a conmlent that was inaudible to the transcriber and went on to say that he did not understand while Hank Diorsi is a partner how he could have a number of contracts with the Borough and made a comment that there would be a conflict there. Mayor Reiman said there is no conflict there. He told him any work he did was for a private entity or a developer and any work he did for the city was bid, if he did any work for the city or for agency was bid. He said he has nothing to do with Mr. Diorsi's construction company or his demolition company. He said HD Partners, commenting, " not that this is the appropriate time," is a real estate investment group that owns one (I) piece of property in South Amboy, which he is partners on. James Failace then asked the Mayor if all ofMr. Diorsi's contracts were done with a bid or privately. Mayor Reiman told Mr. Failace that he encouraged him to look into that. He told him to file the proper requests and the information is (inaudible) and valid and said that is why it is on his Disclosure Form. John Nartowitz, 6 Hastings Place spoke. He commented that we were supposed to receive $300,000.00 for (inaudible). Mayor Reiman told him he was mistaken, that it was $3,000,000.00. Mr. Nmiowitz said to excuse him that he was wrong and then asked if we had that money. Mayor Reiman told him it would not be on an line item in the budget because it is a grant. He explained that grants go through into a trust fund not through the budget. He said the grant was appropriated by ordinance earlier this year. Mayor Reiman then read the letter into the record: "On behalf of my family I would like to thank all those who have come here today and those who are here in spirit. We would also like to thank the members of the clergy that are here with us, Father Puleo, Father McGuffey, Father Ed and Father Chubenko. You know I can't recall a single day that I am not reminded of the mark that my father has left in Carteret, Whether it is from people stopping me on the street to tell me a story about something that my father did or the fact that so many groups in Carteret still keep my father close to their hearts. I would like to thank Joanne Kissleman, Marie Decibus and all of the Carteret Specials who had a beautiful memorial built for my father in the park with the help of Sam Sememza and the Parks Department and the fact that even nine years after his death, every spring the Specials gather at the Memorial to plant fresh flowers and remember my father is a tribute to the bond that my father had with the Specials and the bond that the Specials had with my father. The Carteret Specials brought so much joy to him, or that every year George and Gloria . Lisicki and the veterans place an American Flag at my fathers grave site on Memorial Day. My father would be so happy to see that you and so many others have not forgotten him. That is why he loved Carteret. Again, I would like to thank Mayor Reiman and the Council, not only for this day but for bringing to life many of the dreams that my father had for Carteret, keeping his spirit alive by carrying forward some of the plan that he envisioned for Carteret and this road is certainly a perfect way to remember him. Thank you all for being here with us today and thank you dad for being the Pete Sica that we all loved. " 14 Committees: BUILDINGS AND GROUNDS - Councilmember Diaz spoke on behalf of Con1111ittee Chairperson Naples who is noted Absent. He said she reports Progress. FINANCE & ADMINISTRATION - Committee Chairperson Diaz reported under collection the 10th of August the tax bills were due. The last couple of weeks the Finance Department has issued Delinquent Notices to those who have missed the deadline and the sewer bills went out and are due on the 15th of September and we are continuing our Sewer Rebate Program for seniors. A resolution was approved this evening to that effect. Continued progress. FIRE & DOMESTIC PREPAREDNESS- Con1111ittee Chairperson Krum first commented and referred to the young men who volunteered at the Chrome Park Basketball Tournament. He also thanked Mr Repollet for a great job and J Rod for being a great player and coach. He went on to say that the Fire Department participated in a Domestic Preparedness Drill with Elizabeth and New York City Fire Departments on August 18th explaining it tested the ability of the Fire Departments to fight a ship board fire on a large ocean vessel. The drill was conducted on a container ship in a port in New York. He said the Fire Department also participated in National Night Out. Progress. PARKS, RECREATION & PUBLIC PROPERTY- Committee Chairperson Bellino reported tree cutting and removal are almost completed on Cmieret Avenue and we will be replanting, weather pemlitting. He said soccer registration is ongoing and the information is on the bulletin board at Banick Park. He went on to say that the last concert in the park is Friday night 7:00 to 9:00 P.M. with an Elvis impersonator and the last waterfront concert is Sunday from 7:00 to 9:00 P.M. with Via 52nd Street, a Billy Joel group. Progress. POLICE - Connllittee Chairperson Sitarz reported that we just voted for $100,000.00 for three (3) new Police Cars and including 15 AUGUST 21, 2008 ffi'1MITTEES AUGUST 21, 2008 COMMITTEES Cont: Resolution #08-207 "Closed Session" these we would have purchased in the last four (4) years fifteen (15) new Police Cars and have refurbished two (2) and expressed that we hoped to get another three (3) next year. Progress. PUBLIC WORKS - Committee Chairperson Colon reported the Mayor's office has sent out letters regarding the new residents parking permits for certain streets effected by the new ordinance restricting commuter parking. She explained that the residents near certain bus stops haven't been able to park in front of their own homes for years. This problem has now been resolved. The signs have been ordered and will be put up in the next few weeks. She explained that warning notices will be put on commuter cars informing them that effective 9/15/08 they should use the commuter lot or they will be fined and towed. She went on to say this evening they adopted Resolution #08-204 which is a Shared Service Agreement with Middlesex County to mill and repave certain streets in town. She said it should be noted that this will not be reconstruction but an overlay which should extend the life of the roads for an additional fifteen (15) years. BOARD OF EDUCATION- Councilmember Bellino spoke on behalf of Committee Chairperson Naples who is noted Absent. He reported school will be open September 4th. Progress. I ) Mayor then asked for a motion to go into Closed Session explaining that the meeting is nearly concluded and they have a few things to discuss regarding possible litigation and contract negotiations and said when they retum from Closed Session they mayor may not be taking action on additional resolutions. RESOLUTION #08-207 was introduced by the Mayor and referred to the Council for action. Upon MMS&C by Councilmembers Sitarz and Diaz RESOLUTION #08-207 "RESOLUTION TO GO INTO CLOSED SESSION" 16 was Adopted.
