7: 00 p.m. FY’12 budget Process Discussion
Members of the Board of Selectmen, Appropriation Committee and School Committee will
discuss ideas for Town Manager’s consideration in improving the FY’12 budget process.
Theme:
1. Purpose of the budget message.
2. Purpose of the budget schedule and charter as a guide.
3. Purpose of and consistent dissemination of financial data.
4. The purpose and goals of the Budget Advisory Group and Joint Committee Meetings.
5. The purpose of the joint Town Meeting Presentation and benefits of combined budget
articles.
6. Who ultimately makes what decision, especially with respect to tax impact?
Ground rules:
1. Shared facilitation ‐ the Chairs of the Board of Selectmen, School Committee and
Appropriation Committee will discuss the ground rules with their committee/board
members and assist with facilitating the meeting.
2. No personal critique.
3. If a comment is made, it should not be met by judgment; respect each other’s opinion and
allow others to question your opinion.
4. If you suggest a limitation, propose a solution.
5. Prevent repetition.
6. Use the discussion as a “learning time” – the goal is not to agree but to gain a deeper
understanding.
7. Stick to the subject matter.
8. Listen actively.
9. Focus on the process and not on the people.
