ARCHITECTURAL REVIEW AND PLANNING BOARD OF THE TOWN OF GULF STREAM,
FLORIDA ON THURSDAY, JULY 26, 2007 AT 8:30 A.M., IN THE TOWN HALL, 100
SEA ROAD, GULF STREAM, FLORIDA.
I. Call to order. Vice Chairman Frankel called the meeting to order
at 8:30 A.M.

V. Announcements.
A. Meeting Dates

Vice Chairman Frankel announced these dates and advised that he would
not be available November 19 thru November 30. He asked the Board
members to check their schedules to ensure their availability for future
meetings and advise the clerk. The November meeting was set for
November 15, 2007.
OThe Vice Chairman stated that he had spoken with staff regarding the
application and asked if there were any other exparte communications to
declare. Mr. Ganger advised that he had driven by the site.
Town Clerk Taylor asked that all persons who intended to speak please
stand to take the Oath. The Town Clerk administered the Oath to Mr. and
Mrs. Dubois.
VI. PUBLIC HEARING.
A. Applications for Development Approval

1. An application submitted by Randall J. Dubois,
as Agent for Thomas A. & Carol A. Calicchio, the owners of
property located at 540 Palm Way, Gulf Stream, Florida,
which is legally described as Lot 3 and the East 59 ft. of
Lot 2, Gulf Stream Cove Subdivision.
Mr. Dubois displayed a site plan, survey, color rendering and explained
that the improvements include a small addition on the first floor,
�) expansion of the existing garage with a second floor addition, a breeze-
way on the rear of the house and a second floor master bedroom and study
over the center part of the existing house. He stated that there would
be decorative quoins on the first and second floor, smooth stucco
finish, white flat cement tile roof and banding across the front of the
house. He added that the final color would be decided towards the end
of the project and all materials would match the existing. Mr. Dubois
requested a Special Exception to permit the addition to the structure
with nonconforming side yard setbacks.
The Board members were concerned with the percentage of glass on the
south elevation.
Mr. Dubois addressed the Board's concern regarding the glass windows and
doors. He stated that there are existing glass windows and doors and the
new windows and doors are hurricane resistant and are reconfigured into
the addition. Mr. Dubois confirmed that the calculation of the
percentage of the glass meets the town code.
Town Manager Thrasher stated that he was also concerned with the amount
of glass being used and he requested that Urban Design Studio verify
the architect's calculation. Urban Design found the architect
calculations to be correct. The town manager suggested that the
percentage of glass calculation should be added to the list of items for
future code review. Mr. Thrasher commented that the color rendering
helps to visualize the end product.
Mr. Ganger asked if the garage would be able to support the second story
addition and how long the project would be to completion.
Mrs. Jones asked if more pilings would be installed and if the interior
of the existing structure would be preserved.

on both sides.
Mr. Dubois explained that structural modifications would be made to
support the floor load and additional pilings would be installed,
particularly in areas where the second floor bears through the main
first floor. He added that the existing vaulted ceiling and faux
finishes would be preserved. With regard to the landscaping, there
would be screening on the east and west side of the property for privacy
and the project is expected to take eighteen months.

The Board complimented the design and thanked staff for verifying the
glass calculation with Urban Design.

existing structure with non -conforming setbacks.
Mr. Ganger moved and Mrs. Jones seconded to recommend approval of a
Special Exception to permit conforming additions to an existing
structure with non -conforming setbacks. Roll Call: Mrs. White; AYE,
0 Mr. Ganger; AYE, Mrs. Jones; AYE and Vice Chairman Frankel; AYE.
b. LEVEL 3 ARCHITECTURAL/SITE PLAN REVIEW to permit 608
sq. ft. of additions on the first floor and 1,954 sq.
ft. on the second floor of an existing one-story Gulf
Stream Bermuda style single family dwelling.
Mr. Ganger moved and Mrs. Jones seconded to recommend approval of a
Level III Architectural/Site Plan based on a finding that the proposed
608 sq. ft. additions on the first floor and 1,954 sq. ft. on the second
floor of an existing one-story Gulf Stream Bermuda style single family
dwelling meets the minimum intent of the Design Manual and applicable
review standards. Roll Call: Mrs. White; AYE, Mr. Ganger; AYE, Mrs.
Jones; AYE and Vice Chairman Frankel; AYE.
VII. Items by Staff.
A. Items to consider in the next code review
Mr. Thrasher requested that the percentage of glass calculation be added
to the list of items for future code review. He asked if the Board had
any other items for review. There were none.
Town Clerk Taylor reminded that the multi -family review is in process
and the Town Commission added boats/docks, basements, roof material and
political signs to the list for future code review.
Mr. Ganger asked if there is a differentiation in the Code as to
replacing windows and new construction/renovation.
The town manager explained that he could administratively approve a
window change out whereas new construction/renovation must go through
Level II or Level III approval.
B. Update on AIA Project
The Town Manager reported that the AlA project is completed and FDOT has
started their scope of work. He is concerned that FDOT is not being co-
operative with the town regarding being respectful of residents
property.
C. Briny Breezes Update
Mr. Thrasher reported that a number of regulatory agencies and
municipalities have registered complaints against the size and scope of
the development. The developers are encountering difficulties with
financing and he believes the proposed plan will have to be
significantly modified.

Mr. Ganger stated that the Coalition for Preservation is still very
active in the fight against the proposed development. He is concerned
that the developers may be coming back with an alternative plan that may
not be suitable for the area.
VIII. Items by Board Members.
Vice Chairman Frankel commented that the coquina road signs are hard to
see. He asked if they could be cleaned and lit.
Town Clerk Taylor explained that some residents prefer the signs clean
and some prefer the patina effect from the buildup. However, they have
been pressure cleaned several times.
Mr. Ganger added that the Gulf Stream Civic Association bought and
installed several different low lights and solar systems but they either
have been stolen or did not work properly.
IX. Public. There were no comments from the public.
X. Adjournment. Vice Chairman Frankel adjourned the meeting at 9:15
A.M.
