RE: FY19 Planning Department Budget
The Planning Department consists of two full-time and one part-time position who provide regulatory
support to the Planning Board and Zoning Board of Appeals. The Department also assists with long range
planning initiatives, including: strategic vision planning; developing zoning bylaw amendments; water
resource management plan implementation; and overseeing the Town’s Affordable Housing program.
The Department has been successful in securing grants to support these planning initiatives. The
Department further provides assistance and information to the general public as needed and upon
request.
In 2017, the Planning Department supported the Planning Board with (7) ANR Applications; (8) Special
Permits; (3) Covenant Releases; (8) Site Plan Reviews; (1) Site Plan Review Waiver; (10) Staff Review
meetings, and (1) Tree Removal Hearing. The Department also supported (18) cases before the Zoning
Board of Appeals, including (1) Comprehensive Permit (40B) application. In addition to these permitting
projects, the Department welcomed over 600 walk-in inquiries, and nearly 1,200 email and telephone
requests for information. The development of zoning bylaws to address Recreational Marijuana
Establishments have required additional technical demands to the Department.
To meet the growing complexity of responsibilities requested of the department, I would like an
opportunity to re-organize the essential functions of the Planning Department personnel to include the
following;
Merging most of the essential functions of the part-time Senior Department Assistant with the
Full Time Senior Department Assistant.
Reducing the hours of the part-time Senior Department Assistant to 10 hours per week, and
revising the job description to include; general administrative support, document archival, and
preparation of ZBA meeting minutes.
This re-structuring proposes a step and grade increase for the full-time Senior Department Assistant
commensurate with the additional responsibilities of the position.
