COUNCIL MINUTES
December 8, 1981
November 24, 1981
The Council of Bal Harbour Village met Tuesday, December 8, 1981 at 9:30 A.M.
in the Village Hall.
Present: Miss Gray and Messrs. Beatty, Printup, Sherman and Taplin
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, village
Clerk; and Alan S. Gold, Village Attorney. 14,
On motion of Mr. Beatty, seconded by Miss Gray and voted the minutes of
November 24, 1981 were approved as submitted.
Mr. Maley reported that proposed Ordinance 235, regarding council redistrict-
ing, has been advertized for final reading at this meeting. Mayor Printup asked
for any comments on the ordinance. As there were no comments from those present,
Mr. Gold read the ordinance by title. On motion of Mr. Beatty, seconded by Mr.
Sherman and voted
Ordinance No. 235
was adopted.

Mr. Printup said that he, Mr. Maley and Mr. Sherman attended the final
hearing on the Great Lakes Dredge and Dock suit last Friday. It was the opinion
of those who attended that our attorneys had done an outstanding job. It is
anticipated that a final ruling will be made in a week.
Mr. Pedro Martinez, the electrical engineer for the Collins Avenue street
lighting project, presented sketches from Mr. Howard Brandston, lighting de-
siner, Mr. Martinez explained the new bracket arm and street lighting fixture.
Also illustrated was a second fixture 10' above the sidewalk which will provide
the pedestrain lighting. Mr. Maley said the engineers would have the final plans
ready in January for bidding. The job is estimated at approximately $350,000.
It was moved by Mr. Taplin, seconded by Mr. Sherman and voted that plans be
finalized and put out for bids to be awarded at the February meeting.
Mr. Printup explained that the Florida League of Cities is spearheading
a drive to levy an additional 1c state sales tax to be used for property tax
relief and localgovernment assistance. Mr. Maley said several different Bills
have been prefiled pertaining to an increase in sales tax. It was moved by Mr.
Beatty, seconded by Miss Gray and voted to pass a Resolution supporting the
League's position.
Mr. Gerry Gutenstein of the Sheraton Bal Harbour and Mr. Gary Cook of Sky
Show Productions appeared to request permission to operate a parasail operation
December 8, 1981
at the Sheraton. Mr. Cook explained his operation and reported that he carries
$300,000 Liability Insurance. Mr. Gold said he was concerned about a possible
violation of our ordinance restricting motor boats near the shore line. It was
moved by Mr. Beatty, seconded by Mr. Taplin and voted that subject to the
approval of the Village Manager and Village Attorney on Sky Show Productions
liability and the indemnification of Bal Harbour, that he be allowed to
operate on January 12, 1982 only during the Sheraton Hotels' Sales Meeting.
Mr. Maley said he contacted Dade County to sift the beach from the
water line to the dune to pick up rocks.
Mr. Gutenstein outlined the Tourism Department's schedule of events for
the holidays, including pony rides, Santa, caroling, kite flying and a water
show.
Mr. Maley was excused from the meeting and the council on motion of Miss
Gray, seconded by Mr. Taplin and voted was awarded a $1,000 Christmas bonus
as he does not share in the Employees Christmas Fund.
On motion of Mr. Beatty, seconded by Mr. Sherman the meeting was ad-
journed at 11:00 A.M.

COUNCIL MINUTES
January 19, 1982
The Council of Bal Harbour Village met in special session, Tuesday,
January 19, 1982, in the Village Hall to consider several pending items.
Present:
Miss Gray and Messrs. Beatty, Printup, Sherman and Taplin
Also present were Fred W. Maley, Village Manager, and Mary T. Wetterer,
Village Clerk.
Mr. Maley reported that we have received the permit from the Florida
Department of Transportation to construct the bus pull-out bay, as shown on
the plan presented to the council, and that the job will be put out for bids
this Thursday. The contract provides that the bidder will have thirty days to
complete the work. He said that the Sheraton is having Edward D. Stone and
Associates draw plans for landscaping and a possible wall between the bay and
their property.
Mr. Maley told the council that he has not had any word from Dade County
regarding the restriping of Collins Avenue to channelize traffic in the vi-
cinity of the Sheraton, and is still concerned about the traffic flow with
the new striping. After discussion it was the council's opinion that Mr.
Maley should contact Dade County and ask them to delay work until the bus
bay is constructed.
