PLANNING BOARD OF THE TOWN OF GULF STREAM, FLORIDA ON JANUARY 28, 1998,
AT 8:30 A.M., IN THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA.
I. Call to Order. Chairman Wilson called the meeting to order
at 9:30 A.M.

III. Minutes of the Regular Meeting and Public Hearing of 12-17-1997.
Mr. Kent moved that the minutes be approved as circulated and the
motion was seconded by Mrs. Anderson with all voting in the affirmative
at roll call.
IV. Additions, withdrawals, deferrals, arrangement of agenda items.
Town Manager Garrison requested to add as Item VII.B., Discussion
regarding window muntins. There were no objections.
V.

Chairman Wilson called attention to the above meeting dates and advised
that he may not be available for the March meeting but that he would
advise the Town Clerk. He then asked if these were agreeable with the
other members and they indicated they were agreeable.
Town Manager Garrison advised there will be an application for an AlA
Vegetative Disturbance Permit and possibly one other for the February
meeting.

VI. PUBLIC HEARING.
A. Applications for Development Approval
The Town Clerk administered the Oath to Gordon Hamm. There were no ex -
parte communications or site visits disclosed by the members of the
Board for the Grissom application.
1. An application submitted by Gordon Hamm as agent for David
Grissom, the owner of the property located at 1535
N. Ocean Blvd., Gulf Stream, Florida, which is legally
described as the South 1/2 Lot 1, Section 10, Township 46
South, Range 43 East.
Gordon Hamm, Agent for Mr. & Mrs. Grissom, advised that there are 3
mature trees in front of this property, on the AlA Right -of way, that
they had planned to ask permission to remove. However, he further
advised that since speaking with the Town Manager and the owners, they
had decided to save two of them and are asking to remove the larger
Ficus tree. Mr. Hamm said that the Ficus had been trimmed on one side by
FP&L as it was encroaching into the wires, and that due to the location
of the tree, future trimming to clear the utility wires would also be
necessary. He pointed out that this is not only an unsightly tree but
could also become unsafe. Mr. Hamm stated that if it is removed, the
owner would plant a specimen Gumbo Limbo tree over 15' tall, and perhaps
plant two of them if they could not find one as large as they wanted.
Mr. Hamm circulated photos of the trees in question and advised that the
Seagrape trees would be trimmed and additional Seagrape trees added to
supplement the remaining Black Olive and Mastic tree. Mr. Hamm further
stated that a 4' high green chain link fence would be installed inside
the property line and ficus plants of at least 5' high would be planted
on both sides of the fence with Ixora plants in front of the hedge and
Liriope in front of the Ixora, all of which are salt tolerant.
Town Manager Garrison advised that the original Site Plan Approval for
this project had included a landscape plan but the owner has been
reconsidering the design. With the AIA Landscaping Project in the
planning stage, Mrs. Garrison was pleased to have the opportunity to
coordinate the proposed change to enhance the AlA corridor. She added
that this revised plan is better than the original, as the previous plan
envisioned removal of a substantial Seagrape tree to accommodate the
driveway while the current plan preserves the Seagrape tree by
relocating the driveway.
The Town Manager recommended that the land clearing permit to remove the
Ficus tree at the front of the property be approved provided that the
Ficus tree be replaced with a specimen tree that will be placed in the

front southern portion of the property outside of the DOT clear zone and
in a location which avoids the overhead utility lines; and provided that
the two Seagrape trees, one Black Olive, and one Mastic tree at the
front of the property are preserved and will be pruned and properly
treated according to accepted professional standards to maximize their
survival and aesthetic potential, and will be replaced with like
materials in the event they do not survive. She further recommended
approval of the AlA Vegetative Disturbance Permit based on a finding the
application meets all applicable code requirements, and will be
consistent with the AIA landscape project, provided the owner shall
assume perpetual responsibility for irrigation, maintenance and
replacement of landscape materials planted in the right-of-way.
a. LAND CLEARING PERMIT -To permit the removal of certain
existing vegetation.
Mr. O'Neal moved the approval of the Land Clearing Permit to remove the
Ficus tree at the front of the property subject to the following
conditions: 1) Upon removal, the Ficus tree will be replaced with the
specimen tree to be planted in the front southern portion of the
property outside of the DOT clear zone, in a location which avoids the
overhead utility lines. 2) The two Seagrape trees, one Black Olive, and
one Mastic tree at the font of the property are to be preserved, pruned
and properly treated according to accepted professional standards to
maximize their survival and aesthetic potential, and in the event they
do not survive, these trees shall be replaced with like materials. The
motion was seconded by Mrs. Anderson. Roll Call: Mrs. Anderson; AYE,
Mr. Kent; AYE, Mr. O'Neal; AYE, Mrs. Winston; AYE, and Chairman Wilson.
b. AlA VEGETATIVE DISTURBANCE PERMIT -To permit the re-
planting of native vegetation within the North Ocean
Boulevard Overlay District.
Mrs. Anderson moved to approve the AlA Vegetative Disturbance Permit as
requested, based on a finding that the application meets all applicable
code requirements, and will be consistent with the AlA landscape
project, subject to the owner assuming perpetual responsibility for
irrigation, maintenance and replacement of landscape materials planted
in the right-of-way. The motion was seconded by Mr. O'Neal. Roll Call:
Mrs. Anderson; AYE, Mr. Kent; AYE, Mr. O'Neal; AYE, Mrs. Winston; AYE,
1' and Chairman Wilson; AYE.
VII.
A. Construction in Progress in Fourth Quarter 1997.
The report revealed there to be $10, 305,766 worth of construction
during this period.
B. Discussion of Windows/Muntins.
Town Manager Garrison stated that inasmuch as she was not present for
any discussion with regard to windows when the Design Manual was
prepared, she would appreciate having some background with regard to

what is acceptable as a glass divider. Mrs. Garrison noted that large
expanses of undivided glass are not acceptable under the provisions of
the Manual. She advised that in making inspections prior to issuance of
Certificates of Occupancy, she has observed thin strips being glued to
the glass on both sides and in some instances, on one side, as well as
thin strips being attached with a double faced tape or fastener in order
to divide the glass. The Town Manager circulated photos to illustrate
this, adding that there is also a clip -in muntin and dimensional wooden
muntins that can be glued to the glass.She asked if these methods were
intended to be acceptable when the Manual was written.
Mr. Kent advised that the design of some windows require thinner strips
in order to allow the window to open.
Mr. O'Neal commented that it appears the Town is at the mercy of the
window manufacturers.
Chairman Wilson reported that he had looked at some of these
installations and found that it is difficult to tell the difference
between the strips and the dimentional muntins from a distance. He
added that what concerns him is that the strips could be easily removed
after the C.O. was issued.
After discussion it was agreed that if the muntins were to be removed,
it would be an enforcement issue and would be handled as a violation of
the plan approval. Town Manager Garrison believed that in most
instances all that would be needed would be notification to the property
owner advising that there is a violation and it would be corrected.
The members of the Board agreed that the adhesive muntins would be
acceptable but they must be placed on the outside of the glass, with an
inside installation being desireable, but optional.
VIII. Items by Board Members.
Mrs. Winston requested that those persons who appear before the
Board use compass points when referring to drawings rather than the
reference being either left or right. Town Manager Garrison said she
would relay this request to the applicants.
IX. Public.
There was no comment from the public.

X. Adjournment.
Chairman Wilson adjourned the meeting at 9:04 A.M. on a motion to
do so made by Mr. O'Neal that was seconded by Mr. Kent with all voting
in the affirmative.
