ARCHITECTURAL REVIEW AND PLANNING BOARD OF THE TOWN OF GULF STREAM,
i1 FLORIDA ON THURSDAY, NOVEMBER 20, 2003, AT 8:30 A.M., IN THE TOWN HALL,
�l 100 SEA ROAD, GULF STREAM, FLORIDA.
I. Call to Order. Chairman Wheeler called the meeting to order at
8:30 A.M.

III. Minutes of the Regular Meeting and Public Hearing of 10-23-03.
O Mr. Frankel asked that the minutes be amended to show that he is
in favor of a red tile roof for 2918 N. Ocean Blvd., and that a white
tile roof would look awkward on the home. Mrs. Anderson asked that the
minutes also reflect that she had stated the red roof would look better.
Mrs. Anderson moved and Mr. Frankel seconded that the minutes be
approved as amended and all voted AYE.
IV. Additions, withdrawals, deferrals, arrangement of aqenda items.
There were no changes requested.
V. Announcements.

Chairman Wheeler announced these dates.
Town Clerk Taylor reported that the Town Commission agreed to a joint
meeting with the ARPB on December 12th at 8:15 A.M.
Mrs. Neeves advised that she would not be present for the joint meeting
on December 12th or the regular meeting on December 18th
C' Chairman Wheeler asked if there were any exparte communications to
declare. Mr. Frankel disclosed that he spoke with Mr. Fogarty on
several occasions.

Chairman Wheeler asked that all persons who intended to speak please
stand to take the Oath. Town Clerk Taylor administered the Oath to
Mr. & Mrs. Fogarty, Del Swilley, and Sally Gingras.
VI. Items Related to Previous Approval.
A. 2918 N. Ocean Blvd. -Request to reclassify the architectural
C) style of the structure to permit a roof of red flat cement
tile.
Mr. Fogerty displayed color renderings and explained that he is trying
to restore and retain the character of the home. He added that he is
transforming the existing garage into a studio/storage area and creating
a new garage with an apartment above. He reminded that the previous
approval is for a red tile roof. The existing roof was replaced in
1988, is now weathered and faded and an exact match could not be found.
He pointed out that he could reroof the addition only in red tile but
the look would not be aesthetically pleasing. He added that Ms. Gingras
is present to clarify that the house is not a typical Gulf Stream
Bermuda style home.
Chairman Wheeler advised that the Board has to follow the manual and the
house is classified as Gulf Stream Bermuda, and red roofs are not
allowed. The Chairman reminded that the direction at the last meeting
O was that the applicant furnish proof that the architectural style has
been improperly classified. The Chairman referred to a letter from Ms.
Gingras indicating the features of the house are not fitting of a Gulf
Stream Bermuda style house. There was another letter from Urban Design
Studio indicating that while the architectural style has some colonial
influences, he believed the white, flat cement tile would be appropriate
since tiles other than this are shown as prohibited. Chairman Wheeler
asked if the Board members believed this house is a true Gulf Stream
Bermuda style house.
Mr. Kent and Mr. O'Neal pointed out several elements on the house that
are not of a Gulf Stream Bermuda style, and agreed that if this was an
application for a new structure, it would not be approved as Gulf Stream
Bermuda style architecture.
Mr. Frankel remarked that he did some research on Bermuda style homes
and he strongly believes this house does not meet the criteria of a Gulf
�) Stream Bermuda style house and the red roof tile should be permitted.
Mrs. Anderson agreed but cannot discount the classification from Urban
Design Studio.
Town Manager Thrasher explained that when the Design Manual was created,
Urban Design Studio did a survey of all the homes in town and picked out
key elements that categorized the architectural style of the homes.
Mr. Frankel moved and Mr. O'Neal seconded to approve the red roof tile
for the entire structure based on a finding that the house does not meet
all the criteria of a Gulf Stream Bermuda style house.

�) VII. Items by Staff.
Town Manager Thrasher asked for clarification regarding the use
of color through solid white cement roof tile compared to gray cement
tile painted white. Mr. Thrasher asked if the Board had any preference
as to 9 inch or 13 inch cement tile.
-The Board conferred and decided that painted concrete tiles do not
hold up well and preferred color through solid white concrete tiles.
With regard to 9 inch or 13 inch roof tile, the Board had no preference,
either one would be acceptable.
VIII. Items by Board Members.
Mr. Frankel observed that there is a large pipe projecting from
the roof of the new home at 3433 Gulf Stream Road that is unsightly.
Also, there appears to be a section of undivided glass on the east
elevation of the home under construction at 3310 Oleander.
Chairman Wheeler advised the pipe is required by code to vent gas water
heaters.
Town Manager Thrasher advised that during the Certificate of Occupancy
inspections, he compares the approved plan with the structure and would
catch thing such as undivided glass.
Mr. Kent remarked there is glass block on the home on Lakeview and was
advised that it was approved due to it being screened by plant material.
IX. Public. There was no comment form the public.
X. Adjournment. Chairman Wheeler adjourned the meeting at 9:10
A.M.
