6. APPROVAL OF CONTRACTUAL SERVICES AGREEMENT FOR THE
GRAPHIC DESIGN SERVICES OF THE CITY'S MONTHLY
NEWSLETTER, LYNWOOD `N PERSPECTIVE.
Comments:
To have the Board of Directors of Lynwood Information, Incorporated
review the information concerning the contractual services~for the graphic
layout and design of Lynwood `n Perspective.
Recommendation:
Staff respectfully requests that the Lynwood City Council receive and file
the information concerning the contractual services for the graphic layout
and design of Lynwood `n Perspective.
7. APPROVAL OF THE WARRANT REGISTER
Comments:
City of Lynwood warrant register dated January 21; 2003 for FY 2002-
2003. -
Recommendation:
Staff. recommends for the Lynwood Information Inc. members to approve
the warrant register.

The Lynwood Information, Inc. of the City of Lynwood met in a Regular Meeting in the
Council Chambers, 11330 Bullis Road on the above date at 6:56 p.m.
Chairman Pedroza presiding.
Directors Byrd; Reyes, Richards, Rodriguez and Pedroza answered the joint roll call'for
all agencies.
Also present were City Manager Gonzales, Interim City Attorney Montgomery, City
Clerk Hooper and City Treasurer Pygatt.
City Clerk Hooper announced that the agenda had been posted in accordance with the
Brown Act.

Approval of Printing Contract for City Newsletter
To have the Lynwood Information Incorporated receive and file this item.
Discussion:
The City has published Lynwood `n Perspective since February 1993. This is the l Ocn
Anniversary of the City of Lynwood's national award winning community newsletter,
Lynwood `n Perspective. Lynwood `n Perspective has become both an international,
national and local award-winning newsletter.
In 2002, the City of Lynwood was recognized by 3CMA (City, County and Marketing
Association) with a first place Savvy Award for most outstanding city newsletter
publication of cities with a population of 65,650 to 86,000.
Ire 1995, the city received the Award of Merit from City Hall Communications; and, in
1996 and 1997 the City of Lynwood received the Excellence In Communications Award
from the California Association of Public Information Officials (CAPIO).
Lynwood `n Perspective continues to provide pertinent information of interest to the
public, including city services, programs, policies, codes, special announcements and
events for the entire community. It is a two- color, six-page, bilingual monthly
publication, mailed to 14,600 households in Lynwood. A total of 16,000 copies are
printed.
Analysis:
Utilizing an informal bid, staff has obtained price quotes from the followingprinters
based on 12 issues of Lynwood `n Perspective:

Each printer submitted price quotes for the cost of printing 12 issues of Lynwood `n
Perspective. The City sent the exact Request for Proposal to each of these printers. In this
case, Mybar Printing, Inc. has submitted the lowest bid.
Mybar Printing, Inc. has printed the Lynwood `n Perspective newsletter and provided
quality, professional service for the two years. Mybar Printing, Inc., based on the quotes
indicated above, remains the lowest bidder: Mybar Printing, Inc. not only continues to
provide quality service, but in a very quick turnaround.

Purpose:
To have the Lynwood Information Incorporated receive and file this item.
Discussion:

citizens of Lynwood, including city services, programs, policies, codes, special
announcements and current events for the entire community. .
In 1998, Lynwood `n Perspective became an English/Spanish publication, and in 1999 it
was expanded from four to six pages.
Since October 1993, the City has utilized the contractual services of Brenda J. Peterson &
Associates to provide graphic design services for Lynwood `n Perspective. As
demonstrated by-the recent Savvy Award and other recognition over the years, the level
of graphic design service remains excellent.
Amalysis:
The monthly production of Lynwood `n Perspective requires a speedy turnaround.
Identifying a graphic design specialist willing to produce high caliber work at a
reasonable cost and within a speedy turnaround is difficult. As well, bidding for these
services-does not guarantee that the lowest bidder-will produce work that is comparable
to the caliber of the City's existing graphic design service for the newsletter. Staff is ,
pleased with the level of service, professional character and accessibility of the graphic
designer the City has contracted with for several ,years; therefore no bid quotes were
requested.
Brenda J. Peterson & Associates is a skilled expert and has done graphic design work for
the cities of Chino, Cerritos, Compton, Lakewood, Lawndale, Hermosa Beach and .
Huntington Beach (see attached list of client references).
Brenda J. Peterson & Associates submitted a proposal to layout and design 12 issues of
Lynwood `n Perspective at a cost of $13,980.00.
