RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES
CONTRACT FOR ENGINEEIUNG SERVICES WITH
T &M ASSOCIATES - NEW JERSEY ENVIRONMENTAL
INFRASTRUCTURE TRUST PROJECTS
SCOPE AND FEE ESTIMATE
\VHEREAS, the Borough of Carteret is in need of specialized engineering
services with regard to the New Jersey Environmental Infrastructure Trust
Projects Scope and Fee Estimate; and
.WHEREAS, the Borough's Consulting Engineers, T&M Associates, possess the
requisite skill and expertise to provide said services; and
\VHEREAS T &M Associates has submitted a nro 05a1 tn nrnv;rl", .,,,,;,.1
engineering services at a total cost not to exceed $285,000.00; and
\VHEREAS, the Mayor and Council have reviewed said proposal;
\VHEREAS, the Chief Financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough ofCarteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from T &M Associates for engineering services
related to the New Jersey Environmental Infrastructure Trust
Projects Scope and Fee Estimate at a total cost not to exceed
$285,000.00 at the rate set forth in T & M's existing contract with
the Borough is hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services
contract pursuant to N.J.S.A. 40A:1l-5(1)(a) in accordance with
the Borough's Pair and Open Process as authorized by law.

Dear Mayor Reiman:
As requested, we are pleased to submit this scope and fee estimate for professional services
associated with the following projects:
Roosevelt Avenue Pump Station Improvements
Capacity upgrades to the Roosevelt Avenue Pump Station including new sewage pumps,
VFDs, generator, and piping modifications to accommodate the larger pumps.
Turnpike Sanitary Sewer Crossin!!
Construction of a parallel interceptor sewer across the Turnpike and lining of the existing
interceptor which will remain as a backup pipeline.
Note that during January and February, T&M performed pre-design tasks as well as preliminary
design for each of the above projects as well as the Waterfront Park Water and Sewer Extension
project for submittal to the NJDEP and NJEIT prior to the March 2, 2009 deadline. Tasks that
were performed for the three projects included the following:
1. Pre-application Meeting
Attendance at the January 29, 2009 pre-application meeting with the NJDEP
representatives to present the proposed projects and review project eligibility.
2. Commitment Letters
Preparation and submission of pre-application and letters of commitment for the
projects along with project funding requests.
3. Loan Applications
Preparation and submission of formal Loan Applications under both the Drinking
Water and Clean Water programs.

4. Planning Documents
Three (3) environmental planning documents were required for the projects. A Level
I Planning Document was submitted for the Turnpike and Pump Station projects and
two Level II Documents were required and submitted for the Waterfront Park utility
service project.
5. SED Plans
Preparation of proposed SED Utilization Plans along with specification sections
related to SED Utilization and submission to the Office of Equal Opportunity.
6. Preliminary Design
Preliminary plans and specifications were prepared for the three above noted projects
and were submitted to the NJDEP and NJEIT. In addition, pennit applications were
prepared and filed as required for each of the projects.
A. DESIGN
In order to move forward with final design of the Roosevelt Avenue Pump Station
Improvements and the Turnpike Sanitary Sewer Crossing projects (the Waterfront Park
Sewer and Water project has been placed on hold at this time), we propose the following
scope of services:
1. Roosevelt Avenue Pumn Station Imnrovements
1.1 Perfonn a series of site visits to meet with the Borough and review
surcharging problems and observe pwnp station operation. Gather
information for the design including:
. Confirmation of high water mark elevation in wet well
. Additional daily flow data
. Circular flow charts
. Pwnp station plans to determine approximate volume of sewage stored
1.2 Review available flow infonnation including historical daily flows recorded
at the Roosevelt Avenue Pwnp Station, weekly flow charts from the pump
station, and the proposed Borough Redevelopment Plans to detennine
estimated future needs of the Borough.
1.3 Estimate total wet weather peak flow into the station. During periods of
intense rain, the existing pumps are unable to keep up with the flow entering
the station. This excess flow fills the pipes and structures in portions of the
surrounding sanitary sewer system which leads to system surcharging and
perfonnance problems. The stonn event from April 2007, where the

Borough's pumps were at capacity (9,600 gpm +/-) for approximately 36
hours, will be used in the estimation of peak wet weather incoming flows
and required additional pump capacity. The following is proposed:
a) Determine the high water mark elevation in the pump
station wet well resulting from April 2007 storm event.
This mark will be considered the maximum elevation of
sewage in the system and will enable an estimate of volume
of excess sewage stored in the system while the pumps
were at capacity.
b) Review capacity of the existing sewer pipes on Roosevelt
Avenue under head conditions to determine potential flow
rates surcharging the system.
c) . Using the available flow data and flow chart, graphically
estimate the incoming flow rates.
d) Estimate the additional pump capacity required at the pump
station to meet the incoming flow during extreme storm
events and the future total flow resulting from
redevelopment.
1.4 There are two potential limitations on the sizing of the pumps that will be
evaluated. First, the existing 27" force main is approximately 3 miles long
and is not intended to be replaced. Flow through the force main will be
limited by the maximum acceptable velocity this line can handle and an
assumed 200' TDR. Secondly, the available capacity of the downstream
gravity line at the discharge point in Woodbridge will impact the maximum
flow that can be pumped from the station. Depending on existing flow in the
downstream line, the sewer could be upgraded to provide sufficient size
trunk line, however that design, if necessary, is being the scope of this
project.
1.5 Once the above information has been obtained and reviewed, site visits have
been made, and the required pump capacity has been estimated, a design
concept will be developed to include selection of larger capacity sewage
pumps, review of available space, confinnation of force main and
downstream gravity sewer capacity, electric service, VPD and generator
upgrades, and detennine whether wet well or dry well modifications are
required. This proposal assumes the upgraded pumps will not require
expansion of either the dry or wet well. However, should final design show
modifications are required we will provide a revised scope and fee.
1.6 For the NJDEPINJEIT submittal, T&M completed layout and preliminary
design of replacement of the existing IS" trunkline on Roosevelt Avenue

from the Pump Station upstream to the point where Roosevelt Avenue bends
to the north. This proposal does not include any further design work related
to the trunk1ine replacement nor any further plans or specifications related to
the trunk1ine replacement, since the element of the design has been removed
form the project to reduce total project costs.
1.7 To prepare the pump station upgrade construction plans, it is proposed to
use the existing Schoor-DePalma plans, the previous T&M VFD drawings,
existing DPW building site plans, and existing Borough ai\rial. fo"
basemapping. The plans will depict the proposed pump replacement work,
and VFD, generator and electrical replacements or upgrades.
1.8 Electrical and HV AC tasks will include modifications of the electric service
due to the additional pumping capacity proposed. A site visit will be
conducted to collect existing data. Service size calculations and generator
size calculations will be perfonned, a one-line diagram will be prepared, and
plans will depict upgraded service equipment arrangement. PSE&G
coordination will be necessary. Once the pumping equipment has been
selected, electrical staff will proceed with VFD and Emergency Generator
selection and arrangement, feeder sizing and arrangements, and control
integration. With the larger pumps and motors, HV AC modifications will
be required. Tasks include ventilation calculations, heat calculations, and
duct and equipment arrangement.
1.9 Structural design services will be required to accommodate new HV AC
equipment and anticipated cuts in pump station roof and floors for new
ductwork due to larger motors. Structural design tasks include a site visit,
preparation of drawings, calculations, and details and preparation of
structural specifications.

end and proposal forms will also be prepared along with the plans.
2. Turnpike Sanitary Sewer Crossin!!:
2. I We will utilize the Borough aerial mapping for this project as a basemap.
The aerial basemap will be supplemented with additional ground survey on
both sides of the Turnpike where the proposed micro tunneling and receiving
pits will be located and where sewer realignment is required. A topographic
survey will be perfonned in an approximate 200' x 200' area in each of
these locations. One day of survey was perfonned during the initial phase
and one additional day is anticipated to complete the survey.

2.2 We will perform a series of site visits to identifY potential conflicts,
construction issues, and confirm where additional ground survey is required.
2.3 Review proposed plan with NJ Turnpike Authority, Consolidated Rail
Corporation, PSE&G Colonial Pipeline, and Fiber Optics line owner to
obtain design and appl'Oval requirements for the sanitary sewer occupancy
crossing their properties and facilities.
2.4 Coordination with utilities and agencies, which will include sending plans to
the .alieus ntiI;!;"" ;."., g"', !d"phull", wat",!, caolt>, electric, A I &I,
WiIliams- Transco Pipelines and any other utilities that may be present to
request location depths, sizes, and requirements on crossing of their utilities.
2.5 The pl'Oposed sanitary sewer will be constructed by microtunneling. A large
diameter casing will micl'Otunneled between Minue St. and Oak St for the
sanitary sewer. The plans will reflect a microtunneling and receiving pit on
each end. Traffic control and staging areas will be coordinated with the
BOl'Ough to minimize impacts in the area of construction.
2.6 The existing 24" sanitary sewer will be left in place as an emergency back-
up while all incoming flow will be re-directed to the proposed 30" sanitary
sewer via a diversion chamber. The existing 24" sanitary sewer will be
lined after all flows are redirected to the 30" sanitary sewer as part of this
project.
2.7 Contract specifications including technical specifications (CSI) format, front
end and proposal forms will be prepared and assembled.
B, GEOTECHNICAL INVESTIGATION
1. Roosevelt Avenue Pumn Station Imnrovements
One soil boring is proposed in the vicinity of the generator. Melick-Tully will be
requested to provide a soils report which will include recommendations for
dewatering and building foundation. Melick-Tully will coordinate with East Coast
Drilling during the soil boring work to obtain samples for evaluation and testing for
possible contamination. At this time, it is anticipated that the boring will be advanced
to approximately 25 feet below grade.
2. Turnnike Sanitary Sewer Crossin!!
It is proposed to advance one soil boring on either side of the Turnpike at the
approximate locations of the ends of the parallel trunk line. Melick-Tully again will

be requested to provide a soils report which includes recommendations for de-
watering, pipe foundation, and trench protection and additional recommendations as
required by proposed construction method. Melick-Tully will coordinate with East
Coast Drilling during the soil boring work to obtain samples for evaluation and
testing for possible contamination. At this time, it is anticipated that the borings will
be advanced to approximately 20 to 25 feet (approximately 10 feet below the
proposed pipeline invert).
C. PERMaTSANDLICENSES
1. Roosevelt Avenue Pump Station Improvements
The NJDEP Treatment Works Approval application and fee have been prepared
and submitted.
2, Turnpike Sanitary Sewer Crossin!!:
The following pennit applications and/or licenses are required:
· NJ Turnpike Authority - License to Cross
· NJDEP - Treatment Works Approval
· Consolidated Rail- Pipe Occupancy
· PSE&G - License Agreement
Preliminary pennit and license applications and required supporting documents and
fees have been prepared and submitted for the NJDEP and Conrail and will be
prepared for the other agencies.
rt is anticipated there will be follow up with the various agencies on the pennlt
applications and revisions as required.
D. EASEMENTS
1. Roosevelt Avenue Pump Station Imorovements
No easements are anticipated for this project.

2. Turnnike Sanitary Sewer Crossin!!
Easement maps and descriptions will be prepared for the PSE&G property to
encompass the existing and proposed sewers. It is anticipated 2 parcel maps will
be required. Once maps and descriptions are prepared, they will be sent to the
Borough and its Attorney.
E. FINANCIAL DOCUMENTATION
\V e will proyidc assistance to the CPO and BOllJ Cowl~",l ""ia!t:d to financlng of ihe
projects through the NJDEP EIT Program. This includes support with the required
Financial Addendum Fonus and revised application forms and Local Finance Board
Submission, as required.
Based on the above final design scope of services, we propose a fee of $21 0,000 to be added to
the initial $75,000 fee that was previously authorized for pre-design services for the submittal of
documents to the NJDEP and NJEIT in March 2, 2009. Fees will be billed monthly utilizing our
current billing rate schedule.
