City Manager BY ,Johonna Howard, Public Relations Officer ' SUBJECT: TV .Broadcast fndecency Measures To Protect Children PURPOSE: - . To inform the Board of Directors of Lynwood Information Incorporated of the. measures being taken to protect children from the indecency of television broadcasting. ` BACKGROUND: The recent occurrence of indecent .acts displayed on national television, . has prompted widespread criticism of both network and cable television. programming. The Federal Communications Commission. (FCC) has taken the lead and called upon both the television industry and Congress to take measures to curtail .indecent-broadcasting. ANALYSIS: The FCC has vowed to aggressively pursue the elimination of indecent programming on television. It is proposing to increase the penalties for repetitive indecent programming. The current fine is $27,500 but the -FCC desires to multiply this figure by 10. Also, the fCC wi11 proceed to . revoke the license ofi those in the television industry that continue to disregard the decency .laws.. In response to the FCC,.. the National Cable & Telecommunications Association (NCTA) has inixiated a campaign to educate the public about ways to control the programming that comes into their homes. ~ ' On April 1, the NCTA will launch a new Website that will be an nnformation clearinghouse for parents about responsible viewing. It will include information on the use of technology that allows viewers to block ~- ~ television channels. Other marketing efforts include a series of public .service announcements and bill stuffers with this same theme. AGENDA.- ITEM • • Comcast (the City of Lynwood's cable operator and the nation's leading cable provider) has joined the bandwagon.. Comcast has guaranteed. Congress that it will imp}ement a-plan to assist. parents in protecting their children from television programs that contain indecency. Comcast will also provide parents with the tools needed to block and filter programming considered for children, as well as providing information on its billing notices, on-screen communications and updating its Web page. The U.S. Congress has introduced two bills (S.2056) and (H.R.371 7) to increase the penalties for violations .by television and radio broadcasters, against the transmission of obscene, indecent and profane {anguage. CONCLUSION: - The FCC has taken an obstinate stand to protect children from sexual, - _ violent and profane content broadcast on television., and has called upon the broadcast and cable industry, as well. as the U.S. Congress to assist in . the effort.
