CALL TO ORDER: 1 CITY OF TEMPLE CITY CITY COUNCIL MINUTES MARCH 23, 1981 Mayor Atkins called the Special Meeting of the City Council to order at 7:03 p.m. on Monday, March 23, 1981, in the Council Chamber of the City Hall. 2. The Pledge of Allegiance to the Flag was led by Mayor Atkins. 3. ROLL CALL: Present: Councilmen- Dennis, Gillanders, Merritt, Atkins Absent: Councilmen - Tyrell Also Present: City Manager Koski, City Attorney Martin, Assistant City Manager Kimbrough, and Julie Estrada, Temple City Times Councilman Tyrell arrived prior to consideration of the agenda items. 4. UNFINISHED BUSINESS: A. PUBLIC HEARING: ORDINANCE NO. 81 -503 EXTENDING INTERIM ORDINANCE NO. 80 -498 City Manager Koski stated that pursuant to a request from Supervisor Schabarum that a moratorium be placed on all billboard construction, City Council, at their regular meeting held December 2, 1980, adopted an urgency ordinance prohibiting the construction, erection or placement of any sign structure for an outdoor advertising sign in the City of Temple City. The purpose of the Moratorium was to permit the Supreme Court to act.on the case of metromedia v. San Diego which, if upheld, would permit the City to ban all billboards, but which, if reversed, would require us to allow them in some zones. To date the Supreme Court has not yet acted and the urgency ordinance expires April 1, 1981. Notice of public hearing has been published pursuant to Government Code Section 65858. Mayor Atkins declared the public hearing open and invited anyone wishing to speak to come forward, No one came forward. Councilman Merritt moved to close the public hearing, seconded by Councilman Gillanders and carried. Councilman Dennis moved to introduce Ordinance No. 81 -503 AN ORDINANCE OF THE CITY OF TEMPLE CITY EXTENDING INTERIM ORDINANCE NO, 80 -498 by title only, waive further reading and adopt, seconded by Councilman Merritt and carried. NEW BUSINESS: A. City Manager Koski stated that he had included in the Friday packet a memo regarding the planting of 18 carrotwood trees on the south side of Longden Avenue between Rosemead Boulevard and Burton Avenue, Councilman Gillanders moved to approve the planting of 18 carrotwood trees within the right -of -way on the south side of Longden Avenue between Rosemead Boulevard and Burton Avenue, seconded by Councilman Merritt and carried. Council Minutes, March 23, 1981 Page 2 6 COMMUNICATIONS: A. City Manager Koski directed Council's attention to the communications from JPIA showing a $24,025 premium refund. 7. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward. 8. MATTERS FROM CITY OFFICIALS: None. 9, ADJOURNMENT: On motion by Councilman Tyrell, seconded by Councilman Dennis, meeting adjourned at 7:10 porno to a Study Session with Commission for the purpose of discussing FY 1981-82 budget.
