Box 607 Greencastle, Indiana 46135 Greencastle Common Council Regular Session Minutes Tuesday, March 9, 2004 7:00 PM City Hall I. Call to Order; Roll Call A. Mayor Michael called the meeting to order at 7:00 PM. On the roll call all councilmen were found to be present: Council President Tom Roach, Councilor Mark Hammer, Councilor Bob Sedlack, Councilor John Lanie and Councilor Russ Evans. It was noted that Laurie Robertson - Hardwick was present. II. Public Petitions and Comments A. There were no public petitions or comments. ® III. Department Reports A. Cemetery — Randy Robinson 1. Report attached 2. A bid for a dumpster was accepted B. City Engineer — Glen Morrow 1. Report attached C. Fire Department —Bill Newgent 1. Report attached D. Park & Recreation — Rod Weinschenk 1. Report attached 2. Rod Weinschenk shared that on March 30, 2004 at 7:00 P.M. at Tzouanakis School a "Celebrate the 4` meeting will be held and is open to all. This will be the second meeting. E. Planner — Lisa VonTress 1. Lisa VonTress shared that she has been working on a list of properties and abandoned vehicle issues. Lisa VonTress reminded everyone about the breakfast meeting on March 18, 2004 at 7:00 A. M. F. Police Department — Tom Sutherlin 1. Report attached. 2. Councilor Bob Sedlack asked Chief Sutherlin for information on taser guns. Chief Sutherlin said that he would be glad to include taser information in his next report to the Council. 3. Councilor Evans shared citizen concerns about people speeding on Martinsville Street. G. Street Department 1. Mayor Michael noted that there was no report and that Paul Wilson would be the new Street Commissioner. 2. Mayor Michael also noted that "potholes" were being filled as efficiently as possible. 3. Mayor Michael also responded to Councilor concerns about repainting the lane lines on Indianapolis Road. Mayor Michael stated that this would be completed by the contractor at no additional cost to the city as soon as weather permitted. H. Wastewater Department — Mike Neese 1. Report attached 2. Mike Neese noted that IDEM recently came out to the plant for an inspection. Mike Neese praised his staff for their performance ® during this inspection. Mike Neese stated that he was especially proud, because he was not present during the inspection, as it was his day off. I. Water Works — Terry Dale 1. Report attached. 2. Terry Dale stated that his staff was doing well and that the well field project was moving along. J. Attorney— Laurie Robertson Hardwick 1. Laurie Robertson Hardwick reported that she would soon be responding to the lawsuit filed against the City of Greencastle by Larry Wilson. K. Clerk- Treasurer — Teresa Glenn 1. Teresa Glenn stated that the Annual Report is still being prepared and that the delay has been brought to the attention of the State Board of Accounts. 2. Teresa Glenn reported that she had received a memorandum from the Putnam County Auditor stating that there was a "glitch" in the computer system that would further delay disbursement checks. L. Mayor —Nancy Michael S 1. Mayor Michael reported that the City of Greencastle is hosting the Chamber of Commerce luncheon at City Hall on March 16, 2004. 2. Mayor Michael reported that Lt. Governor Davis is speaking at Kiwanis /Rotary on March 17, 2004. 3. Mayor Michael stated that March 16 -18, 2004 is Ag Week. IV. Approval of Minutes A. Regular Session — February 10, 2004 1. Councilor Sedlack made a motion to approve minutes with names to be included on votes and that wording in Section V, Part D in reference to Ordinance No. 2004 -4 be changed to read "due to best use of property and effect on adjacent property value;" with these corrections noted, Councilor Hammer seconded the motion and the motion approved unanimously. V. General Business A. Approval of City Claims 1. Councilor Hammer moved, Councilor Lanie seconded, unanimous approval. B. Ordinance No. 2004 -5, An Ordinance amending Ordinance No. 1995- • 4, An Ordinance establishing a Tree Board and Regulating Trees along the public right -of -ways, First Reading. 1. Councilor Roach moved to waive the full reading of the ordinance. Councilor Hammer seconded the motion and the motion passed unanimously. City Attorney Robertson Hardwick shared that there had been grammatical and code number changes to the document, but no substantial language changes. Councilor Sedlack requested that future changes be made in bold type for easier reading. Discussion occurred on the ordinance. Councilor Roach moved to table the ordinance. Councilor Sedlack seconded and the motion was unanimously approved. C. Ordinance No. 2004 -3 An Ordinance Amending the City of Greencastle Code by Amending Section 2 -197 Purchasing Procedure, Second Reading 1. Councilor Hammer made a motion to approve the ordinance. Councilor Evans seconded the motion and the motion was unanimously approved. Mayor Michael read the ordinance by Title only. D. Discussion of Walnut Street Parking Lot — Mayor Michael requested that the Council listen to some of the ideas that had been shared with her regarding the parking lot, as well as offer any of their ideas. Discussion took place on whether to rent spaces or make it short 40 term parking for downtown business customers, or a combination of the two. Mayor Michael also requested the Council to consider ® what might occur with the Columbia Street Parking Lot bids. E. School Board Appointment — Mayor Michael and the Council requested that that individuals interested in the School Board Member appointment, effective July 1, 2004, submit a letter of intent, a resume and references to City Hall before 4:00 P.M. on April 12, 2004. Mayor Michael and the Council agreed that interviews would occur later in April and approval of an appointment to occur in May. VI. Adjournment A.
