ARCHITECTURAL REVIEW AND PLANNING BOARD OF THE TOWN OF GULF STREAM,
FLORIDA ON FEBRUARY 25, 1998, AT 8:30 A.M., IN THE TOWN HALL, 100 SEA
ROAD, GULF STREAM, FLORIDA.
AGENDA
I. Call to Order. Chairman Wilson called the meeting to order at
8:30 A.M.

III. Minutes of the Regular Meeting of January 28, 1998. Mr. Kent
moved and Mrs. Anderson seconded that the minutes be approved as
circulated. Roll Call: Mrs. Anderson; AYE, Mr. Kent; AYE, Mr.
Hornberger; AYE, Mrs. Winston; AYE, and Chairman Wilson; AYE.
IV. Additions. withdrawals, deferrals. arrangement of agenda items.
There were no changes in the agenda.

Chairman Wilson called attention to the above meeting dates and asked if
these were agreeable. There were no conflicts expressed.
VI. PUBLIC HEARING.
A. Applications for Development Approval
The Town Clerk administered the Oath to Mark Marsh and Donald Skowron.
There were no ex -parte communications disclosed by the members of the
Board.

1. An application submitted by Mark Marsh as agent for Mr.
and Mrs. Carl Smith, the owner of the property located at
1919 N. Ocean Blvd., Gulf Stream, Florida, which is
legally described as Lot 1, William Evans Subdivision.
a. AlA VEGETATIVE DISTURBANCE PERMIT -To permit the
placement of two simple entry columns and landscape
materials within the 50 foot North Ocean Blvd.
Corridor for a 2 -story residence under construction.
Mark Marsh displayed a site plan of the property and explained that the
owners are seeking a permit to construct two entry columns that would
measure 21x21x8' and be finished with the same texture and color of the
home that is under construction. He advised that there will be no gate
or wall, only landscape material on each side of the opening. He then
introduced Donald Skowron, the landscape architect.
Mr. Skowron pointed out that landscaping for AIA frontage is a very
simple but elegant design incorporating existing Banyan and Gumbo Limbo
trees along with Ligustrum trees that will be under planted with a layer
of Ficus hedge and a layer of Liriope in the front. He advised that
this will connect with the landscaping in front of the adjacent property
which is very similar in both the type of material and design.
Town Manager Garrison advised that she has been meeting with the owners
of the various homes under construction along AlA in an effort to
coordinate their proposed landscaping with the AlA landscape project.
She further advised that the plan that is being presented for the Smith
property does conform to what is planned for AlA in that area. She
pointed out that the owner has taken great measures to preserve and
relocate a number of Seagrape trees on other portions of the property.
Mrs. Garrison noted that the proposed columns are simple in design and
consistent with the home under construction and Design Manual provisions
for the Beach Front District. Town Manager Garrison recommended the
approval of the AlA Vegetative Disturbance Permit based on a finding
that the application meets all applicable code requirements, and will be
consistent with the AlA landscape project, subject to the owner assuming
perpetual responsibility for irrigation, maintenance and replacement of
landscape materials planted in the right-of-way.
Mr. Kent noted there is an existing straight line of Ficus hedge and
asked if that is to be removed and replaced with a contoured line of
Ficus. Mr. Skowron advised that Mr. Kent is correct. Mr. Kent then
inquired if irrigation is being installed and Mr. Skowron assured that
the irrigation system is included in the proposed plan.
Mr. Kent moved to approve the AlA Vegetation Permit, based on a finding
that the application meets all applicable code requirements, and will be

consistent with the AlA landscape project subject to the owner assuming
perpetual responsibility for irrigation, maintenance and replacement of
landscape materials planted in the right-of-way. The motion was
seconded by Mrs. Winston. Roll Call: Mrs. Anderson; AYE, Mr. Kent;
AYE, Mr. Hornberger; AYE, Mrs. Winston; AYE, and Chairman Wilson; AYE.
VII. Items by Staff.
A. Status of the AlA Historic Landscape Project.
Town Manager Garrison reported that the final plans for the project have
been approved and the Town Commission has authorized the Town Manager to
request bids for the installation. She advised that there may be a few
changes due to future conversations with late arriving residents and
minor adjustments that may be required from DOT. In closing, the Town
Manager stated that the plans for the entire project are available if
anyone is interested in reviewing them.

X. Adjournment. Chairman Wilson adjourned the meeting at 8:45 A.M.
following a motion made by Mrs. Anderson that was seconded by Mr.
Kent with all voting in the affirmative.
