RESOLUTION NO.
A RESOLUTION OF INTENT TO ORGANIZE
COLLECTION OF SOLID WASTE PURSUANT TO
MINN. STAT. §115A.94.
WHEREAS, the City of Medina has an organized collection system by which
the City contracts with individual haulers to provide solid waste collection services
within defined geographic areas; and,
WHEREAS, the City adopted its organized collection system prior to the
enactment of Section 115A.94 of Minnesota Statutes, which prescribes certain
procedures to be followed in organizing solid waste collection; and
WHEREAS, the City desires to bring itself within the protection of Section
115A.94; and
WHEREAS, the City wishes to re-examine the effectiveness of its present
solid waste collection system in meeting the present goals of the City, including,
but not limited to, providing efficient, cost-effective, environmentally sound solid
waste collection with minimal disruption of established markets; and
WHEREAS, after due notice, the City Council held a hearing at which all
interested persons were provided an opportunity to be heard on the issue.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the
City of Medina:
1. The City intends to study the issue of organizing solid waste collection in
Medina.
2. All interested persons, including but not limited to persons licensed to
operate solid waste collection services in the City, are invited to participate
in planning and establishing the proposed organized collection system.
3. The City staff is directed to initiate the 90-day planning period required by
Section 115A.94 and to invite and employ the assistance of persons licensed
to operate solid waste collection services as of the date of this resolution in
developing plan(s) or proposal(s) for organized collection.
