2. Board of Selectmen: Re‐Organization
The Board will re‐organize and vote a Chairman and Vice‐Chairman.
3. Public Forum
Residents share ideas, opinion or ask questions regarding town government.
4. Accomplishments
Hopkinton Police Department: Sergeant John Porter and Officer John Moran were
recognized by MADD Massachusetts on Tuesday, May 11, 2010, for their commitment
to enforcing drunk driving laws in Massachusetts.
Sealer of Weights and Measures: The Commonwealth of MA Division of Standards
awarded the Town a grant in the amount of $10,000 for the purpose of enforcing the
item pricing law including scanner accuracy.
5. Consent Agenda
a. Public Session Minutes (Action)
The Board will consider approving the public session minutes 4/20/10, 4/27/10,
4/29/10.
b. Parade Permit Request (Action)
The Michael Carter Lisnow Respite Center
112 Main Street
The Board will consider approving a parade permit request from The Michael Carter
Lisnow Respite Center, 112 Main Street, for the 13th Annual Michael’s 5K Run/Walk
on Saturday, October 16, noon, Town Common. The Police Chief’s approval of the
permit includes blocking traffic access on Park Street from the Hayden Rowe Street
end and Ash Street from Park Street to Marathon Way. The Chief also recommends
the permit to allow the police to close or block roads on the race route, as needed.
The road would re‐open as soon as it is safe for motorist and race/walk
participants. The Fire Chief, DPW Director, and Director of the Land Use, Planning &
Permitting Department have reviewed the request and endorse granting this
request.

c. Ambulance Gifts (Action)
The Board will accept gifts into the Ambulance Gift Account from the following:
1. In memory of Evelyn Swener:

2. In memory of Catherine Bartlett:

d. Veteran’s Celebration Committee appointment (Action)
The Board will appoint Michael Whalen to the Veteran’s Celebration Committee for
to complete a three‐year term to 2011. Members of Veteran’s Committee endorse
Mr. Whalen’s appointment.
e. Hopkinton Historic District commission Resignation (Action)
The Board will accept Richard H. Brousseau’s resignation from the Hopkinton
Historic District effective immediately.
f. Street Name Request (Action)
The Board will consider approving a new street name, Hickory Lane, requested by
homeowner, Christian Nealon, 30 North Mill Street. The street as approved will
look more like a driveway than a traditional “street”; therefore, the Planning
Board’s approval indicated that the Director of Municipal Inspections would
determine whether the new lot would have a North Mill Street address or an
address on the new street. The Municipal Inspector, Chuck Kadlik, has reviewed
the matter and determined that the new street is between #30 and #32, and no
numbers are available without significant renumbering. Therefore, Mr. Kadlik
recommends (and has assigned a number to) a new street name for the lot. The
street name, Hickory Lane, has been endorsed by Fire Chief Clark, Police Chief
Flannery, Elaine Lazarus, Director of the Land Use, Planning & Permitting
Department, JT Gaucher, DPW Director, and Mr. Kadlik, Municipal Building
Inspector.
g. Parade Permit Request (Action)
The Board will consider a parade permit request from the Ashland Lions Club’s
Triathlon on Sunday, June 13, 2010 at the Warren Conference Center located at 529
Chestnut Street, Ashland from 6:00 a.m. to 12:30 a.m. The race runs through a
section of Chestnut Street to Rte. 85 to Hayden Rowe to Rte. 135 to Ashland. Police
Chief Flannery, Fire Chief Clark, Elaine Lazarus, Director of the Land Use, Planning &
Permitting Department, Chuck Kadlik, Municipal Building Inspector, and JT Gaucher,
DPW Director have reviewed the request and endorse the parade permit.
h. Municipal Elections to the Boston Region Metropolitan Planning Org (MPO) (Action)
The MPO Election will be held on Wednesday, June 2, 2010. The Ballot rules for the
Chief Elected Official (CEO) to cast a ballot either in person on June 2nd or by a
designee with the signed ballot or a letter by the CEO by 10 a.m. on June 2. If the
CEO or designee is unable to attend the election, an absentee ballot must be filed
and received by the Boston Region MPO by 5 p.m. on June 1, 2010.

1) The Board will consider nominating Ginger Esty, Chairman of the Board of
Selectmen, Town of Framingham, and Mayor Joseph Curtatone, City of
Somerville, to the 2010 Boston Region MPO.
2) The Chairman of the Board will designate an alternate to cast the ballot for the
Town of Hopkinton.
6. Future Agenda Items
The Board will present its future agenda items.
7. Liaison Reports
The Board will review its liaison list to include the new membership of the Board.
6:50 p.m. 8. Eagle Scout Presentations
Mark James Garner and Thomas Reimonn
The Board will recognize Mark James Garner, Troop 1, and Thomas Reimonn, Troop
18, for accomplishing the rank of Eagle Scout.
7:05 p.m. 9. John Warren 150th & Hopkinton Flag Retirement Ceremony and Parade Permit
Request (Action)
Town Common; Sunday, June 27 at 6:30 p.m.

a. Mr. Doug Freeman, John Warren Masonic Lodge, will give an overview of
Hopkinton’s Flag Retirement Ceremony scheduled on Sunday, June 27 at 6:30
p.m. on the Town Common.
b. Parade Permit Request (Action)
The Board will consider a parade permit for the Flag Retirement Ceremony. Police
Chief Flannery met with Mr. Freeman to work out the Police details for the closing
of the road. Fire Chief Clark, Police Chief Flannery, JT Gaucher, DPW Director,
and Elaine Lazarus, Director of the Land Use, Planning & Permitting Department
have reviewed the request and endorse granting this request.
c. Proclamation (Action)
The Board will present a Proclamation proclaiming Sunday, June 27, 2010 as John
Warren Masonic Lodge Day.
7:15 p.m. 10. Fruit Street ‐ Verizon Easement (Action)
The Town Manager will present a request to the Board to consider an Easement to
Verizon New England, Inc. and Boston Edison Company on the easterly sideline of Fruit
Street.
7:30 p.m. 11. Public Hearing (con’t from April 27, 2010) (Action)
Administrative Order: Permanent Building Committee
The Board will continue the public hearing from April 27, 2010 to consider an
Administrative Order that will create a new Town agency known as the Permanent
Building Committee whose purpose is to provide an efficient and professional
mechanism for overseeing the design, construction, reconstruction, alteration or
enlargement of buildings or other facilities owned by the town or undertaken on land
owned, leased or operated by the Town.

Correspondence

1.1 Memorial Day Ceremonies: The Veteran’s Celebration Committee extends an invitation to the
Board to join them for the Memorial Day Ceremonies on Monday, May 31, 2010 beginning at
9:45 a.m. at Evergreen Cemetery in Woodville and concluding at the Town Common at 12:00
Noon. Light refreshments will follow the event at St. John’s Parish Center on Church Street. In the
event of rain, the entire ceremony will be hold at St. John’s Parish Center at 11:00 a.m. For more

1.2 Framingham Fire Department (FFD): Fire Chief Gary Daugherty sent a letter to Fire Chief Clark to
thank him for aiding FFD by loaning them Hopkinton’s fire engine, after a catastrophic accident on
April 10, 2010, when one of the FFD’s engines was completely destroyed.
1.3 Senior Whole Health Invitation: Senator Karen Spilka will host a program about Senior Whole
Health, a new type of health plan for elders eligible for MassHealth and Medicare. The event is
scheduled at the Raymond J. Callahan Senior Center, 535 Union Ave., Framingham on June 15 at
10:00 a.m.
1.4 Massachusetts Muncipal Association (MMA) - Statewide Leadership Conference for Selectmen:
The MMA is holding a Statewide Leadership Conference for Selectmen at the Old Sturbridge
Village in Sturbridge, MA on Saturday, June 12, 2010 from 8:00 a.m. to 2:30 p.m. This event is free
of charge.
1.5 Westborough Treatment Plant Board: April 14, 2010 meeting minutes
1.6 Reorganization of the Board of Assessors (BOA): Effective May 18, 2010, John Palmer will serve
as Chairman of the BOA with John Duffy serving as the Clerk.
