HomeMy Public PortalAbout10/12/2000 * Special MeetingMINUTES OF THE SPECIAL MEETING AND PUBLIC HEARING HELD BY THE ARCHITECTURAL REVIEW AND PLANNING BOARD OF THE TOWN OF GULF STREAM, FLORIDA ON THURSDAY, OCTOBER 12, 2000, AT 6:00 P.M., IN THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order. Chairman Wheeler called the meeting to order at 6:00 P.M. II. Roll Call. Present and Chris Wheeler Chairman Participating: Hewlett Kent Vice Chairman Muriel Anderson Board Member Cynthia Neeves Alternate Member Perry O'Neal Board Member Absent with Notice: Douglas Hornberger Board Member Also Present and Kristin Garrison Town Manager Participating Rita Taylor Town Clerk Charles Frankel Alternate Member Tim Diamond Agent -Delray Oce. Est. Shane Ames Architect -Delray Ocean Estates III. ITEMS RELATED TO PREVIOUS APPROVALS CONTINUED FROM SEPT. 28, 2000. Chairman Wheeler asked that all persons who intended to speak please stand to take the Oath. The Town Clerk administered the Oath to Tim Diamond. With reference to ex -parte communications, both Chairman Wheeler and Mrs. Neeves advised that they had visited the site and had spoken to staff, and Mr. Kent stated he had spoken to staff also. A. Diamond Elevation Revisions -600 Wrightway Mr. Diamond displayed amended drawings that addressed some of the concerns of the Board that were voiced at the Public Hearing held on September 28, 2000. He explained that his architect will be arriving soon with a color rendering of the front elevation. Mr. Diamond pointed out that the second story eave height was originally 24'6" and it has now been lowered to 24'. He further pointed out that by lowering the first story eave a few inches and making the corrections in the measurement of the height of the first story eave, it has be lowered to 11'6". In addition, the front deck has been lowered from 14' to 12'6". Mr. Diamond stated that by lowering the first story eave height, the storage space over the garage was reduced. To compensate for this, the roof height over the garages and master bathroom have been raised to 19'5" and the windows on the second floor above the garages and bathroom have been reduced in size. He explained that with these adjustments, the space over the garage doors has been narrowed. Mr. Shane Ames arrived and the color rendering was displayed showing a white flat tile roof, and vanilla as the principal color with dark green shutters. He observed that the structure now has only 1 discouraged element and the second floor eave height is only 18" over the preferred height with the overall roof height in the preferred range. �l Mrs. Anderson noted that the changes have softened the structure and it is a better design. Mr. O'Neal also observed that a better design has resulted. He stated that other homes on this street are large, approximately the same size, and since there are no homes on the other side of the street, he would be in favor of recommending approval. He especially liked the garage doors with the panels. Mrs. Neeves advised that Mr. Diamond had done what was asked of him. She personally believed that the roof is now more massive. Mr. Kent observed that this exercise has proven that design differences can be worked out and added that this design is a tremendous improvement. Mr. Frankel agreed with all of the comments that were made. Mrs. Anderson moved and Mr. Kent seconded to recommend that the design presented with the discouraged 24' second story eave height be approved with the condition that it be sent back to the Town Commission for approval. Roll Call: Mrs. Anderson; AYE, Mr. Kent; AYE, Mrs. Neeves; AYE, Mr. O'Neal; AYE and Chairman Wheeler; AYE. Mr. O'Neal wanted to make certain that the matter of considering a Code change in regard to the maximum height of the first story is going forward. After considerable discussion, the Board reaffirmed its motion made on September 28th to recommend that the Town Commission declare Zoning in Progress while a study is conducted in all zoning districts, except the Beachfront, with regard to setting the maximum first story eave height on two-story structures at 11' in the preferred range, with anything above that being discouraged. It was agreed that if the structure was set back a greater distance than the required front setback, consideration could be given to a higher first story eave height. The Town Manager, to clarify the direction, understood that the Board is recommending that the maximum height of the first story eave on two- story structures be reduced from 12' to 11' in the preferred range, with anything above 11' to be considered discouraged. She further understood Architectural Review & Planning Board Special Meeting & Public Hearing Continued from September 28, 2000 page 3 that a study with regard to this is recommended for all zoning districts except the Beachfront District with zoning in progress to be declared until such time as the Code is amended. She explained that the final decision will rest with the Town Commission, but that she will forward the recommendation. C' All members of the Board agreed that this is the direction. IV. Adjournment. Chairman Wheeler adjourned the meeting at 6:40 P.M.
